Bengaluru: Karnataka victim, not villain in Cauvery row - Siddaramaiah


Bengaluru, Oct 2 (PTI): Karnataka Chief Minister Siddaramaiah today said the state was the "victim" and not the villain in the Cauvery river water dispute as it was being portrayed by some people.

"Some people at the national and international levels are saying Karnataka is not releasing water to Tamil Nadu. In a way, they are suggesting as if Karnataka is the villain.

But, in reality, the state has been the victim and has been meted out injustice," he said.

Addressing a gathering on the birth anniversaries of Mahatma Gandhi and Lal Bahadur Shastri at Gandhi Bhavan here, Siddaramaiah said in spite of the distress situation in the Cauvery basin, Karnataka had released a "substantial" quantum of water to Tamil Nadu as per the Supreme Court's earlier direction.

However, the September 30 directive of the apex court had left the state in a difficult situation, he said.

Even though the water in the four Cauvery reservoirs in the state was "inadequate", the state government's first priority was to meet the drinking water requirements of the people of the Cauvery basin, the chief minister said, adding that the state needed to conserve water till 2017.

Meanwhile, state Law and Parliamentary Affairs Minister TB Jayachandra said the government would file a review petition in the Supreme Court, challenging the constitution of the Cauvery Water Management Board.

"We are filing a review petition. Of course, the law is there and the Inter-State Water Dispute Act is very clear. It (the board) has to be made by an Act of Parliament," he said.
"I think it has not been submitted by any of the parties before the Supreme Court. I think, this is the ground for us and we will go for a revision," Jayachandra added.

The apex court had directed the Centre to constitute the Cauvery Water Management Board by October 4.

On September 30, it had taken Karnataka to task for its repeated "defiance" by flouting its orders on water release to Tamil Nadu and giving it a last chance, warning that no one would know when the "wrath of the law" would fall on it.

The court had asked Karnataka to discharge 6,000 cusecs of water from October 1 to 6 to Tamil Nadu.

Jayachandra said the government would take further steps only after consultations on the floor of the Assembly.

The Karnataka Cabinet had yesterday decided to convene a legislature session tomorrow for the second time to take a call on the apex court's directive.

    To divert a whole river tributary and to deprive lives and livelihood of thousands, cabinet decision, Legislative session and even a social impact assessment are not required. To release few cusecs of water which may save million of lives, all bogus formalities should fall in line. Excuse behind excuses........ God is watching everything. If his warning shots are ignored, the repercussions may be worst than the wrath of law. When the wrath befalls, being hero or villain does not make much difference...!

    Ktaka is the victim of mis-management of the whole issue.
    Had our CM been proactive & defiant like Jaya in the initial stages we would have seen this day. He woke up only when SC passed its verdict.

    Instead of clashing both the Governments should sit together and resolve the issue. When Tamilnadu can store water for future crops in their Mettur Dam why cannot Karnataka retain water for drinking water purpose at present? Somewhere better sense should prevail among decision makers.

    The Apex court says only to release the water to T.N., in a stubborn manner without sending a team to asses ground situation.

    The truth is actually I don't know how much water is there in our reservoirs to cope with drinking and farming in Karnataka itself.

    KARNATAKA IS BLESSED FROM THE MONSOON RAINS AND SIMILARLY THE T.N. KARNATAKA IS UTILISING RAIN WATER IN A WISELY MANNER.

    WHY THE T.N., IS NOT PRESERVING ITS RAIN WATER FOR THEIR FARMING AND DRINKING PURPOSES AND EVERY TIME T.N., BLAMES KARNATAKA.

    I know Karnataka received less rain fall to north Karnataka including the cauvery basin.

    Suppose Karnataka has deficient water for drinking which one is most important for farming water or drinking water.

    SIMPLY ENFORCING IS NOT A WISE DECISION.

    SEND A TEAM OF INDEPENDENT UN-CORRUPT PERSONNEL TO ASSES GROUND REALITY TO BOTH THE STATES.

    People,

    Couple of things about Kauvery dispute here...

    1.First Cauvery agreement was signed in 1924 between Madras Presidency(Phirangees) and Maharaja of Mysore. This agreement was for 50 years expired in 1974. This agreement was highly favourable to Madras(Phirangees)...

    2. Now these SC judges treat this 1924 agreement as Bible and try to follow,,, which shows their moral bankruptcy.

    3. Kauvery water started to be used in Bangalore in 70s....

    4. One of this judge who is giving rapid fire judgements...was Jayalalitas lawyer in her corruption case!!!

    5.Fali Nariman is a good lawyer...he must have asked this judge to recuse from hearing this case...I don't know why he did not do that simple thing...

    I think BJP wishes SC to direct Central Government to dismiss Siddu...but if it happen,,, Siddu will come back with two third majority....wait and watch...
