Petrol price cut by Rs 2.42 per litre, diesel Rs 2.25 per litre; excise hiked


New Delhi, Jan 16 (PTI): Petrol price was today cut by Rs 2.42 per litre and diesel by Rs 2.25 a litre after an excise duty hike limited the benefit of global crude prices slumping to six-year low.

The reduction would have been almost double but for the government also raising excise duty by Rs 2 per litre on both petrol and diesel today.

This is the ninth straight reduction in petrol prices since August, and fifth in diesel since October.

New rates will be effective midnight tonight, Indian Oil Corp, the nation's largest fuel retailer, announced here.

In Delhi, petrol will cost Rs 58.91 a litre, the lowest in 44 months, as compared to Rs 61.33 a litre now. Similarly, diesel will cost Rs 48.26 a litre in Delhi, the lowest since April 2013, as against Rs 50.51 currently.

This is the fourth hike in excise duty since November and cumulatively customers have been denied the benefit of Rs 7.75 per litre reduction in petrol and Rs 6.50 a litre cut in diesel rates that was warranted due to the slump in oil price to USD 46 per barrel.

A Finance Ministry notification said the excise duty on unbranded petrol is being hiked to Rs 8.95 per litre and that on unbranded diesel to Rs 7.96 per litre.

The four excise duty hikes will result in about Rs 20,000 crore in additional revenue this fiscal and will help the government meet its fiscal deficit target of 4.1 per cent of the GDP.

Petrol and diesel prices were last cut on December 16 by Rs 2 per litre each.

Including today's reduction, petrol price have been cut by Rs 14.69 per litre on a cumulative basis since August, while diesel rates in five downward revisions have been slashed by a total of Rs 10.71 a litre.

Crude oil price in June was at USD 115 per barrel. The Finance Ministry notification said the excise duty hike will be effective from midnight tonight.

The government had last raised the excise duty on petrol and diesel by Rs 2 per litre each from January 2. Prior to that, the tax was hiked by Rs 1.50 a litre each from November 12 and Rs 2.25 per litre on petrol and Re 1 on diesel from December 2.

Global crude oil prices have fallen almost 50 per cent since June 2014, the most since the 2008 financial crisis, as supplies swelled.

Earlier in the day, Petroleum Minister Dharmendra Pradhan responded to criticism of oil firms not cutting despite near 4 per cent fall in global rates since January 1 saying the pricing was "not in our hands" as the both petrol and diesel have been deregulated.

"What oil companies feel appropriate they will do," he said. Along side Pradhan, B Ashok, Chairman of Indian Oil Corp, the nation's largest fuel retailer, justified the decision not to revise rates saying oil firms were saddled with huge inventory which need to be compensated.

The crude oil that is being processed currently in refineries is one that was bought about 6-8 weeks back when rates were higher than present prices. By the time, it is processed and marketed its market value would have come down, resulting in inventory losses, totalling about Rs 12,000 crore.

"There is huge drop in crude prices which is having a tremendous impact on our inventories, its a cash loss. We are paying much higher price for the crude and today we are processing the crude at a much lower price and passing it. We are taking our decision based on that and we think we have been doing the right thing," Ashok said.

    PLEASE UNDERSTAND GLOBAL CONDITIONS CANNOT BE PUT IN FORCE ON INDIA

    There are 2 main reasons for which the comparision of oil costs is ridiculous.
    1. The cost of transportation of oil from Gulf to India has appreciated heavily. It includes shipping, manpower, other costs
    2. It takes minimum of 3 months time for todays cost of crude oil to get into the hands of the user.
    Over and above, the oil companies have been having a bad time for past so many years with unhealthy subsidies which were forced upon by politicians for we have to suffer now..

    These factors were explained by RBI Chief & he goes on to say these issues are not prevalent in Gulf countries & other modern West countries as there are no subsidies there.Now Modi Govt has done right thing by de-linking International prices to domestic users hence we see immediate reductions albiet in smaller percentages...By next ten years Crude oil reduction or increase will have a more direct impact on us.

    I am not understanding why Government is reducing the diesel and petrol only by less than 5 rupees inspite of very low international crude prices then what is difference between UPA II government and Modi government . The main manifesto of the 2014 Loksabha election was high inflation . But Modi government failed to bring down the inflation due to high food prices and transport/ travelling expenses. After coming power the Government is not bothered about poor . What about the Train fare, bus fare and freight charges. The Modi government should push the respective ministries to reduce the prices.The modi Government is fooling the public by giving big speeches / bhashan about development. Actually no difference the FMG companies should reduce the prices of essential goods due to low input cost like frieght and transport but they are not passing to the consumers because there these big corporates funded the Modi during last election hence these companies recovering from general public. This is the just eyewash and brainwash for the forthcoming New Delhi elections.

    I always compare my petrol price to my salary and feel happy that I can save more from my salary. That keeps me happy.

    Some people do not want to keep themself happy will compare the petrol price with international crue price and murmur.

    If you want to be happy, follow my way. Do not follow SADIST way. International crude price is nothing to do with us. We can not run the vehicle with crude oil. Also, let us be practical about our salary (which never reduced basd on crude oil price)

    It is just elementary economics which readers should understand. Budgets are based on revenues and excise duties are a big part. So, if those revenues shrink something has to give way - reduce government expenditure or cut expensive "do good" programmes. Which ones do you like?     Since crude oil prices have gone down more than 70% for last 1 year, economies of major oil producing countries such as Russia, Saudi, Iran etc. are falling down.
    Our crude import bill going down, but our exports and trade with these countries are also hit.
    U.S and Canada have explored Shale gas.
    It is a natural gas found in shale formations.
    A type of rock in the earth's crust.
    India is expected to have around 6 trillion cubic metres (tcm) of recoverable shale gas (compared to 1.3tcm of conventional natural gas)
    However production cost will be significantly high due to the advanced technological requirements and relatively unknown terrain.

    This is the biggest rip off of the paradise promising government.

    Now the oil price in 40 States of the U.S. is less than $ 1.99/gl for the regular unleaded. Our local price vary from $ 1.72-1.85/gl. If we figure out the $1.85/gl price multiplied by 63 Rs, then around 117/gl, when divided by 3.5 (1 U.s. gl =3.5 liter) Rs. 33.42 Rs/liter.

    In India, it is almost double of that amount.

    Due to the plunging of the crude oil price, the oil companies are saving more than $ 80 billion/year, and they are not passing that saving to the consumers but swallowing a very high profit.

    By April 1980, the crude oil price went upto $ 115/barrel, then came down.

    In July 2008, for the Brent oil, it went to the highest price of $ 147.00/barrel, then shifted back and forth in between $ 115 and up.

    What was the price of gas and diesel/liter in 2008?

    Since you are a blind follower expecting paradise on India under Mr. Modi, you are trying to justify everything without watching what is going on in the world market, and based on the plunging of the world oil price, even though the Government is not doing anything to passing the saving to the consumers, you are not bothered.

    Remember this, politics is a big business and the 99% of the politicians are not concerned with your finances but only the politician's vested interests. Since you are reading my comments and responding to that, I consider you like a friend.
