Hindi on social media only for Hindi-speaking states, Govt clarifies

New Delhi, Jun 20 (PTI): Amid strong protests over centre's move to promote Hindi in social media, BJP today sought to douse the row, saying it is not being imposed on non-Hindi- speaking states and that Government respects all Indian languages.

The ruling party said it is not a crime to work in Hindi and sought to defend the government's move to promote the language, saying it seeks to bind the nation together and should not be construed as an "insult" to English.

"It is not a crime to work in Hindi. It is a national language. We have many national languages and every one has the right to work in a national language.

"Hindi is not being imposed on a non-Hindi state. What objection is there if we work in Hindi," BJP spokesperson Shahnawaz Hussain told reporters here.

He said the party and government have said that they will work in Hindi and its use is not being imposed on any non- Hindi speaking state. "Our government respects all Indian languages," he said.

His party colleague and BJP vice president Mukhtar Abbas Naqvi said, "Hindi is the national language and is the heart of the country. Priority to Hindi cannot be (construed as) an insult to English. The government's initiative for according priority to Hindi and regional languages is a welcome step."

On the backfoot over the controversy, the government however, clarified that Hindi on social media is only for Hindi-speaking states and that Hindi is not being imposed on non Hindi-speaking states.

Naqvi said Hindi is a mixture of different regional languages like Tamil, Telugu, Malayali, Gujarati, Bengali, Assameseand Urdu.

It was unfortunate that despite Mahatma Gandhi, Jawaharlal nehru, Deen Dayal Upadhyay and Ram Manohar Lohia's efforts to propagate Hindi to connect the people of different parts of the country, the previous governments have not taken enough steps to promote it, he said. "This time, the government is honestly doing everything to promote Hindi," he said.

"There is no conflict between Hindi and English. If somebody is opposing Hindi, it is not the right thing because they have to understand that Hindi and other regional languages have not got their proper right in the past," Naqvi said.

Congress today advised caution to the government in pushing ahead on the issue, saying this has resulted in a backlash in non-Hindi states especially Tamil Nadu.

Chennai, Jun 20 (PTI): Terming the Centre's move on use of Hindi as being "against letter and spirit" of the law, Tamil Nadu Chief Minister J Jayalalithaa has asked Prime Minister Narendra Modi to suitably modify the instructions to ensure that English was the language of communication on social media.

The Chief Minister said she had learnt that two office memoranda issued by the Union Home Ministry "direct that official accounts on social media like Facebook, Twitter, blogs, Google and YouTube, which at present use only English, should compulsorily use Hindi, or both Hindi and English, with Hindi being written above or first."

That makes the use of Hindi mandatory and English optional, she said in the letter.

"As you are aware, as per the Official Languages Rules, 1976, communications from a central government office to a state or Union Territory in Region "C" or to any office (not being a central government office) or person in such state shall be in English."

"This provision has been introduced following the introduction of a mandatory proviso in Section 3(1) of the Official Languages Act, 1963, by an amendment in 1968 which states (that), 'English language shall be used for purposes of communication between the Union and a state which has not adopted Hindi as its official language," she pointed out./

Social media by its very nature is not only accessible to all persons on the Internet but is meant to be a means of communication between people across India, including those in "Region C", Jayalalithaa said.

"People located in "Region C", with whom the government of India's communication needs to be in English, will not have access to such public information if it is not in English. This move would therefore be against the letter and spirit of the Official Languages Act, 1963," she said.

Jayalalithaa added it was a "highly-sensitive issue and causes disquiet to the people of Tamil Nadu who are very proud of and passionate about their linguistic heritage".

"Hence, I request you to kindly ensure that instructions are suitably modified to ensure that English is used on social media," she told Modi.

Further, recalling a memorandum she had presented to him on June 3 during her Delhi visit, Jayalalithaa reminded Modi about Tamil Nadu's demand for making Tamil an official language of India.

She recalled she had sought that all languages listed in Schedule VIII of the Constitution be given that status and had said that "if this request is fulfilled, the use of all official languages on social media can be encouraged."

Tamil Nadu had witnessed an anti-Hindi agitation in the late 1960s and DMK chief M Karunanidhi, whose party had spearheaded that movement, has also opposed NDA government's latest proposal, saying it was the beginning of the "imposition of Hindi".

    BJP supporters had a set of priority - development, corruption, price rise, employment, swiss bank funds, gandhi family belittling, scams
    BJP politicians had another set - imposition of hindi, rejuvenation of Hinduism, communal divide, in a single sentence - making India a Hindu Rashtra, exclusively for Hindus as first class citizens and rest lower, bringing back caste system, rope in superstition, delegate women to the house.

    One can clearly see that the BJP supporter issues are non-issues today and the BJP politician issues are under implementation.

    Supporters have no way out now, so they say 'yes rail fare hike is wanted because UPA left no money, yes Hindi is wanted because it is national language, yes Hinduism is wanted because it is the oldest religion'.

    Everything is right, everyone is right. Question is, BJP supporters and BJP politicians, are they in sync? Are their aspirations same? Or, have the supporters become mere vote bank and slaves to the ideology of BJP politicians.

    All others can take some rest. It is time for the voters and representatives to clarify to each other.

    Even though more people are talking the Hindi language in India, it is quite illogical to say that "Hindi" is the national language. What about the other languages, they are regional languages?

