Question paper leaks: Karnataka to change rules for conduct of exams


Bengaluru, Apr 12 (PTI): Facing flak over Class XII chemistry question paper leaks, Karnataka government today said it is working on changing the rules for conduct of exams.

"In the coming days we will be changing rules regarding how to conduct SSLC (Class X) and PUC (Class XII) board exams," Primary and Secondary Education Minister Kimmane Rathnakar said here.

"We will see to it that such things don't repeat again," he said referring to the recent question paper leaks that caused outrage among students and parents.

Meanwhile, re-examination of Class XII Chemistry paper was held today after it was leaked twice earlier. Over 1.74 lakh students wrote the exam across the state.

About today's re-exam, Rathnakar said, "we selected the question paper this morning. So there was no chance for question paper leak."

The examination that first took place on March 21 was cancelled after it was revealed that the question paper was leaked.

On March 31, hours before the rescheduled Chemistry exam was to begin, Department of Pre-University Education was alerted about question paper leak at two locations in the state.

The state government has handed over the probe into the matter to CID, who have so far arrested five persons including the Officer on Special Duty to state minister Sharanprakash Patil.

Cracking the whip, the government had suspended 40 officers and other staff of the Pre-University Department, and also transferred the Director following the leaks.

Already under fire over its handling of the exam, government is now struggling hard to convince the lecturers who have boycotted evaluation of answer papers over pay anomaly issue and this may delay announcement of results.

Several rounds of discussions between the government and the Karnataka State PU College Lecturers and Principals' Association involving Rathnakar have failed.

The minister had earlier said that if Lecturers don't appear for evaluation, alternative arrangements would be made and results announced as per schedule. Department officials said the government is likely to come out with its final decision over the stalemate by tomorrow.

    CBSE/ICSE prepares 3 sets of question papers. Students get three different types of question paper in same exam. The question papers prepared zonal wise and sent to other zones.The question paper prepared by a particular zone doesn't get the same question papers. It gets from other zone. State can try this system as no coping or leaking possible in this system.

    Examination Authority should be an independent body like Election Commission and shall have the freedom to (honest) Officers. Govt or Ministers shall not have any control.Physical shifting of Question paper may be avoided.

    Why so much trouble, IT is developed very much.. prepare 300 questions and computer program can pick random questions and send to each district head office by mail..They can take print out that day and distribute..:)

    New rule from Khangress
    1. All ST/SC quota shall get answer paper 24 hrs prior to exam.
    2. Other Minorities quota shall get 12 hours prior to exam.
    3. General quota shall write 3 exams and lowest out of 3 shall be considered.

    What matters you, money would have been made, and people with money would have purchased and who will be held responsible, people who bought the papers or people who sold it...as long as students who have money and no brains purchase, there will be people to sell...so both should be punished by law.

    To avoid such mess, government should prepare different sets of question papers for the same subject in different centers {Say 5 or 6 sets} for all the subjects. No one will know which student will get which type of question paper on the day of exam. There will be no problem of leaks nor copying as the 2 students of the same class siting in the same bench may write 2 different question papers for the same subject.

    In addition there should be a sorting code for each Question paper, which should be mentioned in the answering paper by the student, next to his Registration number.
