Bengaluru: From Jan 12, helmets must for pillion riders of all ages


Bengaluru, Jan 9 (DHNS): Transport Minister Ramalinga Reddy said on Friday that wearing helmets will be mandatory for pillion riders across the State from January 12 onwards.

Speaking to mediapersons here, Reddy said that the new rule will come into effect from Tuesday.

“People of all age groups must wear helmets,” he said.

Directions will be issued to the traffic police not to enforce the new rule strictly during the initial days so that people have some grace time to purchase helmets, the minister added.

“People might face problems due to non-availability of helmets. Some breathing time will be given to purchase helmets,” he said.

Pillion riders who violate the rule will have to pay a fine of Rs 100. If they break the rule for the second and third time, a fine of Rs 200 and Rs 300 will be imposed respectively. Driving licences of violators could be suspended if the rule is broken for the fourth time.

The minister added that the State government had to implement the rule calling to make helmets mandatory for pillion riders across the State because the Supreme Court committee on road safety had warned to initiate contempt proceedings if the rule was not enforced across Karnataka. The notification in this regard was issued on December 31, he said.


Punching system

Plans are on to introduce a punching system to keep tabs on people who violate traffic rules. Under this system, driving licences of violators will be punched each time he/she breaks a rule.

Ramalinga Reddy hit out against the BJP for staging a protest against the government for introducing the helmet rule and rubbished charges that he had yielded to the lobby of helmet manufacturers.

The Supreme Court has directed all the states to make it mandatory for pillion riders to wear helmet.

It has got nothing to do with the State government, the minister added.

    Very good rule. repeat offenders should forfeit their DL for 3 months.

    IF HELMET CAN PREVENT DRIVERS FROM HEAD INJURIES,THEN WHY NOT INTRODUCE HELMETS FOR CARS ,BUSES,JEEP ETC???EVEN WHEN A CAR IS TURTLED,THOUGH THE DRIVER WEARS SEAT BELT GETS HEAD INJURIES.WHY NOT???QUESTION IS HOW MUCH TRANSPORT MINISTER IS GETTING AS "PACKAGE"FOR INTRODUCING THIS FUNNY RULE!!!WHAT RTO (THE MOST CORUUPT) OR TRAFFIC POLICE,HAND IN HAND DID FOR MOBILE CALLS WHILE DRIVING?     The rule is useful only outside City limits when you are riding at 60 kmph. What is the point of both riders putting on a helmet when riding at 20-30 kmph in city limits. Any accident at that speed is unlikely to result in death/serious injuries.

    The irony is that the checking will be done only in city limits and the highway along which checking is required, I'm sure people will go without helmets.

    I do agree with needing seat belts, pillion helmets, baby seats etc. But they way in which they are implemented is a bit absurd and useless. At least for now.

    It is good move. The authority shall also be specific which type of helmet is authentic. There are number of types of helmets available in the market. I had seen several instances, cops book even though wear helmet arguing with the rider refer to news paper for type of helmet. If there are some specific type helmets to be worn, why the non authentic types of helmets are marketed? What I understood was fully covered (Total face) helmets are only allowed. With this type of helmet there are number of disadvantages. 1) You can’t hear the horn of other vehicle. 2) Long time wearing cause headache and may lead deafness (As per some medical journals) In European/ gulf country, helmet with fixing strip around chicks is allowed.

    Dear Transport Minister,

    Yesterday there was a Bus accident in Madurai, Tamil Nadu and 8 persons were killed and few days back Our (KSRTC) Mumbai Airavat Bus fell down near Chitradurga and 4 persons were killed. Why can't you people introduce to WEAR helmets in Bus.
    Why are you going by Govt. Vehicle/CAR and you can also go by two wheeler and put a helmet and you will know the pain during Summer.

    You were the in charge for Bangalore and how many Roads you have repaied and kindly visit our Leggere ward (69)and you know what type of pain we are facing as none of the Roads are meant for travelling. Kindly implement the infrastructure to the General Public and then only you talk about wearing helmet for Pillion Rider.

    with this introduction you are making a way to some officers to accept ..... AND Sincerely requesting you to withdraw this immediately for smooth travel.

    Helmet bagya for poor will be able introduced in near future....rich will not be effected as they move in cars, poor not effected as either they travel in buses or will get helmet bagya...only middle income people will have to buy helmets from their pockets...

    Now a days Helmet is not only sufficient, but glows, elbow guard, chest guard, centre pad, knee pad, are also required when we go by two wheeler. Not a joke, but serious. If you laugh press disagree, if you serious press agree.

    On a two wheeler why are 3 allowed when seating is mentioned as 2.
    How can any passenger be seated on
    a lap ? That too a month old baby ?

    No one is safe both on 2 wheelers or 4 wheelers. after any accident evolving both no one will be ready to facilitate medical treatment to the injured.There are so many past and present Transport ministers along with our distinguished judiciary who pass laws . But i want to pose a Q ..have they ever ridden a 2 wheeler in their lifetime on roads in 2 tier cities.

    Good move BUT this only can't reduce the life risks or accidents.
    Because BAD ROADS, Roads with potholes, low standard road, rash driving etc. are Endangers the life more than anything.
    Who will punish or fine these authorities as they can't provide GOOD ROADS? this is to be answered first.
    In Indian system, there is NO ACCOUNTABILITY for the Government personnel performance and here all the problem starts!!!!
