'Jan Lokpal Bill will be passed at Ramlila Maidan'

New Delhi, Jan 25 (IANS): Promising the passage of the “almost ready” Jan Lokpal Bill next month at Delhi's Ramlila Maidan, "in the midst of people", Delhi Chief Minister Arvind Kejriwal Saturday asserted his right to hold agitations, despite being a chief minister, while accusing some media houses of portraying the party negatively.

Speaking on the eve of Republic Day at the Chhatrasal Stadium here, Kejriwal said that the intention behind the law was not to send people to prison but to check corruption and instil a sense of fear.

“The Jan Lokpal Bill is almost ready, and in the month of February we will have a special Delhi assembly session at the Ramlila Maidan and in the midst of people the bill will be passed," Kejriwal said as the crowd, which had a large number of schoolchildren, erupted in thunderous applause and cheers.

“We don’t want people to go to jail, we want them to mend their ways,” said Kejriwal adding that corruption in Delhi had gone down by “at least 20 to 30 percent” since the party came to power. He said he had come to this conclusion on the basis of "feedback from the people."

The chief minister also said that the safety and security of women was an important concern of his government and that a committee had been constituted Friday under the chairmanship of Delhi Chief Secretary Sanjoy Kumar Srivastava for the protection and security of women. The body, comprising of retired army personnel and home guards, will ensure protection and security of women, Kejriwal said adding that provisions will be made to ensure that rapists are sent to jail within 3-6 months.

Defending his agitation in the heart of Delhi a couple of days back, Kejriwal, who had rebelliously called himself an “anarchist” on the first day of the agitation Monday, said that the constitution did not prevent a chief minister from protesting.

“It was for the first time that a chief minister had protested for women's safety, but by imposing Section 144 (that prohibits assembly of five or more persons) the central government proved that they were not serious about the issue. The central government has called my protest against the constitution but there is no provision which says that a CM cannot sit on a dharna.” He said.

Kejriwal, who took oath only three weeks ago, asserted that if needed, he would agitate again. Expressing his intent of saving the country from corruption, Kejriwal said that some media houses were "intentionally trying to create hurdles” by portraying the party negatively. He did not name the media houses.

“We are trying to save the country from corruption and if media projects AAP in a negative light who will save the country?" he asked.

Reiterating his stand on giving power to the masses, the chief minister said ‘mohalla sabhas’ (neighbourhood assemblies) would be set up across Delhi so that people can "govern themselves."

"If the people keep on approaching us for every little problem, it will be difficult for us to govern effectively. Therefore, we want people to govern themselves. We want to transfer power to them," Kejriwal said.

"We will divide Delhi into clusters and elections will be held in these mohallas, headed by a chairman. We will give them funds and they will meet every week and decide how to spend it on water, electricity, cleanliness, roads, parks etc. In the next 15 days, a draft of this law will be finalised," he added.

Kejriwal also handed over a cheque of Rs. one crore to the family of a Delhi excise department constable who died in an attack by the liquor mafia in December last year.

I think now the time is come to check Kejariwals mental condition. How can he pass the bill at Ramlila Maidan ? No parliament hall? no constitution?, Guys wait till the next election, people of Delhi throw him out. We all in favour of non corruption and against the current political system but at the same time we should also respect the law of the country and respect his position ( as chief minister).

Rehna, downfall of BJP? where?..it seems you are not reading newspapers..Congress, SP, JDU,DMK etc will lose big in the next election..Congress may be thinking it will use AAP shoulder to shoot BJP But they indirectly helped BJP by supporting AAP..AAP leaders are busy in Delhi with daily controversies, they have no time to concentrate on the national level..Already their popularity started nose dive..sane minds in AAP started to speak against (say Captain Gopinath, Ms Sharma, Binny, Mallika sarabai etc,.)..Let AAP convey Lokapal bill session in Ramleela, another controversy will erupt..

Yes..Lokpaal bill in Ramlila Ground will be a controversy. but better than crores of crores eating by this Congress and BJP politicians without controversy....! There is a strong understanding between both these to parties related to big big scams... If you notice...both of them not asking for the enquiry of the scams of the opposite party... Nice no...! Only making some noise. Is that enough...? Big mistake of law minister of AAP was not deposing before the women's commission...Correct..? Our prime minister was required to depose before the JPC relaed to CoalGate scam...(Joint Parliamentary Committee.) Did he attended? No...and no one bothered....
How Ambany become so rich businessman....because of the nexus between the politician and these companies. Don't think that these politicians are there for social service..Now if is any true enquiry in these politicians assets...may be half of India they might have purchased......

The Constitution never says Chief Minister should not sit on Dharna.

