Mangaluru, Oct 24: First ever Roll-on Roll-off, Naval Ro-Ro of India, started in October 2015 at New Mangalore Port is closed now due to various reasons.

New Mangalore Port had the pride of starting this service between Mangaluru and Hajira of Gujarat with the prime intention of shipping new cars and trucks laden with cargo.

Naval Ro-Ro is very popular in Japan. Link Shipping of Mumbai had procured 'Maria', a vessel that had the facility of Ro-Ro on it.

“It was due to the pressure of the Government that Link Shipping procured the 20-year-old vessel 'Maria'. The cost of one trip was around Rs.40 lacs. In the beginning the revenue generated was a meagre Rs.10 lacs which went up to Rs.20 lacs due to which the company incurred huge losses,” said Gabriel, manager of Alvares & Thomas shipping company of Mangaluru.

In addition, the lacklustre attitude of the truck drivers also contributed to the poor viability of this facility. They can make extra money on road trips which cannot be done on Naval Ro-Ro.

Railway Ro-Ro that runs between Suratkal of Mangaluru and Kolad of Maharashtra is popular now. This is more frequent and takes less time for the cargo to reach Gujarat. According to the concerned officials of Naval Ro-Ro, it would have been better if there were two vessels starting simultaneously from Mangaluru and Hajira.

It is an irony that at the time when the first naval Ro-Ro is taken off service at Mangaluru, Prime Minister Narendra Modi has inaugurated naval Ro-Ro in Gujarat.

    PM Modi went to Gujarat for the third time this month on Sunday to inaugurate yet another slew of projects, with the announcement of elections to the state assembly expected anytime soon. As part of his ribbon-cutting visit, Modi launched the first phase of a roll-on roll-off, or Ro-Ro, ferry service between Ghogha in Bhavnagar district and Dahej in Bharuch.He also claimed that this was the first project of its kind in India, and indeed across South East Asia, he insisted that no one else has built something as big as this.

    That said, Modi’s comments about Ro-Ro in India are not entirely off the mark. The Kochi Corporation may have received two Ro-Ro vessels, but they are lying idle because the rest of the infrastructure is not ready. The city also had a Ro-Ro barge service since 2011 between Willingdon Island and Vallarpadam, but this has been disrupted over the past year because of disputes with the operator. Goa has small ferries that move cars, but a better built Ro-Ro operation across the Zuari river has been promised for more than a decade now, with little actual movement.
    The Assam service, while it did come before Gujarat, is much smaller, with a vessel that can only take eight trucks and 100 passengers at a time, with the terminal built at a cost of Rs 46 crore. The Ghogha-Dahej project comes in at a cost of Rs 614 crore and is expected to eventually be able to carry up to 100 vehicles and 250 passengers at a time.
    Reports suggest the Gujarat government rejigged the Ro-Ro plan just to beat the model code of conduct. For 'Gujarat Model' in which BJP is in ruling for 22 years, Ro-Ro service may be new to the state but not to the India.
    As usual our mass media relayed the same information what BJP press release and PM Modi said without verifying fact.

    Better start sea cargo (for non-foodstuff and non-perishable goods) and cruise liners (for tourists) along the coastal cities with seaports which can generate better revenue.

    There is something called 'sea sickness' which affects most of these truck drivers who never ventured out into the sea before. People who traveled in ships know how terrible sea sickness is like.
    It's not that the truck drivers save money on road. Infact it's quite contrary! They have to spend nearly double on fuel and tolls and a fortune on tires while driving in substandard roads and traffic congestions.
    Clearly the Konkan Railway Ro-Ro is a far better option for these trucks which is why the former is running in good profit.

    Modi starts any project, Ro-Ro or bullet train, without studying viability, sustainability, due diligent report. IIM study says his bullet train project, just to break even, will be a far away dream.
    It is because, he is MA in politics and not in Economics.
