Bengaluru: Harish scheme fails to help as hospitals reject accident victim

Bengaluru, Mar 21: A youth, who was injured in a road accident, failed to get medical assistance for over 12 hours on Sunday March 20 in the capital city of Karnataka as hospitals refused to admit him, duly raising question marks over payment of expenses.

Kishore (25) had suffered injuries in an accident on Saturday night. He was taken to several hospitals including Vaidehi Hospital and Victoria, before being finally getting admitted in NIMHANS with police intervention. The hospitals were not willing to take in the patient because it is police case, and also because the suspense over meeting of medical expenses, said Muhammed Khaleem Ulla, head constable of Anagondanahalli police station here. He said that hospitals were also reluctant because no one was accompanying the injured man, nor details of his close ones were available.

This happened in spite of the 'Harish Scheme' announced two weeks back by the state government under which the state government has assured of reimbursing immediate hospitalization expenses in case of accidents.

Kishore's sister, who lives in Bagalur, alerted her father, Raju, after seeing television news about the plight of her brother on Sunday evening. Raju then went to NIMHANS and began to take care of his son.

Kishore, working as driver for a private company, met with an accident when returning home after work at around midnight on Saturday near Arehalli on Hoskote Road. Head constable of Anagondanahalli station, Muhammed Khaleem Ulla, who went there after coming to know about the accident, took him to Vaidehi Hospital and admitted him there at around 2 am on Sunday. He observed that even at 9 am, the hospital had not begun any treatment, and when questioned, expressed their inability, explaining that the patient was an unaccompanied stranger, and management would question who will foot the bill.

Feeling helpless, Ulla brought him to Victoria Hospital where scanning was done and first aid was provided. The doctors, observing that the man had serious injuries in his head, asked him to be shifted to NIMHANS as Victoria Hospital does not have CT scanning machine. So he was brought to NIMHANS at around 3.30 pm, where he was immediately admitted into the intensive care unit and treatment was started. Kishore has suffered severe injuries to his head and limbs, and hospital sources said that although there is improvement in his condition, his left hand and left leg have lost their ability to move. It is hoped that condition will improve in course of time.

    what a pity.No medical help to a seriously injured Person.Looks like he has injurys on vertebral column and nerves are injured.why even govt hospitals like Victoria didnt accept?First treat one who is seriously injured .Here health Minister should be informed or he should clear it.

    Why you have to discontinue, rather communicate and investigate the matter and wait for the clarification. Bureaucracy procedures and delays in implementation may take some time. Wish you good luck.
    In the above incident, may be instructions from concerned authorities not yet been passed to hospitals.
    Secondly accident cases are considered as police case and I believe that private hospitals usually hesitate to handle any accident cases.

    The government should inform the hospitals the modalities for payment and not just end up with announcements leaving the hospitals confused. Such announcements could create chaos and unrest amongst people.Humanitarian consideration is expected from a hospital when it involves an accident victim. Life is more precious than procedures and money. Hope the Government will resolve such confusion.

    Forget common people. Even hospitals are n believing in Khangress,s schemes as they know, if the scheme I not under vote bank quota then it's only on papers.
    At the end of the day common man will suffer.

    Last year my bank officials requested me to join prime ministers two insurance schemes. I have signed their paper which they provided, bank deducted their premium amount from my account until now I not received policy papers or any documents regarding to Prime ministers fake insurance policy scheme.This year bank deduct any amount from my account I'll discontinue this scheme.

    Indian Government and leaders are busy in making various schemes, but implementing is not their job. i.e. Anna Bagya, Shoe bagya, Shadi Bagya, Hum nahim karenge our kisi ko karne nahin denge,etc. Anna bagya people are taking low priced food and selling in black market. Small children shoe Government is allotted about RS 300 per child but School management is buying shoes for RS 100 and balance the management is dividing with them. Hum nahin karenge and na kisi ko karne denge.... So many leaders were caught in cheating and corruption but Government is silent. What is the use of telling but not implementing?????Now they may start Muhammed Khaleem Ulla, head constable of Anagondanahalli scheme who brought the injured to Hospital.

    What kind of hospitals we have? Only working for profit? Where is the humanity? Even hospitals also start some charity fund to help those people who are not able to pay the bills during their emergency time for a certain limit of amount. They could have thought about the Harish scheme later on.

    One more important thing, we always complaining about the people who are gathered on the accident spot did not help the victim. If the hospitals are not ready to treat or give first aid to the victim then how can public take the person who met with an accident. What is the use to take the person to the hospitals if nobody attending them for long hours?
