Mangalore: Police harassing passport applicants - Khader

Mangalore, Mar 21: "There appears to be a communication gap between the police department and the passport office, because of which the common people are suffering. When the passport applications are referred to them for verification, the policemen harass the applicants. Those who sign the passport applications as witnesses are summoned to the police station in the name of making enquiries. Many a time, these signatories are out of station or out of country when they are called to the police station, as there usually is a long gap between submission of applications and verificiation process by the police. Actually it is duty of policemen to visit the homes of the applicants and collect the required details relating to the applicants.  By making their own rules, the police officials are creating unwarranted problems for those desirous of securing passports," complained MLA, U T Khader, addressing a press meet held in the city on Wednesday March 20.

Referring to the unjust demand of the policemen for photographs of the applicants standing in front of their houses as part of the verification process, Khader said this condition creates problems for those who do not own houses, as the house owner might object to taking snaps with the rented houses in the background. Asserting that it is the duty of the police to personally verify the details provided in the applications, he added that they were not in order in creating problems for the commoners.

"I even spoke to Sharnappa Talvar, in-charge officer of passport office, relating to this issue, and he confirmed that the above conditions do not find mention in any of the rules. This issue was also brought to the notice of the police commissioner, who has assured to sort out the problems," the MLA explained.

Khader also slammed the BJP government in Karnataka for its negligent handling of power situation in Dakshina Kannada district, which has been worse. He accused the state government of following a policy of discrimination while providing electricity to the district, as compared to other districts. He rued the fact that industrialists, school children, and common people are suffering because of unscheduled and unwarranted power shut downs.

"The BJP government in the state does not have farsighted vision. Although both units of Udupi Power Corporation Ltd are ready, only one of them is generating power at present. The state government, which is now paying high prices for procuring power from outside, should have resorted to it two years ago. Because election is approaching, the cabinet has cleared a large number of pending files in one go. This is unconstitutional, and the election commission should not allow these schemes to be launched," he demanded.

Congress leaders T K Sudheer, N S Kareem, Santhosh Kumar Shetty, Vincent, Mustafa, Latheef, Jabeer, Claira were present at the press meet.

    IN BOMBAY ALSO SAME THING WE FACE.TO NENEWAL A PASSPORT 2/3 TIMES WE HAVE TO GO TO PASS PORT OFFICE,CHECK AND SUBMIT THE DOCUMENTS,THEN AGAIN GETTING THE DATE FOR EYE TEST FINGRE PRINTS..AFTER 10/15 DAYS ONE POLICE MENT COME TO HOUSE AND CHECK AGAIN.AFTER THAT THEY WILL CALL POLICE STATION WITH TWO BUILDING WITNESS AND SOCITIES NOC LETTER..AT THE POLICE STATION AGAIN HARRASSEMENT FOR WITNESS PEOPLE ASKING THEIR ETC.AFTER WAITING FOR A LONG TIME,THEY WILL ASK MONEY 300/500 RS.IN BOMBAY MAKING A PASSPORT IS VERY DIFFICULT.SOMEBODY SHOULD HELP IN THIS CASE.

    We are very happy , at least you have taken up this issue.Please take up this issue at higher level, we all will support you as each one of us are victim of this so called "Verification Process". I dont want to mention , the difficulty my family members faced to get a pass port.

    Hey, we don't mind to pay whatever it cost to renew our passport. Rs.1000 for renewal and Rs.1000 for police verification,so be it - add it to my account but do not harrass me. I will throw the money and you pick it up and wag your tail.

    it is a real problem, its the duty of the police dept to do the verification.they cannot expect the applicants to bring the witnesses to the police station to clarify etc.if a person is a criminal / a anti social element they will have his/her name in their database or from their intelligence network.they should not harass applicants for witnesses or photographs of neighbors.If the neighbor is hostile then the poor fellows fate is doomed......The dept should be more cooperative.Mr Khader has brought up a valid issue.

    It is much easier to renew your passport through Indian Consulate office, if you are living abroad. Adjust your vacations accordingly and don't take a risk of loosing your job for police bullying for bribes.

    Friends, by this time , you ought to know , how the Police Dept functions. Honest to God. Whilst applying for my sons PP, I paid Rs 100/- to the cop who had come to my house, and he never came home nor harassed, just blindly signed.

    Same experience with me to while applying pp for my daughter and son.No problem at all from police side.Urwa police people were Very courtecious.It is hard to believe that police haras the PP applicants for giving clearance in Mangalore.
    Even during regular check for vehicles higher officers are extremely courtecious.This is my experience....

    Of course, it is good to have police verification for security reasons. But in the name of verification, police harass the passport applicants. In one of the instances, my daughter had a passport which expires in the month of April 2013. As she now is in Mangalore, applied online for a new one, faced the interview, submitted all the documents. While giving the references, she mentioned the names of family members, which is not permitted. So when the Kadri Police got the documents for verification, they called and told her that she can’t give reference of family members, but outside the family. He asked her to submit another application, instead of advising her to give reference of other known persons. Being a college going girl, having adjusted the time for facing interview, the time for interview she got with great difficulty as it has to be taken online, how she can manage to submit one more application and go through all the same procedures wasting her time!!! After hearing this, some elders from the house, called that police to the house. After he came, they explained the problem. But he did not agree, and finally it was possible after giving some money. Then on the same application names of some neighbouring friends were were given with addresses. If a person who already has a passport and asks for a new one after its expiry, and if these problems are created, then what could be the fate of uneducated people who ask for new passports!!

    Right Mr.Prabhu, instead of press meet he should have met hegde,moily,Rehman khan, all these people are in Govt..I dont know about the police harassment but,Police must be very vigilant & they have to scrutinize the passport applicant & signatory of witness since there are many cases where most wanted people run from our country & hatch criminal plan in other countries..they trouble us & our freindly countries also..It will be ok,if we get little bit trouble from police dept in the name of scrutiny(other than bribe!)..It is for every citizens security & in the interest of national security...Remember eventhough people objects,still USA carries out body scan of everyone.

    Yes they need to be veligant but within the guidelines and rules laid by the government. According to the passport office clicking the photograph of applicant house is not the part of their job and not as per the guidelines

    did you ever faced the problem from the police for the passport!!! i have faced it and the passport took only for the renewal 8 months, there was 3 times police inquiry for my passport and you know what i spent is Rs 3,500 for the police for their breakfast and lunch and pocket money ,where as the renewal of the passport is not even cost me Rs 1000/-..

    Dear Roshan, read my comments once again..I said bribes not acceptable..but, we have to cooperate for police scrutiny even if it irritates us..End of the if any criminals slip away, we will police only..Moreover, there is no column in passport to write whether i am a goonda or a good citizen, how can police differentiate?..they have to do their duty loyally & as per rule and we have to allow them..

    The fear of Police is worse than the fear of God in the common man’s mind. The Police is supposed to protect citizens But it is not so in real life. A citizen has to protect himself and his family from the atrocities of the Police and then from attacks by lawless elements of the society.
