Mangalore, May 11: Tech-savvy B Dayanand, the Superintendent of Police, DK district knows how to assimilate new technologies into the police department for bringing efficiency and transparency.

The IT-savvy officer has shown to the world that intelligent use of latest technologies can bring a sea-change in administration.

Police transfers in the DK district have become hi-tech this year. The general transfer of the district police staff (Assistant Sub Inspectors, Civil Head Constables and Constables) has been brought about through online counseling.

A specially designed software programme has been made use of for this purpose to facilitate the staff in selecting a police station/unit of their liking. In all 112 police personnel of all ranks (5 ASIs, 24 CHCs, 83 CPCs) have been transferred through this process on May p and the entire procedure was conducted in the presence of all these police men at the Police Guest House Conference Hall Mangalore.

A brain child of B Dayanand, the transfer process was conducted thus:

All the police men were made to sit according to their seniority and opportunity was given to them turn by turns as per seniority to select a police station of their choice from the list of eligible police stations that were displayed on the screen with the help of a multi-media projector. The entire process took only 4 hours to complete.

Prior to this a Performa was circulated to all the police men eligible for transfer this year as per government directive (those who have put in more that 7 years in a particular place as on March 2006) seeking various service particulars like previous posting details, native place...etc. These details were later fed into the database of the software.

The programme has been designed in such a way that by using this database it will automatically generate the list of places a particular individual is eligible to go based on certain predetermined parameters.

“The programme while on the one hand provides wide choice of police stations for the staff to select from, on the other streamlines the administration by ensuring that persons do not remain or stay at the same place or area for a long time. The programme also helps the department in maintaining transparency, impartiality and objectivity in effecting transfers. It also helps to eliminate extraneous influences working in the transfer process of the department,” B Dayanand stated.

The software has been developed by Prosoft Computers Belgaum under the guidance of B Dayananda has already been used in Belgaum and Chitradurga districts in earlier years.
