Govt proposes tax benefits for card payments


New Delhi, Jun 22 (PTI): Government today proposed income tax benefits for people making payments through credit or debit cards and doing away with transaction charges on purchase of petrol, gas and rail tickets with plastic money.

In a draft paper for moving towards cashless economy and reduce tax avoidance, the government also proposed to make it mandatory to settle high value transactions of more than Rs 1 lakh through electronic mode.

In order to incentivise shopkeepers, it has proposed tax rebate to them provided they accept a significant value of sales through debit or credit cards.

The proposals are aimed at building a transactions history of an individual to enable improved credit access and financial inclusion, reduce tax avoidance and check counterfeiting of currency.

"Tax benefits in terms of income tax rebates to be considered to consumers for paying a certain proportion of their expenditure through electronic means," said that draft proposals for facilitating electronic transactions on which the government has invited comments till June 29.

It further said that all "high value transactions of, say, more than Rs 1 lakh, (be settled) only by electronic means".

The paper said the tax benefits could be provided to merchants for accepting electronic payments.

"An appropriate tax rebate can be extended to a merchant if at least say 50 per cent value of the transactions is through electronic means. Alternatively, 1-2 per cent reduction in value added tax could be considered on all electronic transactions by the merchants," it added.

Finance Minister Arun Jaitley in his budget speech had said that the government would "introduce soon several measure that will incentivise credit or debit card transactions and disincentivise cash transaction".

    ..Good initiative..once i was asked by a reputed furniture shop whether you need a bill or not..if not, pay cash & save on tax!!..If tax payers get rebate & shop owners also gets some tax benefit then all this illegal transaction can be reduced to a some extent..its simple out of the box thinking which will have huge impact in country like INDIA..Use ATM card, is a debit card..

    It won't stop hawala invented by Gujarati business transactions but will create more black money as they have perfected the art of concealing.
    As per Jaitley's clean chit given to Dushyanth it is business transactions & not money laundering leeway. Arun jaitley has to answer how his net worth increased 3 times within 1 year of assuming office of Finance as minister.

    In what basis anyone can get credit card? Can poor person get a credit card with less income? If he gets credit card what is his limit? How will he spend this? Who will repay this amount he spent?

    After all poor person becomes more poor, he will loose all what he have.

    GM..grow up..credit cards are not for poor or average income people..this Govt initiative for rich people who make cash transation say above 1 lac & concealed the transaction to evade tax..dont worry about poor, they dont do this much transaction..Credit card is available for people with certain limit of Income..its a credit, certainly if you cross the limit & didnt pay in time Bank will charge..Banks are not for charity..they have to pay interest for their customers deposit..

    Encouraging financial transactions through Debit/Credit Card (plastic money)is a good step.
    In may reduce Govt. cost of minting and circulation.
    It's saves transaction time,and is quite safe compared to handling Cash and cheques.
    However, credit card users should be more disciplined in timely settlement of bills or should be prepared to pay for indiscipline.
    Cash withdrawals from C.C. will have costly finance charges.
    C.C. will be costly /risky for spendthrifts and careless.

    Dear MR,

    Typically if you ensure you do a timely repayment then you will be OK. But again we need to be careful in selecting a right companies and these companies need to be bound with strong financial controls

    Credit cards will help to eliminate paper transfers.. Which in turn limit black money..

    Good gesture. I agree with MR Shimoga. Banks charging Card Annual Fee and on that there is service charge. This should be waived.This will be a incentive to general Public

    Please think twice before you apply for these credit cards. You will be in debt for the rest of your life. These credit card companies will rip you there will be a lot of hidden charges, fines and interest for late payment.

    A person who uses Credit Card should know his worth first and foremost.
    If he has done Credit card purchases, he should check his credit card statement every month.
    Should ask the credit issuer bank to settle the amount fully on the due date. This can be instructed to the bank initially while issued Credit card.
    If done so, credit cards are boon else it is a bane.
