New Delhi/Mangaluru, Oct 8: In what may be termed as a major reform if it materializes in its proposed form, the draft of the new Haj policy, submitted to the Centre on Saturday October 7, is set to end the Haj subsidy with immediate effect from next year, and also allow women above the age of 45 years to perform the pilgrimage in a group of four without a male family member.

A government-appointed panel for revising India's Haj policy on Saturday recommended these revolutionary steps.

The proposed Haj Policy 2018-22, submitted to union minister for minority affairs Mukhtar Abbas Naqvi on Saturday, has been drafted in light of a 2012 Supreme Court direction to gradually reduce and completely remove the subsidy by 2022.

"It is advisable that the existing reduction plan (phasing out of subsidy) be followed," according to the recommendations.

Haj subsidy is given to those who go through the Haj Committee of India and not through private operators. The subsidy amount has in the recent years been between Rs 650-700 crore.

Referring to the subsidy Naqvi said, "The Supreme Court decision clearly talked about abolishing the subsidy. We are trying our best to see that after the abolition of the Haj subsidy, the poor pilgrims are burdened least."

In another major reform, the draft policy proposes to partially quash an earlier rule that barred women Haj aspirants to travel without 'mehram', a close family member like husband, father or brother.

"Ladies above 45 years of age be allowed in a group of four or more to go for Haj without a mehram," the panel recommended. Women below 45, however, will have to be accompanied by a male family member, according to the draft policy that proposes to increase the quota for mehrams from 200 to 500.


Embarkation from Mangaluru to stop?

Among other recommendations, made by the panel headed by former secretary Afzal Amanullah, are bringing down the number of embarkation points from which pilgrims can take flights to Saudi Arabia from the present 21 to nine.

The embarkation points for Haj pilgrims from next year would be New Delhi, Mumbai, Chennai, Kolkata, Bengaluru, Hyderabad, Lucknow, Kochi and Ahmedabad.

What this would effectively mean is that pilgrims from in and around Mangaluru, and even many from Kasargod and surrounding places, will not be able to fly to Saudi Arabia directly from the city for the annual pilgrimage. They will instead have to opt for other places like Bengaluru, Mumbai or Kochi.

The Haj centre in Mangaluru was established in 2009. Every year, hundreds of Haj pilgrims in several batches embark on special flights to Saudi Arabia from Mangaluru. Prior to their departure, camps are conducted in the city to provide immunization and other benefits to pilgrims.

However, the Haj pilgrims may be able to opt for sea route from Mangaluru. Hence, Haj centre may continue to serve them.

Ferrying Haj pilgrims by ships between Mumbai and Jeddah was stopped 22 years ago after which they were being sent by air from various embarkation points in India. In August, minister Naqvi had said that sea route may be re-introduced in view of cutting down travel expenses.

On the proposal to revive Haj pilgrimage by ship, Naqvi on Saturday said the Saudi government would be consulted and then it would float an expression of interest to guage the market for such travel.

Independent tour operators say travel by ship would drastically reduce the cost per pilgrim to around Rs 60,000, making it affordable to a larger section of the population.

    First of all we don't need subsidy from the govt to perform Hajj. Who can afford only those can perform Hajj. By abolishing Hajj subsidy and reducing embarkation points don't think that number of Hajj performers will reduce. By god, it will increase year by year.

    in first place, we don't need this subsidy from govt.
    we will never reduce in numbers if subsidy abolished. we muslims do haj, because it's among five pillars of islam, not to get subsidy from govt. its all fixed with ministers, the subsidy has been releasing to fill pockets of ministers.
    and i request all muslims don't do protest over it, and start unnecessary politics in this matter.
    even those who going for haj in govt quota we know how they are suffering in mecca, no guidance, no instructions, no understanding of local language and even no guide come there to take care of them, even to teach them, how to perform hajj and umrah.
    i prefer and advise follow private agencies ( Reputed ) to go to hajj, who will instruct and guide you each and every movement, so that once in a life going for hajj will be blessed and followed all rituals.

