Those seeking change are not anti-govt: US hit out at India on NGOs


New Delhi, May 7, (PTI) The US today hit out at Modi government for the punitive action against scores of NGOs, saying those who act peacefully to seek change are not anti-government and not trying to weaken national security.

US Ambassador Richard Verma further said citizens have a "inalienable right" in a democratic society to argue peacefully and ask questions or challenge laws.

"I read with some concern the recent press reports on challenges faced by the NGOs operating in India. Because a vibrant civil society is so important to both of our democratic traditions, I do worry about the potentially chilling effects of these regulatory steps focused on NGOs," Verma said.

He was delivering a lecture on "Foundation of the US-India Strategic-Plus Relationship" at Ananta Aspean Institute, a think-tank.

In a crackdown on NGOs allegedly receiving illegal foreign funds, the government last month had cancelled licences of nearly 9,000 such entities for violation of the Foreign Contribution Regulation Act (FCRA).

The US-based Ford Foundation has also been put on the 'watch list' by the Home Ministry, which directed that funds coming from the international donor should not be released by any bank to any Indian NGO without mandatory permission from it. The government had also barred Greenpeace India from receiving foreign funds with immediate effect.

Noting that it was natural to have areas of disagreement between the two countries, he said he was looking forward to some tough discussions with India on certain issues, indicating that action against NGOs may be one of them.

"I also know there will be times when we disagree, and I look forward to those conversations, too. Yes, I look forward to the tough discussions because my argument is not that our two sovereign countries must be exactly the same," he said.

After the Ford Foundation was put on the watch list, the US State Department had protested and the issue was also reportedly raised by under secretary for political affairs Wendy Sherman during her meetings with senior Indian officials here last week.

The US envoy said the perception is that the "regulatory actions that are being taken (against the NGOs) could have a chilling affect on speech and expression".

Asserting that democracy was much more than elections, Verma said, "Free societies must engage in a constant and deliberate debate on topics of public concern. We cannot avoid the hard questions in the name of political expediency. We cannot avoid discussions simply because we might not like the answers."

Talking about India's "vibrant community" of over two million NGOs, the Ambassador said that with so many voices engaged in various debates, there are sure to be some whose views others find objectionable.

"Whether it is by changing laws or policies, challenging them in court, or by strengthening their enforcement, those that act peacefully to seek change are not anti-government. They are for better government. By seeking to improve government, they strengthen national security, not weaken it," Verma said.

The US Ambassador said, "I believe in the inalienable right of citizens in a democratic society to argue peacefully for a government they believe is more just, more moral, and more reflective of their individual beliefs.

"This is the same right that found a manifestation in Gandhiji's satyagrahas in Africa and India," he added.

Talking about rights of the citizens and civil society groups, Verma also mentioned Jawaharlal Nehru, B R Ambedkar and Lokmanya Tilak.

"The American Revolution was steeped in the quest for liberty from tyranny. Our founding fathers sought a government that would be run by the people and for the people.
American founding father Patrick Henry expressed this when he exclaimed 'give me liberty or give me death!'

"Over 100 years later, Lokmanya Tilak's declaration that 'Swaraj is my birth right and I shall have it' was a siren call for all in India who sought to end British rule. And as India's freedom came at midnight in 1947, Nehru reflected that her 'soul, long suppressed' had found 'its utterance'," Verma said.

    Question here with NGO's is they are not disclosing the source and objectives of their purpose.

    FYI. India is not the first country to ban them. Most of the European countries have took actions against them..

    India asked Greenpeace to provide the list of financial donors and their financial statements, which Greenpeace denied.. !!! Government of India has rights to know the financial details for any NGO under the Foreign Contribution Regulation Act (FCRA).

    It is curious as why Greenpeace do not want to disclose the names!!!. Knowing the name is very critical to understand the purpose.

    If they are honest, they have a legal option to go to High Court.. They do not want to do this, instead bring external political pressure which is a wrong thing to do

    In similar instance, why Ford foundation is paying huge sum of money for Teesta.. I appreciate if that money goes to Social welfare or for the purpose of social reforms...

    I admire Greepeace for some of their great work.. It started with great intention to bring changes across the world.. But now it is slowly getting as a political organization.. Even the founder of Greenpeace i.e., Patrick Moore realized it later and left the Greenpeace...

    There are still lot of NGO's doing work in India without any problem. They are very honest in sharing their financial data and intentions.. They do not have problem to do work in India....

