My tip-off prevented major terror attack: Punjab SP


Gurdaspur, Jan 5 (IANS) : Punjab Superintendent of Police (SP) Salwinder Singh on Tuesday said his timely information ahead of the attack on the IAF base in Pathankot alerted security agencies and prevented a major terror strike.

The SP had claimed he was abducted by five heavily armed men as he was returning after visiting a shrine on December 31 night. Senior police officers were allegedly wary of his claim on his abduction.

The SP said his sports utility vehicle was stopped and he and two others abducted around 11.30 pm on Thursday night (December 31). The attack at the Indian Air Force base took place around 3.30 a.m. on Saturday (January 2).

"My information was 1,000 percent true. There is no doubt about it. After I was dumped by my captors I freed myself and went to a nearby village Golpur Simbli. I told the villagers who I was. I then called up my superiors and gave them the information on my abduction.

"My information prevented a major (terror) incident. They could have done big damage had I not told about my abduction," Salwinder told the media here.

Salwinder Singh, who is under transfer from the border district of Gurdaspur, said he had informed his senior officers about his abduction by suspected terrorists soon after he was dumped.

"As I told senior officers, they reached Pathankot. The police were alerted because of my information. I don't know why the delay (in responding to the abduction incident) took place," he said.

"Only I know what happened to me. I have got a new lease of life. The truth has come out. Only I and the God knows how I returned," Salwinder said.

As for his alleged links with smugglers in the border belt, especially the odd time he was moving in the area, the SP said: "If anyone can prove my links with smugglers, I am willing to give up my life."

The police officer said his abductors came back in his Mahindra XUV with a blue beacon, to look for him and his cook Madan Gopal after both were dumped near a drain in a forest area.

"I had gone to offer prayers at the shrine near Kathua. While returning, we were stopped near Kolia turn. We thought it was a police barricade. Four-five people barged into our vehicle and carjacked my SUV. They put off the lights. My friend Rajesh Verma was driving. We later came to know that they were terrorists," Salwinder said.

"I could not resist as they were heavily armed. They threatened to shoot us. We were blindfolded, gagged and tied. We could not react. I did not take my gunmen since I was going to a shrine," the police officer said.

"They had AK-47s (assault rifles) and carried heavy bags. They spoke in Urdu, Punjabi, Hindi. They snatched my mobile phone and also took away Verma's phone. They were talking to their commander," he added.

Salwinder Singh said that when his gunman called on his mobile phone and asked for 'SP saab', they (terrorists) said 'Salaam Vallekum' and disconnected. They attacked Verma, slit his throat and left him for dead.

The police officer said they did not ask for directions as they had global positioning system and were talking about it.

New Delhi, Jan 5 (Reuters): The hijacking of a police officer's car by terrorists disguised in uniform should have set off alarm bells and helped prevent the deadly weekend attack on the Pathankot air base, officials and security experts have said.

His colleagues' slowness to react was one of several security lapses in the build-up to the pre-dawn attack by terrorists suspected to belong to a Pakistan-based terror group.

Three days since the attack in which seven military personnel were martyred and 20 were wounded, five terrorists have also been eliminated, but an operation is still under way to secure the sprawling air base in Punjab that lies 25 km from the border with Pakistan.

Police Superintendent Salwinder Singh's call to a colleague in the early hours of Friday morning, after his car was hijacked, was at first treated as a case of armed robbery, the officer who answered the phone said.

"The truth is that we did not take Singh's complaint seriously, because his record has not been clean," a second senior officer in the Punjab Police told Reuters, on condition of anonymity.

The police sources said Mr Singh had just been transferred after a woman constable filed a sexual harassment case against him. Salwinder Singh was interrogated yesterday for six hours by the National Investigation Agency.

Home Secretary Rajiv Mehrishi has said the location of the attackers was only pinpointed as Pathankot on Friday afternoon.

That was at least 12 hours after the seizure of Salwinder Singh's unmarked vehicle, in which he was travelling with two other men following a visit to a shrine near the border with Pakistan.

"Too much time was wasted," said A.S. Dulat, a former head of the Research & Analysis Wing, India's main foreign intelligence agency. "How did they infiltrate to where they did? How were they allowed to roam around for 24 hours?"

Civilian and military officials say a security alert was circulated quickly enough to prevent the assailants from damaging fighter jets and helicopters at the base.

Nevertheless, a lack of inter-agency cooperation may have hobbled the security response, with another local police chief calling the air base a "fortress" that senior colleagues cannot enter without a written request.

"It always operated like a self-sufficient township but had no interaction with the city police or local administration," Manoj Kumar, Pathankot's deputy superintendent of police, told Reuters.

Salwinder Singh's cook, Madan Gopal, said he was dumped by the roadside with his employer by their abductors after a long drive during which their eyes were taped shut. The terrorists took fellow passenger Rajesh Verma, a jeweller, with them.

"We both walked for an hour to reach a nearby police outpost," Gopal, 61, told Reuters. "Singh got in touch with his superiors but they told him to go home and come to the office the next day."

Rajesh Verma survived and testified to the police that the attackers had used his phone, possibly to call their handlers, according to the Indian Express.

The attackers dumped the policeman's car about 1.5 km from the base. How they got into the compound is still unclear. Once inside, they burst into a guards' mess and fired indiscriminately.

One guard tackled and killed an attacker, only to die from another gunman's bullet, said Air Commodore J.S. Dhamoon, commander of the base.