    You are suggesting to go with the private agencies, but they do not have much quota... their quota is 40 to 45 K.... I agree with your suggestion not to do politics in this issue....Any how coming days will tell us, how this new policy is going to be implemented .... let us watch...

    it will be good if Government will abolish subsidy. But they had not mentioned that the airfares will be fixed. Specially during Ramadan Umrah time and hajj season airline are shooting up their prices. Why dont they consider the fixed minimum rate and abolish the tax on airfares.

    Dear Readers,
    Hajj subsidy is just a political gimmick created by govt. most of the hajj commitee members & other govt. officials involved make huge money as it wont be reaching to needy people. My nieghbourhood one person aged 70 applied for hajj subsidy even after 5 years coudnt go to Makkah finally travelled through private agent. Hajj is mandatory only for those muslims who can afford to go there financially stable. Before aircraft all pilgrims were travelling by ship which is cheaper than flight.

    You may be rich enough to take care of your Haj expenses. What should the poor Muslims do? They can not borrow loans for this pilgrimage because it is not allowed in Islam. Considering this fact, in order to help the poor Muslims indirectly without defying the religion, earlier governments have brought down the cost of the pilgrimage by subsidies.
    I do not think offering subsidies for haj pilgrimage is any sort of appeasing policy. BJP should not take the oppressing strategy. Of course I suggest to stop Shadi Bhagya if it is only for Muslim ladies.

    We want Air India & it's subsidiaries to be privatized at the earliest after returning aged aircraft's to the leasing companies & the privatized entity should run operations using brand new aircraft, either Airbus or Boeing & not both, like it's now after the merger of Air India & Indian Airlines, so that it would be easier for the new company for maintenance. We want more & more narrow body aircraft's to run services to Abu Dhabi, Dubai, Doha, Singapore which have their own hub, operating flights to most of the countries, so that our Mangalore Regional International Airport becomes MIA one day in future after the air traffic is increased due to the above move.

That one has the provisions and all that is required in the journey, the means of the necessary transportation for the journey or the money enabling one to enjoy these things.     If the Govt is true secular why they want to control only Hindus

    It's about time. It is pure drain on the public purse to give subsidies which goes against the secular nature of the Constitution. The subsidy was purely a votebank mechanism for successive governments to be elected or kept in office, with scant regard to freedom of religion. I am glad the Supreme Court woke up in 2012 and the two governments that came up in New Delhi did not want to offend a huge minority of muslims. No other country gives subsidies to religious groups.

    Its good news that you ll introduce sea route.But why cancel air route.This is not done.We are not happy.Tasks performing in the hajj is not easy ,so atleast dont make piligrims to wander many cities n then go to Makkah.Majority senior citizens perform Hajj.And everbody cannot afford mlr-blr flight.One has to travel via bis or trains etc.Are these flights( domestic) included in Hajj package?

    And how can u expect only ladies group of 4 to go for hajj.Mr.Naqvi do u know the hajj tasks.I almost fainted in hotsun during june(its hot days in saudia) while performing umrah.Luckily my husband was there to carry me.Circumambulating 7times is not like eating vada pav.

    Lady needs her family men with her .We are not going for 1or 2 adayslmost .Its more than 15days.Saudi government doesnt give all shopping items for free.We have to deal with non mahram shopkeepers and foriegn currencies etc.Better stay away from divine laws,donot cross limits.

    There is no use of putting any questions to Naqvi, since he is not a practising muslim... he does not have the courage to perform Haj....
    Divine laws should be practised as per those laws ... should not take the benefit of man / govt made laws.... Haj is compulsory only to those who are Financially and medically fit ( health wise ) Poor and sick people need not worry about Haj ..

    It was never a subsidy in the first place. It was an arrangement by the government to help Air India and moreover Air India charged higher ticket prices for the same. With the abolition of the so called 'subsidy' - Air India can prepare to shut down.