The constitution says there should not have any hindrances or obstacles or intimidation to the public in the name of dharna.

Everybody have the right to sit in Dharna without giving trouble to Aam AAdmi. If so he or chief minister is responsible as they take law into their own hands.

Kejriwal in fact in a panic to capture votes drawing attentions of the Public.

JanLokpal Bill will surely reduce corruption and some fear in the Lazy persons who don't want to wait but in a quick-buck cash and work to be accomplished.

Citizens should have patience till their turn comes.

The corrupt government servants pockets surely will dry in Delhi.

I doubt this Kejriwal not built toilets in his home. He is doing No.2 (s..t) in public places or foot path. He want to implement the same in state administration also. Some psycho treatment is badly required for him. He is a nightmare for Delhi people because every now and then he is going to street for protest and disturb the peaceful life of everybody.

Let Kejriwal first keep his own house clean. Why is he protecting his minister Somnath Bharati. If policemen could be sent on leave so can Bharti until the probe is complete. He wanted politicians like common people. Let the same law apply to Kejriwal's Minister. All this natak of passing the bill in Ramleela is a gimmick for publicity. How can a bill passed in Ramlila in the presence of people become the common man's rule? Kejri knows how to keep himself in the news - gimmicks. But how long? It is time he concentrates on governance.

Better not to encourage any state or the nation to allow proceedings of the assembly/parliament sessions in the open grounds since the in-house conduct has sanctity.Lokpal Bill passed in the Ramlila ground doesn't have more power than the one passed in the assembly. This is all gimmicks and deviations of an agreed system of assembly dealing with business in the assembly hall.Thanq.

..AAP can expose Congress & BJP on any issues..when you are governing state & country, compromises are needed, but not corruption..Army deals will always go for friendly countries, even if others quoted lowest..Contracts will be given to some specific company for some reasons(not obviously due to bribe)..AAP can say all present parties are corrupt.. Kejrival & co, new politicians they have to go a long way..they can say they are non corrupt since they never enjoyed power or never entered into a situation where compromise is must..Everyone knows how AAP governed in 20 days...state or country can not move like that..they will spoil the country..

No matter what Kejriwal does...he does it for me, a ordinary man. I support him fully. I know that even if he makes the mistake, he will not eat money from the tax I paid. He will not buy property worth crores. He will not feed from it to his family.
A.K.Antony is a nice man too.. M.M.singh also nice man too...Modi is also a nice man too. But when these big big scams happen, why all 3 of you closed your eyes. When Laalu the joker went to jail,he was a convict. His guilt was proved in the court and accordingly he was sent to Jail for how many years I don't remember. It was at the time when Anna and Arvind were fighting for the strong lokpaal bill...! Congress wanted to show to the public that without Lokpaal also we can are able to convict a M.P.
But with in no time this guy came out of jail and started praising Raul Gandhi....!and praising the law of the Land....! Any sane person can understand this fundaa....? This politics is beyond my imagination.... I could not digest this...So I want to have simple politics...not complicated one.
Hope Kejriwal will succeed in providing a clean administration

Well said Valerian. AAP is new in politics and have good intentions. What other parties have done so far except for looting the nation and depriving the common man. Many promises were made till now by these parties and they still remain as promises. They made thousands of mistakes during their tenure. I would say AAP is being new in politics are bound to make some mistakes. But keeping the larger picture in mind, for our own betterment, we should support AAP & I am sure all right minded people & all those who are against corruption would support AAP in their drive. The question of why Ramlila Maidan for Janlokpal Bill, well, I have seen the whole face on TV and the speech from the clown called Lalu Yadav when Anna & team were on Hunger Strike and the result too. At least in public view the politicians would be more serious, I hope.

BJP & COng do not want such a strict Law to curb corruption in the Capital of our Nation because these national parties have thrived all these years on rampant corruption itself.

But the House of so called National parties is enormous and full of garbage accumulated over six decades which is rotting our entire Nation and stinking worldwide. That has to be cleansed first to save our nation.

You have heard only one side of the story sensationalized by the media. Hear it from the residents of kirki, the place which was raided, who are in full praise & also held protests in support for the Law minister who is a saviour to them. Earlier govt nor the police officers or the ministers had never heeded to their complaints of drug rackets & prostitution in the locality. Wish you were the resident of such a locality or in short, tried to be in their shoes.

Best of luck to all. Let there be politicians who can do social work and good for all. Till now ruling the country was meant as looting and possessing as much as he can and deposit in swiss bank, etc. Now on they have to use all these money for helping all in various ways specially helping the farmers and industrialists. Till now India was a developing country, but really never developed. Now on we may think it may develop into more. If AAP wins the general election, then we can check which leaders have looted more.
