Modi reviews Indus water treaty, says blood and water cannot flow together


New Delhi, Sep 26 (PTI): "Blood and water cannot flow together," Prime Minister Narendra Modi said today as he chaired a review meeting of 56-year-old Indus Water Treaty during which it was decided that India will "exploit to the maximum" the water of Pakistan-controlled rivers, including Jhelum, as per the water sharing pact.

Held amidst heightened tension between the India and Pakistan, the meeting also decided to set up a inter- ministerial task forces to go into the details and working of the Treaty with a "sense of urgency", senior government sources said.

Attended by National Security Advisor Ajit Doval, Foreign Secretary S Jaishankar, the Water Resources Secretary, and senior PMO officials, the meeting also noted that the meeting of Indus Water Commission can "only take place in atmosphere free of terror". The Commission has held 112 meetings so far.

"Prime Minister's Modi's message at the meeting was that 'rakt aur paani ek saath nahin beh sakta' (blood and water cannot flow together)," sources said.

Apart from deciding to exploit to the maximum the capacity of three of the rivers that are under Pakistan's control - Indus, Chenab and Jhelum-- in the areas of hydro power, irrigation and storage, the meeting also agreed to review the "unilateral suspension" of Tulbul navigation project in 1987.

The sources asserted that the decision to maximise the water resources for irrigation will address the "pre-existing" sentiment of people of Jammu and Kashmir, who have complained in the past about the treaty not being fair to them.

The meeting came as India weighed its options to hit back at Pakistan in the aftermath of the Uri attack that left 18 soldiers dead, triggering demands that the government scrap the water distribution pact to mount pressure on that country.

Under the treaty, which was signed by Prime Minister Jawaharlal Nehru and Pakistan President Ayub Khan in September 1960, water of six rivers - Beas, Ravi, Sutlej, Indus, Chenab and Jhelum - were to be shared between the two countries.

Pakistan has been complaining about not receiving enough water and gone for international arbitration in a couple of cases.

    China also has similar plans on river Brahmaputra that originates in Tibet flows through China, India and Bangladesh before emptying into bay of Bengal. China being located upstream if /when implements it's plans of building dam / diverting flow, India and Bangladesh that are located downstream are likely to be affected adversely. Won't be as easy as Yeththina Hole though. But China has resources to achieve it.

    All the six rivers flow from India towards Pakistan. Obviously India has the upper hand in controlling the flow. Using modern technology, we can divert at least half of the water (not rivers) to drought prone areas in Rajasthan and Delhi.

    Modi is blabbering complete nonsense and it's painful to see the ignorance of political elits on this matter .. the idea of stopping Pakistan's water / drying out Pakistan lacks common sense to highest level .. what we need to understand, is that once the treaty is cancelled, the rivers will not take a leave and go to Hawaii .. water still has to escape somwhere ... Diverting rivers is not something which is possible for humans. Jammu,azad Kashmir and POK turn into a huge waterpark, from which then Pakistan makes electricity

    (option 2) .. India displaces millions of people to build huge dams over many years ... which will stop Pakistan's rivers for a day at the most .. that too by flooding Srinagar and Northern India North Punjab .. while destroying India at Foreign Policy, giving Pakstan a huge ecuse to wreak havoc in Kashmir, or forcing other countries to solve Kashmir issue once and for all .. if we had the balls, we would have done it in 1965 or 1971 or 1999 or 2001 or 2008.

    Mr. Louis, you don't have complete information about what's happening there. Stooping water doesn't mean completely stop water flowing to pak. Just think, with one krs, tamilunadu is crying for water. What happens if Karnataka build 3-5 dams to cauvery.
    The treaty with Pakistan is to share water. But it is with compulsive, not mandatory. Catch all 6 river flowing route with google earth. Its easy to block water through valley.
