Drop notion that 'his' terrorist is not 'my' terrorist: Modi

Washington, Apr 1 (IANS): As leaders from over 50 nations gathered here to discuss nuclear terrorism, Prime Minister Narendra Modi gave a call to drop the notion that terrorism is someone else's problem and that "his" terrorist is not "my" terrorist.

"Terrorism is globally networked. But, we still act only nationally to counter this threat," he said at a working dinner hosted by President Barack Obama Thursday night to kick off the two-day Nuclear Security Summit.

"Nuclear security must remain an abiding national priority," Modi told the world leaders meeting in the shadow of Brussels and Lahore terror attacks. "All States must completely abide by their international obligations."

"Without prevention and prosecution of acts of terrorism there is no deterrence against nuclear terrorism," he warned lamenting that while "the reach and supply chains of terrorism are global, genuine cooperation between nation states is not."

Obama, who is hosting his fourth and last such summit to discuss how to prevent terrorists and other non state actors from gaining access to nuclear materials, was flanked Modi to the right and Chinese President Xi Jinping on the left.

The "dinner table" ran along the circumference of the East Room of the White House. In the middle were three big boxes of flowers, according to a pool report.

Modi, who has come to Washington after attending the India-EU summit in the Belgian capital said, "Brussels shows us how real and immediate is the threat to nuclear security from terrorism."

"Terror has evolved. Terrorists are using 21st century technology. But our responses are rooted in the past," he said asking the leaders to focus on three contemporary features of terrorism.

"First, today's terrorism uses extreme violence as theatre. Second, we are no longer looking for a man in a cave, but we are hunting for a terrorist in a city with a computer or a smart phone.

"And Third, State actors working with nuclear traffickers and terrorists present the greatest risk."

By putting spotlight on Nuclear Security, Obama has done great service to global security, Modi said and "this legacy of President Obama must endure."

Earlier, in an opinion piece in the Washington Post Thursday Obama said, "of all the threats to global security and peace, the most dangerous is the proliferation and potential use of nuclear weapons."

Outlining how to make the vision of a world without nuclear weapons a reality, he wrote: "We're clear-eyed about the high hurdles ahead, but I believe that we must never resign ourselves to the fatalism that the spread of nuclear weapons is inevitable."

"Even as we deal with the realities of the world as it is, we must continue to strive for our vision of the world as it ought to be," Obama wrote.

Secretary of State John Kerry and Secretary of Energy Ernest Moniz co-hosted a separate working dinner for other members of the visiting delegations.

"In recent years, 13 countries, plus Taiwan, have given up weapons-usable plutonium and highly-enriched uranium entirely," Kerry noted. "An additional 12 countries have decreased their stockpiles of nuclear materials."

Since 2009, through various lines of effort, we have removed or eliminated enough weapons-grade fissionable material to supply nearly 7,000 nuclear bombs," he said.

India and other participating nations will present their national progress reports on steps taken by them to strengthen nuclear security since the last summit on Friday.

The first of these biennial nuclear security summits was held in Washington in April 2010 followed by the summits in Seoul in March 2012 and The Hague in March 2014.

    well said PM. hope he treat all people same who support terrorism inside india without see any religion and ask court to do fast investigation about all terror attack including Makka masjid and Samjoutha express blast and ghodra and post ghodra riots.

    Terrorism in India undertaken by his party and sister parties using the religious sword is not terrorism, but pure patriotism.

    But terrorism in the foreign land is such a tormenting news for Mr. Modi. He must now work with the
    U.N. as its General Secretary.

    In the face of objections from the intelligence agencies , the Modi government has decided not to join a U.S. maintained global terror database. The database includes name of the terror suspect, nationality, date of birth, photos, finger prints (if any), and passport number. Both the Research and Analysis Wing (R&AW) and the Intelligence Bureau (IB) have opposed the access to the database of terror suspects in India. As reported by ‘The Hindu’ last week, the U.S. authorities while pitching for the agreement, told Indian authorities that “in the past one year two dozen people with terrorist links were arrested in Canada and Australia with the help of HSPD-6 as both countries are signatories to it.”

    Whats the use of giving lectures when the whole world knows Modi’s policies on terrorism.

    If only philosophical ramblings and great quotes helped the world!

    90% of the world's population does not go by philosophy and great quotes. It goes by the action.

    It expects the leaders to solve real life problems through determined and meaningful action.

    Unfortunately for Indians, there is almost no action - determined/meaningful or otherwise - visible on ground.

    Indians must be eternally grateful that they are generally safe from the scourge of terrorism by sheer good fortune. Not because of any proactive action by the talk-talk leaders.

    Anyone can Give speech about terrorism ..But!!!!..What India can give Internationally is a Big question..will it provide ammunition or Military for U.N??.or India can provide security for other Country??..at present situation we should Protect our self first, specially where our country surround by Breeding farm of terrorism....security lapse in recent Patancot attack will teach us a lot...Mr. Modi should listen more than talking Bla Bla about security matter....

    Killing and terrorizing innocents in the name of meet or threatening to cut hands and tongues by a political party leader is not less dangerous than killing by bombs. Modiji so far not uttered a single words against his party men's atrocities like killing, lynching, burning against minorities in India. He must first give these kind of advices to his own party men and his own RSS people.

    Mr. Modi praised both Mahatma Gandhiji, Pundit Nehru and Dr. Singh while visiting England, because the British people know them very well.

    Mr. Modi is very smart to read the surroundings which I commend greatly. Based on the surroundings, Mr. Modi knows, whom to praise to ornate his speech.

    Srmiti Irani tried to take off the Christmas from the Indian calendar in 2014. Did she do that by herself? Mr. Modi did deliver a 2015 Christmas message for the whole world acting in reality, he was not fully sure about whose birthday was Christmas? But the 2016 Easter message, he became more forceful to remind the people of India to learn from the message of peace taught by JESUS CHRIST, thus indirectly or directly admitted the fact that " JESUS IS THE PRINCE OF PEACE". Thus, wait and watch, we will hear many such speeches of reformation.
