New Delhi, May 31: The Election Commission of India (ECI) on Sunday announced the commencement of the enumeration phase under the Special Intensive Revision (SIR) – Phase III in Odisha, Mizoram, Sikkim and Manipur.
An official statement said the process began on Saturday as part of the nationwide electoral roll update exercise aimed at ensuring accuracy and inclusiveness in voter lists.
The Commission said that all eligible electors whose Enumeration Forms are submitted to Electoral Registration Officers (EROs) on or before June 28, 2026, will be included in the draft electoral rolls. Those unable to submit forms within the deadline may still apply using Form-6 along with the required declaration during the claims and objections period.

During this phase, Booth Level Officers (BLOs) will carry out house-to-house visits to distribute and collect Enumeration Forms from existing voters. Electors will also have the option to submit forms either through BLOs or online.
The ECI said each BLO will carry at least 30 blank Form-6 copies and declaration forms to assist new voters seeking enrolment. The Commission added that BLOs will ensure maximum household coverage to facilitate smooth completion of the process.
To enhance participation, Booth Level Agents (BLAs) appointed by recognised political parties have been permitted to collect up to 50 forms per day from the public and submit them to BLOs before draft publication. Political parties have also been encouraged to appoint additional BLAs to support the exercise.
The Commission, invoking its powers under Article 324 of the Constitution and provisions of the Representation of the People Act, 1950, initiated the Special Intensive Revision in 16 states and three Union Territories on May 14.
It reiterated that the objective of the exercise is to ensure that no eligible citizen is left out of the electoral rolls while preventing inclusion of ineligible entries.
According to ECI data, Odisha has 3.34 crore electors, Mizoram 8.75 lakh, Sikkim 4.71 lakh, and Manipur 20.92 lakh, supported by thousands of Booth Level Officers and Booth Level Agents across the states.
The Commission urged citizens to cooperate with field-level officials during the ongoing house-to-house verification process to ensure a comprehensive and accurate voter database.
