GST to have very positive effect in the long term: Raghuram Rajan


Davos, Jan 25 (IANS): Former RBI governor Raghuram Rajan feels a substantial part of the growth slowdown in India was because of the after-effects of the demonetisation decision of November 2016.

"I think the jury is still out. We have an argument that it will improve compliance till we see the last tax numbers in, I feel the jury is still out. That said, I would suspect that a substantial part of the growth slowdown was because of the effects (of demonetisation)... some of it was in the informal economy which weren't immediately captured, which we are seeing now. Businesses that have shut down, because they couldn't survive that episode," Rajan told a TV channel.

He said to understand the positive impact of demonetisation "we have to wait and see".

"I think it did give some fillip to the digital payments system. But that's relatively smaller... compared to the other (aspects)."

Asked whether he would have taken up demonetisation during his tenure, Rajan said, "This is an easy sort of answer to give in hindsight. I think the government at that time asked us our views... we gave them. But at the same time, I think its very hard. I didn't think it would have the desired effect. And that it would have cost."

He added, "Yes, any monetary economist would say that, better print the money before taking it away. But, that said I think the real sort of question is, should the RBI be a fifth column if the government wants to go ahead on something. In my guess, both legally and ethically you can't stop the institution. You may refuse to along with it, but you cannot stop the institution.

Regarding the Goods and Services Tax regime, he said, "Now I think in the long term GST will have a very positive effect. There are people who say we should have prepared better, we should have delayed it. My sense is many of the problems just come from doing it. So, if we solve those problems and go forward that will be very beneficial."

    He was always in favor of GST and kept telling GST would have a benefits in longer go. Its also true that he said, GST could have been better planned.

    But you know our media how thay play! Takes a single world out of 100 worlds and makes its own story out of it. Same happened with RR, people started to believe that RR was against GST when he said GST could have been better planned.

    No doubt, GST is a good concept. But implemented very badly in India.

    1. Main issue is in technology platform- Not thoroughly tested, Capacity is not built to handle traffic and volumes. Has become a nightmare for users. It is a shame that India having so many Global technology experts have produced a GST system which impacts the whole country with such a poor quality.

    2. Help desk has failed miserably in handling issues. They should have put in place a strong team of 20-25 people with technology experts to handle the issues in each district.

    3. Implemented in urgency without proper preparation.

    4. Act and rules were passed at a final stage and taxpayers did not have time to plan or ready their system.

    5. What we have seen is only a trailer of GST. The real film will begin when the mechanism of allowing input credit to buyer only when seller has uploaded the details is put in place. This is the principal mechanism of GST. Taxpayers will get enraged when they are penalised for no fault of theirs.

    I would not blame GST. But, the percentage of GST.
    Everything should come under GST including PETROL and DIESEL.
    Prices of those commodities increased due to high percentage of GST should be slashed.
    GST rate should be 0% to 25% maximum
    Fuels can be charged @ 25% maximum.
    Some products are taxed less than before but, the customers are not benefited.
    If they charge property @ 5% GST, the things will start moving. Real estate sector will boom again.

    If crude oil, liquor, stamp duty and all sorts of indirect taxes which are kept out of the Ambit of GST now, if subsumed under GST, and filing of return made simple, one return per month, and statewise returns within that in separate pages, surely it will be good for the nation.
    In people's perspective, many items FAST should be lowered.