    This is a great step taken by Government.. Let us appreciate and provide our support.. National Security is very very important for us..

    Sunil & Ramesh, Russia, China and India are coming out of slums because of USA. Don't undermine a great country because she opposes dictatorship and high-handedness of the rulers. Except for technological advance, Russian economy was not any better than China and India.

    Have you come across any country in the world that prospered by suppressing the voice of its own people? Dictators and Fascist do not like anyone who question their agenda.

    If USA didn't initiated the "Green Revolution" through several NGO in 1960s, India would have been starving for food today. I experienced the hunger in 60s in India. I remember standing on line for free food, oil & milk powder donated to India by the "Citizens of United States of America"

    Wishful thinking, but China couldn't care less. China has already fought a war with us and has encroached our north eastern border, still not satisfied, they are eying our Arunachal Pradesh where our only shale oil reserves are. China also constantly attempts to establish dominance in Indian ocean and to counter this US friendship is must for India. And as the saying goes there's no free lunch as such. US also needs a reliable ally such as India to balance power in this region. India's choice is between devil and the deep sea. Only way out for us is to outweigh our imports by exports and therby become a strong economy and that doesn't happen by mere slogans such as 'make in India'. If you look at Rupee's southward journey ever since this new government came to power,looks like we have a bunch of novices ruling us who have no clue as to what's happening to our economy!

    In 1990's India is in the verge to Hypothetic with other country US/China. Thanks to Narashim Rao and Manmohan Singh to open Economy to foreign investor. Today we have a Foreign reserve of USD.300 billion because of them. This took 25 years to accumulate and make country stands it own. If Namo work on this way I am sure India will be go back to 1990. If US want they can change any countries economy as they want (even of China). So, please don't challenge with US. They are super power and will remain super power forever because of USD. outsourcing. If FII full out the money from the Indian market then Adani or Ambani cann't do anything to stop the market fall. So, please wakeup my friends don't blindly appreciate anyone BJP or Congress. One who keeps his promises Vote for him and not for the Party whoever it may be.

    Chris, you should know that INDIA now has bargaining power..US want to curtail CHINA so they need INDIA at any cost..Historically INDIA with RUSSIA, still that chemistry continues US knows that very well..INDIA will not take pressure from US, it will persue it agenda but yes not ruining relation with US..you should know how INDIA deals with IRAN..even US pressures INDIA,it continued its alliance without hurting relationships..its NDA Govt which taken US-INDIA relation to new heights not Congress or UPA..US need strategic partner in ASIA, it cant count on Pakis..RUSSIA sees MODI a US leaning leader..any misadventure from US will cost dearly for itself..

    ..not all NGOs are facing closure..there are real NGOs which are working for benefits of the society they are still running..Govt chasing the bogus NGOs which are funded by US & allies just to obstruct development in INDIA to serve their own interest..INDIA will peruse its own national interest without heeding to pressure otherwise it will end up like Arab world which eventhough rich still depend on western countries..US should know, what they have done SNOWDEN who wanted to change security establishments, they should also know that how they pressured NGOs which are working for BP oil spill victim communities..INDIA will decide what is good for her, who is national or anti national..not US will decide..we have lived without FDI, we live without FDI..During Arab war US threatened KSA with sanctions then king SHEIKH FAISAL famously said " We and our ancestors survived on dates and milk and we will return to them again. This is a well known fact.US Ambassador is only speaking on behalf of these interests rather than US government.     a ambassador of a country doesn not have authority to comment on other nations policy decisions
    this us ambassador has exceeded his limits by doing so.
    almost 200 blacks are killed in usa from last couple of years including ongoing baltimore attacks where one black is killed for no reason in usa.
    indian ambassador of usa could have commented on this.but he did not as it is not in his limits to do so.

    why these ngos's are not protesting for developmental activities that are being implented 100 times more than india like
    usa,eu,china or russia?indias developmental activities are not even 10% of the above said countries.these so called ngo's
    are not even allowing coal mining in india from last decade and as a result india is importing coal from outside even though it has
    largest coal reserves in the world therby denting national exchequer.

    people of india has elected its govt to take decisions in national interests independently and not to take orders
    from any other tom,d*ck and harry country.what rights usa has to comment on other countries internal affairs?.this very same usa will p*e
    in its pants to comment on china and russia.the so called freedom of expression oriented country usa,
    has invited dalai lama a year back,thru the backdoors of white house and sent him thru the backdoors amid the garbage cans
    fearing china.so much for freedom of expression.lolz
