New Delhi, July 2 (IANS): The NHRC Wednesday issued notice to the Delhi government demanding a report on why it did not recommend Rs.3 lakh each as monetary relief for the families of four people who died in a building collapse in March last year.
The building collapse took place in Prasad Nagar in the Karol Bagh zone of the Municipal Corporation of Delhi (MCD).
Taking cognizance of media reports, the National Human Rights Commission (NHRC) asked Delhi's chief secretary to submit a report within six weeks stating the action taken against the officers responsible for the negligence.
"After the consideration of experts' opinions on the issue, the commission found that the main cause of the collapse of the building was inadequate structural design and insufficient strength of concrete used," the panel said in a statement.
The NHRC also observed that "callousness, negligence and inaction" on the part of municipal officials behind the collapse of the structure was "clearly established".
The panel said the joint commissioner of police in a communication July 24, 2012, had indicated that as soon as the construction began, Prasad Nagar police had intimated the MCD control room.
A complaint was lodged by police with the Lt. Governor's office and followed up with an intimation given in writing to the MCD deputy commissioner, Karol Bagh zone.
However, police did not receive any instruction from the MCD to stop work and the under-construction building collapsed March 30, 2013.
