Mangaluru: New Year celebrations - Police issue guidelines

Mangaluru, Dec 31: Police commissioner S Murugan has ordered that certain rules need to be followed during the celebrations of New Year on the night of Thursday, December 31.

A communication from the commissioner’s office says that all the hotels, restaurants, clubs, resorts and other organisations need to stop the celebrations by 12. 30 am. All the functions need to be held inside the premises of these establishments. If any restaurants or liquor serving hotels are willing to serve liquor beyond this time, they need to obtain special written permission from the excise department. If the function is public, then the permission should be sought from concerned departments but should end by 12.30 am.


All the establishments who intend to use loud speakers should get permission on December 31 by 4 pm from city police commissioner’s office. An application needs to be submitted for the same. Strict action will be taken against establishments who do not obtain permission and use loud speakers. There are restrictions on the type of loud speakers and on the sound magnitude to avoid disturbance to others. The owners and managers of the establishments have been asked to take precautionary measures to avoid untoward incidents.

Unnecessary stopping of vehicles on the road with the pretext of wishing people happy New Year forcibly should be avoided. The communication also says that women and children should not be disturbed during the celebrations time and afterwards. They should not be greeted against their wishes. A squad to look after the safety of women and children has been formed.

Traffic police have engaged teams with specialists to detect the drivers who consume liquor beyond specified limit. Crackers are prohibited during celebrations which disturb the general public.

    The Commissioner of Police has taken a very deliberated decision and he has done this after taking into consideration various aspects and the living habits of people and specially older people.

    He has mas made pointed references regarding limiting certain aspects during the festive season and limited drinking and loud music beyond certain time. This is with a purpose.

    Some cynical obsrvations ahve been made about the decision made by the Police Commissioner. These are not called for.

    I think Beautiful Harbor city of Sydney is better, no restrictions, party whole night, bars, restaurants, clubs, night clubs, cinema halls, entertainment centers & hotels are open 24 hours.

    Only restriction is don't drink and drive, don't get intoxicated and trouble or cause harm to fellow citizens. Rest is all OK.

    No restrictions for celebration.... that's the way it should be. Sadly our law enforcement do things the opposite. What they should be actually doing is to let the parties carry on but to take care of any incidents if they happen. Here what we have is that they are sure some thing might happen ..... and to wash their hands of responsibility of protecting the rights of citizen they put restriction on citizens. Just eg: you can camp out at beach in UAE... no one will bother you.... if you do that same over here ... and if police finds you there you could be asked to leave.

    The other day somebody was stating that chaddi police is in control in mangalore and I think it is true. It shows they are encouraging corruptions by raising the standard.All they can do is bend-over to bagarangis.What happened to mla lobo busy tape cutting.

    Who is preventing you from celebrating New Year in your own premises, your own locality or neighbourhood? Why do you need to visit bars and nightclubs to celebrate this common to all event? In the past we have celebrated in our locality / neighbourhood, without causing any trouble, why not now?

    I feel police should remove restrictions on this day at least, coz these are the events celebrated by everyone forgetting all cast and religious differences.
    Give more opportunity for Mangaloreans to mingle and forget their differences.
