SC to hear on Sept 15 plea over safety of school children


New Delhi, Sep 12 (PTI): The Supreme Court today agreed to hear on September 15 a plea filed by two women lawyers seeking implementation of existing guidelines to ensure safety and well-being of children in schools across the country.

A bench comprising Chief Justice Dipak Misra and Justices Amitava Roy and A M Khanwilkar said that it has already issued notice on a similar plea filed by the father of the child, who was brutally murdered at Gurgaon's Ryan International School.

"We will tag it (writ petition) with the earlier one," the bench said and fixed the PIL, filed by two practising apex court lawyers Abha Sharma and Sangeeta Bharti, for hearing on Friday. The lawyers, in their petition, has sought implementation of various existing guidelines on safety of school-going children.

They have also suggested some additional guidelines to ensure that the responsibility is fastened on the schools with regard to the safety of children from the moment they get into the school bus/vehicle.

Yesterday, the court had issued a notice to the Centre, the Haryana police, the Central Board of Secondary Education (CBSE) and the CBI on a plea filed by the father of the child seeking a CBI probe into the matter.

A Class 2 student of the high-profile Ryan International School in Gurgaon was found dead on the morning of September 8 after his throat was slit with a sharp-edged weapon allegedly by 42-year-old bus conductor Ashok Kumar inside the toilet as the boy resisted a bid to sodomise him.

His plea has sought setting up of a committee headed by a former apex court judge for suggesting guidelines to be framed and implemented under the observance of the top court.

It has also sought a "free, fair, independent and fearless investigation including an inquiry and investigation by the CBI" under the supervision of the court.

    On my curiosity, I went yesterday to a private school in my area. The watchman in uniform is there at the gate throughout. The office is in ground floor and if any one wants to meet Principal, the Administrator gives a chit. Paying fees also is arranged in a bank next to the school. The balconies are covered with thick wire mesh in all the floors of the school. Even when the bell rings in the evening, a warden comes to each classroom and allows each class students systematically, since there can be stampede on the staircase.

    Again, I went to a Municipal school. There is stinking smell outside. I saw children urinating on a wall near school. Half of the furniture in class room are broken. Bldg is in a dilapidated condition. No watchman is found. Some classes, the teachers are absent. Go anywhere in the school, at your risk, since bldg may fall anytime. Mumbai municipality is the richest with budget equivalent to Kerala state.

    Everyone speaks of private schools, but are children in Govt schools not Indians ? There are instances in Bihar and UP where Higher Secondary and graduate exam students write their papers sitting on the floor. It is a long way to go, dear friends. No doubts there are lapses in pvt schools, which they have to correct, but, in some BMC $ govt schools conditions are miserable

    If we can not ensure safety for our children's at schools. School administration, staff members including principle must be held responsible for this incident. A boy aged seven brutally murdered inside school just leaving me with tearful eyes who was yet to see this world. I hope lawmakers will do something before it gets late.

    Mobile phone should be allowed to made compulsory for all school kids. This is first step of safety. Where we can track where is ur child. And she can call to parents if she see any rapists.
