Police offered bribe, advised me to thank god: Rape victim's father


New Delhi, Apr 19 (IANS): The father of the five-year-old girl who was held captive and raped by her neighbour said Friday that the police had offered him Rs.2,000 to keep quiet, and advised him to "thank god that his daughter was alive".

"We went to the police to register an FIR (First Information Report) but they refused. They never tried to find her, and instead drove us away," the father of the victim told reporters here outside the Swami Dayananda Hospital in east Delhi's Shahdara, where the girl is battling for life.

The father said that when the family finally found the girl Wednesday, the police told the family to not highlight the issue, and offered them Rs.2000 to keep mum.

"The police told us that we should not highlight the issue in the media and gave us Rs.2,000 as kharcha-pani (for expenses and refreshment)," said the father, adding that the police further told them to "thank god that his daughter was alive".

"The police told us to take our daughter home and pray for her recovery," said one of the girl's relatives.

The girl was abducted April 15 and kept hostage for two days without food and water in a flat owned by the attacker, said to be in his 30s. He lived on the ground floor of the building in east Delhi's Gandhi Nagar, in which the victim's family also stayed, police said.

The girl was raped repeatedly, and rescued when members of her family heard her screams Wednesday evening, police said.

A doctor treating the child said her condition is "serious" and the "next 24-48 hours are critical".


Protests near hospital as five-year-old battles for life

Family, neighbours and activists of the Aam Aadmi Party (AAP) Friday protested outside the hospital where a five-year-old girl, a victim of rape, was admitted in a serious condition.

The girl was held hostage for over two days and repeatedly raped by a neighbour, who deprived her of even food and water.

A doctor treating the child said her condition is "serious" and the "next 24-48 hours are critical".

Protestors gathered outside the Swami Dayanand Hospital in Shahdara, east Delhi, where the girl has been admitted, and raised slogans against Delhi Chief Minister Sheila Dikshit and Delhi Police.

They demanded immediate arrest of the accused in the case and said the girl should be shifted to a better hospital like the All India Institute of Medical Sciences (AIIMS).

"The police tried to suppress the matter and even offered Rs.2,000 to the family to keep quiet. On top of that, the child was admitted to a hospital which does not even have proper facilities and equipment," AAP spokesperson Aswathi Muralidharan told IANS.

"We want a better hospital and immediate arrest of the accused," she said.

The girl was abducted April 15 and kept hostage in a flat owned by the attacker, said to be in his 30s. He lived on the ground floor of the building in east Delhi's Gandhi Nagar, in which the victim's family also stayed, police said.

The girl was rescued when members of her family heard her scream Wednesday evening, police said.

The girl's father told reporters that he had earlier approached the police with a complaint that his daughter was missing, but they failed to register his complaint.


Candle, bottle poked into rape victim's genitals: Doctors


A 200 ml bottle and pieces of candle were inserted into the private parts of the five-year-old rape victim, a doctor said Friday, adding that he had "never seen such a case".

"Upon examination, we found a 200 ml bottle and two or three pieces of candle inserted into her private parts. This is the first time that I have seen such barbarism with a five-year-old," R.K. Bansal, medical superintendent, Swami Dayanand Hospital, told reporters.

"There were injuries on her lips and cheeks and bruise marks on her neck, suggesting that attempts were made to strangle her. The blood pressure was way below normal, and she had fever when she was admitted," the doctor said.

"The child's condition is very critical. She is in ICU right now and will be under observation for the next 24-48 hours," he said.

    All over India Police try to dissuade the Victims from filing FIR. Of course, it is not for favouring the Culprits but to reduce the Crime Rate in their Records and also to reduce the number of unsolved crimes pending in their records, because the performance of any Police station is appraised by higher authorities based on the Reduction of Crime Rate in the area or increase in solving the registered cases of Crimes, which are always considered for Promotion or Rewards in Police dept.

    In Karnataka many Murder cases are closed as Suicide cases for this same purpose only. If your Mobile phone is stolen in the Bus and if you want to file a Police complaint for taking duplicate Sim, then the Police insist that your complaint should clearly state that the Phone is "LOST" somewhere and you should not write Phone is "STOLEN" in the Bus. Because "THEFT" will show increase in the Crime Rate in that Area and has to be investigated and report to be submitted to the higher authority regularly about unsolved cases, whereas the Phone LOST case is not a Crime at all and no need to investigate and send report to higher authority and it will not increase the Pending Crime cases in their records.

    Rapes take place anywhere - Inside the house\inside buildings\desolated places etc and instantly. Rapists act on impulse and it is difficult for any one to monitor those activities.
    If anyone notices unusual activity to the police and if action is not taken then we can blame the Police for their lethargy. Govt. cannot be blamed for this kind of instances but can be blamed if Govt. does not enact tougher laws, does not take police responsible for their lethargy to handle matters urgently and try to brush aside such cases by not filing complaints\looking into the matter immediately.
    Blame the Govt. state\Centre if disciplinary action is not taken against the Police.
    To an extent one can blame the politicians\their kith and kin who wield great power over the Police and make them subordinates. This factor should be also looked into and suitable action taken.
    Hope Govt. wakes up soon and issues strict directives to the law enforcement dept.\agencies of tough action against them for any failure on their part.
    Things will change then for the better.

So sad to see such a little girl has to suffer for no reasons. can't beleive this in my dream someone ever can do such hatre crime. what a world. what the PM or the name sake minister idiots are doing, just collecting wealth for them, thier kids, grand kids and forget the people.     You should loudly say "SHAME ON OUR POLICE FOR SUCH DEGRADED CHARACTER FOR OFFERING BRIBE TO THE FATHER OF THE GIRL FOR HIS SILENCE!!!
    Can you openly condemn the police for their in-action? Their moral has deteriorated so much, they are not the law protectors but they are the protectors of criminals\politicians who commit wrong and such law breakers.
    Almost everything they do is .....
    questionable\punishable. But who will punish them?
    In this instance it should be questioned of the Police officer etc. why they offered the bribe and who asked them to do so. From that action anyone can say some influencial person or relative of theirs is involved.
    They even took the girl to useless hospital where it will be easier to get rid of her. They should inquire that hospital in charge for the details of medication administered to the girl as her health has deteriorated.
    Govt. must interfere and find out without delay apathy of the Police for not arresting the culprit and for not filing FIR etc.
    I think there should be condemnation of the police by everyone here and everywhere.

    Today on TV they showed DC of Police slapping a very young girl, left and right with so much of anger on his face. Good that girl was healthy looking otherwise some serious thing would have happened.
    His subordinates were shocked and managed to stop the assault.