Three more terrorists were killed later on Saturday after running through the compound, firing into windows.

The guard who died was a member of the Defence Security Corps (DSC), a unit made up of veterans who guard military facilities. Five of the seven security personnel who have died served in the DSC, some of them were in their fifties.

Some observers said the DSC should not guard high-value military assets. "They were not up to speed," said Nitin Gokhale, a security analyst who edits a defence portal.

Yet the greater weakness at the base, with a 24-km perimeter and a 3-metre (10-foot) wall topped by barbed wire, may have been a lack of adequate surveillance.

"You can have a wall, but a wall can be scaled and, probably, a surveillance system such as CCTV was lacking," said Govind Sisodia, a former senior commander of the National Security Guard counter-terrorism unit.

There have been conflicting reports of how many attackers were involved in the raid, since claimed by the United Jihad Council, an alliance of more than a dozen terror groups based in Pakistan-Occupied Kashmir.

Tight security along the border with Pakistan in Kashmir has pushed terrorist attacks south to Punjab.

    Same way Dawood used his smuggling network for Mumbai bomb blast...without they knowing about it...

    If Modi and Doval have little brain...they should order a lie-detector test on this SP...so people will know what role this guy played in this...will it be done? I don't think so...

    ROSHAN..very nice story..but beware while spreading lies, already a FB commenter caught in KERALA..Intelligence agencies watching everything..it is easy to find fake names, fake FB account..by the way, whats your analysis about 26/11..whether its by Congress to get sympathy or its also by MODI to become PM!!..Above incident was a major lapse from Punjab police which wasted crucial time thinking abduction is a robbery case..reason is, seniors didnt believed him as his track record not good..as far as defense is concerned, we did lot better..5 casualties was first when they struck..only 1 martyrd in combat..other deaths just a badluck..

    Everyone knows Pak Army, ISI and maybe also Nawaz Goft is involved with terror outfits in pakistan. It is a fact that ISI controls even movement of terrorists and supports terror activities.

    Now, let us piece together some facts.
    1. Modi meets Nawaz in his personal capacity not official.
    2. For this meeting to happen, Nawaz Govt., pak army, ISI all must give approval. Without this information within themselves, pakistan would have started exploding. It is not, which implies they were in agreement.
    3. Should there be any untoward incident happened with Indian delegation, India would have been in war with pak, by now. Pak would have washed its hand saying Indian PM landed in pak without any prior approvals.
    4. Terrorists hijack SP's car and he is let go. Actually, all the occupants of the car are let go. For a terrorist on suicide mission SP would have been a prized target.
    They did not harm him. Further, he was in a wrong place in wrong time. All these may not be mere co-incidents.
    5. Post Modi meeting with Pak, terror activities have increased across multiple targets.
    6. BJP and SAD are in power in Punjab. They dont act despite freed SP calling and informing about terrorists.
    7. Modi Govt., yet to name pakistan directly this time as against it was while in opposition.
    8. SP's hijacked car moves around freely with terrorists dressed in Army clothes, despite terror alerts.

    If one puts togethor these facts 3 things emerge.
    1. This could be a well planed terror operation, using blessings from Modi Govt. for some political reasons.
    2. This could be a way to tell the world terrorists act on their own, not handled by ISI or Pak Army.
    3. This could be a way to public attention on Jaitley mess.

    Totally clue less was Punjab govt and modi govt..total failure in carrying out operation..There was BSF there..the army major incharge should have been called at first instance as this was direct attack on our defence forces and not on civilians/public place that NSG could have handled it. Totally useless NSA doval..he is only hype and no substance like Modi..5 terrorists challenged the might of our mother india and today our moral is down because of this goof up..if we cannot finish terrorists how r we going to face Pak army let alone facing china..may be modi will address all these in next mann ki baat..SHAME.

    There is something seriously wrong in the whole matter. It is surprising that the overall command and control of the operation was assumed by the NSA and operated through the NSG. It is not surprising that this proved ineffective. The command and control over the entire operation should have been exercised by the major general in charge of the division which is responsible for the defence and security of the area that includes the air force helicopter base. The Army and its units having been deployed locally are familiar with the terrain, its advantages and its problems. Pushing in an NSG contingent that was totally unfamiliar with the situation and the terrain is an incomprehensible step which cannot be explained.

    Same old stories, statements, justifications and so forth.
    No difference between UPA and NDA govts.No pro active action. We sleep soundly till someone enters our territory. No learning from the past incidents. Jawans lives are lost. Visiting Pakistan for PMs tea offer all rubbish. What we have achieved. On the contrary PAK has achieved a lot. Why are we so soft. Instead of roaming around the world for publicity, our PM shall stay put and discuss with all parties how to tackle this terror nuisance. Please dont consider this as part of life.
    Governments are elected to provide daily bread,as well as safety. Taxes are paid not to increase MPs/MLAs salary and perks, but to provide all the citizens basic eminities including safety.
    NDA please be alert on these issues rather than rubbish tours,bans and so forth.....

    Pathankot Air base where our war fighter jets are accomadated does not have CCTV !! Anyone can climb wall and jump into air base !! We are surviving only because of AJJI PUNYA or AJJER PUNYA !! Even terrorists have modified AK 47 rifles which have built in mortar launchers..One thing is sure,if war breaks out,we can't fight for full 7 days if this type of lazy or careless system is applied..To defeat enemy one should be very much disciplined, Strength/bravery of Army doesn't count at the end,it is how systematic or disciplined your Army is !!