    Why this language issue popped up now to put Hindi language at a higher status as the social media language? Imposing language on other people of the nation, whether directly or indirectly is not a cultured format in a parliamentary democracy anywhere in the world. It is upto each individual to study their language of choice. If the BJP or any political party is trying to push down the world language "English", that is not a winning game plan at all.

    if our prime minister modi,itself is a uneducated, what he can run the country...? like me middle class people are scared now giving him vote. before the election, he was talking too much & blaming congress, what happened now...? how much millions may be spend for the campaigns...? all waste. BJP is only good to blame. they done have administrative skills. now sounds like modi is FATA HUVA DOL. kejriwal can do some thing. only thing, we should give him one more opportunity.people says, hindus also not originated from india. they says, they are migrated.

    1st our mangalore mp nalin should proper in hindi...than..they forcefully implement....when..election raly..why modi used local translator..its voteing gimic..bjp simply doing hindi gimic becuse they want price hike....if they took language issue..their price issue no one ask....jago barath jago..modi ke bath ne hameh ulloo bana diya...

    I salute Tamil Nadu Chief Minister J. Jayalalithaa for she defended English.
    We are not at all against Hindi, but why should we give up English, which helped us to grow, earn and communicate?

    Our Job/Trade Skill along with English, helped us to get gainful employment/source of income, not only in India but all over the world!
    If Hindi is imposed over English, surely many of us will be deprived or side tracked, as we don't have mastery over Hindi as NORTH INDIANS do!
    Our loss is their benefit.
    We love to learn and improve our Hindi but NOT at the cost of ENGLISH.

    Women have a stronger back bone on issues related to right/wrong.
    jayalalitha, Mamatha. Mayawati, Sushma, Sonia, Sheila Dikshit, Vasudhara - take all these and their decisions. They have displayed much more sense and courage than all the pyjama/mundu clad community.

    Well there are aberration, mayavati inched closer to 'immortal'.
    I am sure all will jump in to say that Sonia is not in the league, but let us see the reality, she was the backbone of last 8 years of India. There were enough men out there to stop her if they did not agree with her.

    I hope Sushma and Smrithi, both listen to their inner ability and implement inclusive decisions and do not become Arm candies to the divisive politicians.
    I am also hopeful of Gujarat CM, but there was also one villain (woman) during Modi's CM tenure there. Whether she had listened to the inner call / outer call, it is for her to tell the world.

    Way to go women, you are born administrators, take along all.

    Hi Jacintha,
    If these Women could come to the fore from Male dominated Politics, surely they have a strong mind.
    How you missed Mother Teresa? May be because she was not in Politics!
    However from these, we can not generalize this as gender superiority or imperiority.
    For me character, I mean good nature is more important than gender. If God has created both genders for our formation and up bringing, why should we judge who is superior or imperior?
    Just sharing my opinion, both of us have the right to our opinion. Thanks!

    Stop this language issue. Language
    is only a medium of conversation &
    nothing to do with country or caste
    or region. As far as people understand each other, doesn't matter what language they speak.
    Just stop this nonsense and ban reservations, Upper/middle/lower class, Minority/majority etc etc.
    ONLY 'HIGHER INCOME & LOWER INCOME' group is enough.
    This is 21st century, grow up and stop this vote banking tactics.

    Proudly say no to Hindi....we must love a language not by imposition....nowhere it is said Hindi is national language....If Hindi can be made then there is nothing wrong in making Tamil ,Telugu,kannada ,bengali or malayalam as national language...
    We are betteroff with english than Hindi

    I think the view expressed by Jayalalita concerning hindi is not wrong as on today. Hindi is not a national language, although majority of the people have accepted it so, there is nothing on record to suggest that any provisions are made or order issued declaring it a language of the country. This is the accepted observation of a many courts in India. However, hindi along with English is official language. Even while formulating constitution. there was a voting for hindi as official language, but, in the voting there was a tally. But, since Dr. Ambedkar was the chairman, he used his casting vote to bring it under official language under the constitution. Again, I want to stress that, there is no record to say that hindi is the national language.

    Whenever BJP led Govt is in power in the Center we have seen such Hindi Fanaticism. Just like Tamil Nadu even Karnataka people should openly oppose imposition of Hindi in our state in Central Govt offices, PSUs and Banks.

    This is to divert the attention from rapist Minister . Govt everyday failing on major issues faced by common people like price rise ,power and water. Feku talks can not fill stomach. Govt must be serious on real issues faced by people . Looks like we need to bring back our talented genious economist MMS Back ..much much better than these crooks.

    We south Indians prefer English. Many of us don't know Hindi.

    I studied Hindi from 5th Std to 10th Std. It was a compulsion for us though benefits of learning Hindi is very limited. Today I can't even read Hindi letters properly. I understand Hindi only 40%.

    I always proudly say "MY NATIONAL LANGUAGE IS KANNADA"....

    Given an opportunity they will ask for a separate country also.
    Crushing of LTTE was a plan perfectly coordinated by India and Srilanka. Reason behind this was there was a big plan for greater Tamil Elam in which one of our state was also included along with Jaffna.
    Certain thoughts have to be crushed in the initial stage only. More you allow it to grow it will become a threat for our internal security.
