Mangaluru, Dec 23: Secretary in the department of animal husbandry and fisheries has issued an order permitting the concerned to organize Kambalas, an important folklore buffalo race sport of coastal Karnataka, subject to adherence to certain conditions.
A committee formed as suggested in the interim order by the high court had expressed the opinion that "basically this programme does not involve any violence on the animals and occasional instance of beating the animals are preventable by proper education, training and disqualification of entries with scar/injury marks".
Violation of any of the conditions will attract penal action, it has been stated.
The conditions stated in the order as as under:
1. The organizers have to commit in writing to hold Kambalas as per conditions relating to it and in a non-violent manner.
2. The buffaloes being raced in the Kambalas cannot be whipped and no violence can be shown against them.
3. These animals should be provided water, fodder etc on time.
4. The tahsildar and polcie inspector should be present at the area where Kambalas are held, and these authorities have to check for conforming to conditions.
5. The entire Kambala proceedings should be documented through video. The entire cost relating to this documentation should be borne by the organizers.
