Helmet rule enforced in Bengaluru - 1,520 violators fined in one day


Bengaluru, Jan 21 (DHNS): As many as 1,520 motorists who rode with pillion without helmet were penalised by the Bengaluru Traffic Police who started enforcing the new rule from Wednesday, on a low scale though.

After a week-long campaign on creating awareness about the new rule that makes helmet mandatory for pillion riders, the traffic police levied a fine of Rs 100 each against the violators.

Additional Commissioner of Police (Traffic), M A Saleem, told Deccan Herald that all most all police stations received an average number of violations, which in total touched 1,520. “We want people to voluntarily follow the rule and not by force,” he said, and added that the traffic police would be more strict on Thursday.

Acknowledging that there were more violators than the number of people who were booked on Wednesday, he said that only traffic police inspectors were directed to fine violators on Wednesday and not their subordinates.

Saleem felt that the rate of compliance was up by 60 per cent compared to that on January 12 when they had started the awareness campaign. “We are hoping to see better compliance,” he said, adding that the staff from the Transport Department assisted the traffic police on Wednesday.

A traffic inspector in Bengaluru South said some people claimed they were not aware of the rule. A high percentage of motorists were hoping that the grace period would be extended. Others claimed that they picked their colleagues up from work and some promised to buy a helmet soon.

Saleem said pillions below the age of 12 years are exempted. “We want to first ensure that all pillion riders wear helmet whether it is ISI marked helmets or not. They should understand that helmets are for their own good and not for the police,” he added.

In Dakshina Kannada, Udupi and Kodagu districts, the police have relaxed the rule till January 31.

    This new helmet rules should be enforced in full swing. There should be any partiality to anybody. This will save many lives and also injuries when someone is riding a motor bike without a helmet. Safe comes first and life is more precious than the cost of a helmet.

    ARE YOU AGAINST THE HELMET RULE WHICH IS A SELF PROTECTION TO ONESELF.

    Why do you blame potholes for the sake of Helmet.

    Traffic rule violations can be curbed to a greater extent by the active co-ordination of the Traffic Police with the Transport Dept. (RTO) Staff.

    Hitherto, there was no regular control over helmetless riding/triple-riding/wheelies/footpath riding/use of modified silencers by the 2-wheeler riders.

    Also, there is absolutely no check on the highly polluting vehicles (belonging to all categories), which has resulted in Bengaluru becoming one of the most highly polluted cities not only in India, but also in the world.

    Hope the authorities are allowed to carry out their duties/responsibilities without any interference from different lobbies.

    Hope this is the beginning of Achhe din, for all citizens, as well as for the environment.

    IS SUPREME COURT RULE APPLICABLE ONLY FOR KARNATAKA? WHAT THE GOVT DID ALL THESE DAYS? WEARING HELMET SHOULD BE WILL & WISH OF THE RIDERS ONLY. BY CONSUMING LIQUOR ALSO ONE DIES THEN WHY GOVT DON'T BAN LIQUOR IN THE STATE? IS THERE ANY RULE THAT BELOW 12 YEAR CHILD WONT DIE IN ACCIDENT? ALL THESE DAYS,HELMET WAS COMPULSORY ONLY IN CORPORATION LIMITS (EXCLUDING BELLARY BCOZ OF REDDY POWER). CANT UNDERSTAND IS THERE ANY RULE THAT DEATH OCCUR @ THE TIME OF ACCIDENT ONLY IN CORPORATION LIMITS. YOU FIRST MAKE MOTORABLE ROADS THEN INTRODUCE YOUR RULES. MINISTERS TRAVEL IN POSH GOVT CARS.     I appreciate the Supreme Court for ordering the state government to implement helmets compulsory including children and pillion riders.

    The Rider / Driver of Motor Cycle will find it difficult to keep extra helmet to pillion riders.

    However this rule will also give room for Police to take ghoose from the cash crunch Motor Cycle riders.

    IN MY OPINION IT IS A SAFETY FOR THE RIDERS AND PILLION RIDERS.

    MAY GOD BLESS ALL THE DRIVERS, TRAVELERS AND SAVE THEIR LIFE FROM ANY OF THE ACCIDENTS.

    Safety first or comes above all inconveniences. Helmet can save a human life which is more precious than any inconveniences. Bangalore has worst road conditions. Infact, Mangalore/Udupi regions need to follow this rule very strictly to save a lot of human lives. But yes, instead of charging fine for the defaulters for this, the government can think in a different way such as distributing helmets free of cost or charging a nominal fee and make/force them to buy helmets on the spot. Try to bring awareness and do not use this medium as a revenue generator for the government. Any comments??

    Flavian, agree with you but what I am against is the government order saying only full face helmets!. More than half of all helmets are front open and with ISI mark which means they are safe!. Now what people should do with those helmets!?. How they got ISI mark if they are not safe!?. Dont you think some helmet manufacturers hand in this!?.

    Let them put fine to without license riders! So many students without license riding two wheeler and even below 18years students also riding the two wheeler.

    This new rules (Pillion helmet)for safety but after accident no rules are there to shift a body to hospital for the treatment. Last week one boy died just because of late treatment. For 30 minutes his body was on road only!

    Last year for rider compulsory helmet, This year pillion compulsory helmet.. I think next year four wheeler drivers ......:)

    All of us need good roads, as people like me who r senior citizens. Here we r discussing about enforcement of Helmet. I have seen even on good roads & pothole free fly overs, our Bike riders r met with accidents & even some have died, due to their reckless riding. When the road is open & pothole free they think that they can race ignoring U & me on the road.
