Govt scraps decision to issue orange passport, remove last page of document


New Delhi, Jan 30 (Agencies): Government has scrapped its decision to issue a separate passport with orange colour jacket to ECR passport holders. The current practice of printing of the last page of the passport would also continue.

This means that the passport would continue to serve as valid residential proof.

A statement by the Ministry of External Affairs (MEA) said: "A decision was taken by the Ministry of External Affairs (MEA) on the recommendations of a three-member committee comprising officials of MEA and the Ministry of Women and Child Development, not to print the last page of passport booklet," the External Affairs ministry said in a statement.

Noting it received several individual and collective representations requesting to reconsider this decision as well as orange-coloured passport, it said at a meeting chaired by External Affairs Minister Sushma Swaraj on Monday in the presence of Minister of State for External Affairs V.K. Singh, the decision of the ministry on both these issues was reviewed in the light of these representations.

"“After comprehensive discussions with the various stakeholders, the MEA has decided to continue with the current practice of printing of the last page of the passport and not to issue a separate passport with orange colour jacket to ECR passport holders."

On January 12, the External Affairs Ministry had said that India has decided to do away with the last page of the passport that contains the names of the spouse, parents and address of the passport-holder while changing the colour of ECR passports for unskilled workers.

The MEA had received several individual and collective representations requesting to reconsider these two decisions.

The decision of the MEA on both these issues was reviewed in the light of these representations during a meeting chaired by foreign affairs minister Sushma Swaraj on January 29. Minister of State for External Affairs Gen VK Singh was also present at the meet.

    I doubt YOGI has one. I am sure when some one told him to apply he must have asked which color when he got to know that its blue, immediately called MODI and requested for a change. This topic was seriously a joke when i i heard for the first time. This is the least you can ever go to show the world that this country ruled by Hindutwa and Sanghis.     There was no regulation by external ministry over issuing colored passport. It was one of the proposals which was reviewed and final decision always taken after all consideration. They could be implemented or cancelled based on recommendation..so why so much fuss... If something good happens we would appreciate and wrong we just keep quite and suffer ...

    I was baffled by the discrimination by women's rights ministry proposal to remove last page of passport , so that wives do need to mention husbands name ! , what kind of sick logic is ?! , a faithfully righteous wife will proudly assert her husbands name on documents , rather than hiding it . Its actually other category with disputed past often hide , its shame that government entertained such an anti family initially . Government is working like stooges of feminists .

    The change of colour may seem like a minor detail but the orange documents willsegregate Indians travelling abroad by class, providing an explicit affirmation of the Indian state’s bias towards those citizens who leave the country to work as blue-collar labourers.

    The decision makes the discrimination inherent in the Emigration Check Required
    system even worse. Indians with ECR passports require permission from the Union government to travel abroad. This measure is taken ostensibly to protect them from evils like trafficking. However, there is little evidence that the system helps in any way and plenty to show that the red tape makes the already tough life of an Indian migrant labourer even more difficult.
    India’s migration process is managed by no less than three different Central ministries. Passports are issued under the Ministry of External Affairs, emigration clearance for migrant workers is done by the Ministry of Overseas Indian Affairs and people departing from Indian airports are overseen by the Home Ministry.

    In this, emigration clearance is a significant bottleneck, given that the process for all of India’s 1.3 billion citizens is managed in only nine locations. The system encourages touts. Moreover, in West Asia, which has the highest concentration of Indian migrant labour, Indian embassies barely have the capacity to solve the many problems of their citizens abroad.
    India’s orange passport plan for migrant workers will only stigmatise the poor. Treating India’s migrant workers like second class citizens is completely unacceptable. This action demonstrates BJP’s discriminatory mindset.
    It has become trend in BJP over colours. CM Yogi busy painting 'saffron' on walls. Now it is the turn of PM Modi External affairs minister Sushma Swaraj.

    Foolish people in policy making posts in every department with weird ideas do these petty things without thinking about the consequences of their decisions like apartheid.
    The color blind or insensitive governments fall for these & has to take hasty return to save their face in the end. It reminds of the TV serial "Yes Minister" where the satire depicts the same in a humorous way.
    Alternative to this would be a CHIP based passport which never need to be scanned or swiped but can convey the status in the present digital tech world would have been the right thing without need to change the color. US has the same when will our foreign touring netas learn these simple modern techs to save the embarasment of present.
