Kambala still illegal, govt must stop it- Animal Welfare Board


Bengaluru, Dec 22 (DHNS): The Animal Welfare Board of India (AWBI) wants the State government to take immediate steps to stop Kambala (the annual buffalo race) planned for the year 2015-16 in the coastal districts of Dakshina Kannada and Udupi.

Acting on a complaint by the animal rights organisation People for Ethical Treatment of Animals (PETA), the board has written to Chief Secretary Kaushik Mukherjee, the deputy commissioners of Udupi and Dakshina Kannada and the Department of Animal Husbandry and Veterinary Sciences.

It cited the High Court of Karnataka’s interim order on December 15, 2014, which stayed the orders of Dakshina Kannada and Udupi district administrations to permit Kambala with certain conditions last year.

On April 10, 2015, the High Court dismissed these orders stating that they can no longer be considered since the events had already been held by the organisers.

This means, the board wrote, that later orders issued by the administrations of Udupi and Dakshina Kannada districts prohibiting Kambala — and upholding the May 7, 2014, judgment of the Supreme Court which bans bull races in all of India — are still in force and Kambala cannot be held.

The AWBI emphasised that the orders of Udupi and Dakshina Kannada district administrations were not limited to Kambala events organised in 2014–15 but were to be in force forever. A policy decision taken by the Department of Parliamentary Affairs and Legislation on November 14, 2014, also prohibited animal cruelty.

The AWBI inspected three Kambala events in 2014–15, which led to filing of 65 non-cognisable offence complaints and one First Information Report (FIR) at local police stations.

The inspection reports explained the violations of the specific conditions set by the Karnataka High Court under which it allowed Kambala, and it was proved that Kambala was no different from bull races and ‘Jallikattu’ (bull-taming sport played in Tamil Nadu), which the Supreme Court has banned.

These events violate several sections of the Indian Penal Code, the Prevention of Cruelty to Animals Act, 1960, and Rules thereunder.

PETA India Director of Veterinary Affairs Dr Manilal Valliyate said the State government must enforce the Supreme Court judgment.

    all those who fight for ban on cow slaughter if they do it for the love of an animal they should ask for ban. more then the slaughter kambal baffellos, bullak cart bulls go through very bad treatment. have u seen the load they put on bullukc cart the bulls literaly pant for breath all this is nothing compare to slaughter stop all this

    I had once seen bajagoli lava-kusha jodukere kambala near Karkala. It was lot of fun. I didn't see any cruelty. Even bulls tend to enjoy water sports. They are fed well and well respected. Laws should uphold local culture and its traditions. You cannot generalized to entire world. How do we have different laws for different religions? Same way.

    if the animal welfare board is that much care about animals what about street dogs here?? what measures are they taking in that regard? simply wasting the time for unnecessary things. its a common phenomina in all the govt employees in here. this should change all the Govt works should not give for lifelong. letr it be like a contarct base for all works. so atleast little worry will be there if i didnt do my duty something will happen.

    Kambala is not criminality or illegal, if Animal Welfare Board are so mercy on the Animal why they are not stopping cow slaughter. Our great CM Siddu says he will support for that he will eat also. Please note The Kambala Buffalo were taken care like kids of the family through out the year and good food will be nourished and you know affordable people is built the swimming pool for their welfare and keeping all in mind they should win the Annual Kambala, that is the name and fame of the House and village. The eatable given to the buffalo such a way they should get the Medal(Prize).
    Our Animal Welfare has no other work, You want to really looking at the welfare please stop the Cow slaughter. Illegal transportation.
    Kambala is one of the Annual Festival or entertainment of Dakshina Kannada District.

    If Kambala is illegal in the view of A.W.B., then using bullocks for cultivation, transportation, slaughtering also illegal. Why this Board are not taking action against cow thieves? is this not an illegal business? Why A.W.B. are sleeping even such animals are killed due to accident on the road?     Hello AWBI before saying anything Please go to village and seethe poor farmer how they live and what is the way of their livelihood and do you all know most of the farmers are using buffalo for cultivation of agriculture. And few places donkeys are used for caring the goods. If AWBI IS SO CONCERNED LET THEM PROVIDE ALTERNATIVE. As it is farmers are so poor they cannot afford modern equipment. It is easy to comment and to get publicity. As someone said earlier why you can’t read the newspapers where it has been shown animals are illegally transported in such a bad condition, where you all ? . So do you know how buffalo owners are taking care of them? They take care all 365 days and in a year 4 or 5 time they take them to kambala. It is our traditional and what do you know about kamabala. And here you say animal cruelty and what about the female dancing in bar or a picture it is not a cruelty?

    If animals are not used for the purpose they meant, they will become useless and will be sold to slaughter houses.

    Mr.Kartik..Can you give me one incident where Kambala buffaloe died due to beating during race ? First you come to Tulu Nadu and see what is Kambala ? How owners take care of their buffaloes..They treat them like their family members..Daily oil massage,exercise,swimming pool facility,royal food,Pooja before going to race..Rayal treatment forever...Kambala is Tulu Nadu's culture..It is Tulu Nadu's prestige..It is not Kutti Donne or Goliyata..

    Ill treating animals or humans and using them for work, sports, circus or war is different!
    Humans are also employed to carry load, sports, circus and in wars!
    Does this mean it is cruelty?
    In Kambala, along with Buffaloes, humans are also running!
    Some stress is there even to free animals in Jungles from other animals, who is then to be blamed creator? All these creator's plan to keep us active, otherwise we all would have been sluggish!
    However, we are not supposed to ill treat, neither humans nor animals!

    Well said Valerian, Kambala is conducted only for the purpose of entertainment for countryside people.There is no question of cruelty in this. Many countries like Spain, Mexico, Colombia follows similar kind of traditions.
