Udupi: Special land court issues arrest warrant against DC Priyanka Francis

Udupi, Mar 10: The special court of Bengaluru, which is formed to deal with land encroachment cases under the Karnataka Land Grabbing (Prohibition) Act, has issued an arrest warrant against Udupi district deputy commissioner (DC) in relation to land encroachment.

It is learnt through sources that this warrant is issued citing the reason that proper action was not taken by the Udupi district administration against thousands of acres of land encroachment including lakes. The special court has also noted that adequate and satisfactory answers were not provided for the notices issued by it.

The court issued this warrant on March 8, to the inspector general of police (IGP), west zone and the same is received by the office of the Udupi district police commissioner on March 9. Laxman Nimbargi, superintendent of police (SP) said, "We have delivered the arrest warrant that was received from the office of IGP to the DC, through the Manipal police station. The DC has to provide a bond of Rs 10,000 and also attend the court."

According to reliable sources, this warrant is bailable against a bond of Rs 10,000 and surety of one person by the DC. The DC has to compulsorily attend the special court at Bengaluru on March 13.

Priyanka Mary Francis, DC of Udupi district told the scribes that, "We have registered complaints in local courts against the land encroachment. However, the special court against land encroachment has issued a bailable warrant against me for the reason of not transferring these cases registered in the local courts to the special court. This has occurred due to the negligence of the Tahasildars. I never got summons. But now warrant is issued against me. I will attend the special court personally on March 13."

"I had instructed Tahasildars of respective taluks to provide me information with regards to land encroachment. However, none of them gave me the information that was asked. Now arrest warrant is issued against me." The DC added.

    Dr Priyanka Francis is one of the rare IAS officers India ever produced. As DC of Udupi district tried to control mafias -took every opportunity to help the suppressed. She stood above politics. The bureaucratic system in India is such that the DC of the highest caliber could also find it difficult to get the things done from the subordinates. Dr Priyanka Francis DC is doing her best to the people of the distand wish she will continue the good work irrespective of pulls and pin-pricks. Let us unitedly wish and pray for it.

    The institution which has been sitting quietly on the list of will full defaulter and Panama paper for more than a year are quite prompt in issuing arrest warrant on a honest officer, it is time the citizen have the right to question these people, why should they be immune to public scrutiny

    Dr. Priyanka Francis has made a mark due to her honest and straight forward nature. Udupi is fortunate to have this lady as their D.C. However, is this case she seems to be technically incorrect in blaming the Tahsildars who are her subordinates and answerable to her. Her contention that the information was not provided by them may not wash because she was within her rights to take action against them but for reasons best known to her, she did not proceed against them. Although she might have had her own reasons for keeping quiet, the court might hold her responsible for this lapse as she happens to be the district's chief executive and might have to own moral responsibility. Be that as it may, this development comes as a consternation to me considering the high esteem I hold Dr. Priyanka in.

    Being honest does it meean that you are not profited but you kept quiet on the inaction of the subordinates. It is the same case with former Defence minister, A K Anthony who did not procure defence equipment due to the fear of corruption involved in such deals. What is the use of being honest. Inaction of A K Anthony badly affected defense forces.

    Seniors are held responsible for the inaction of their subordinates. Mary Francis, without doubt is a honest officer, but may be due to pressure of the work not effective in controlling the Tahsildars. She can surely use this arrest warrant to tighten her administrative hold on the district.

    She is not like BJP TN Chief who put the blame of Periyar Tweet on his subordinate. Ms. Francis has the guts to face the consequences.

    The managerial staff at udupi city municipality haven't been transferred to different regions in years and have become highly corrupt individuals, thanks to political and builders support. .. They don't care for the DC who is a minority, a woman, and of kerala origin..not sure about other panchayaths in Udupi district .

    Our DC of Udupi is a honest and straight forward individual.
    She is one of the finest women leaders who is contributing to overall growth/development of karavali pradesh (Udupi/Kundapur)

    Arrest warrant must be issued to those inactive tahsildars of talukas....who needs to be sacked for disrespecting DC orders.

    I am sure she will come out of this legal wrangle and become bit more strict and tougher with those officials who are inactive.
    I support this DC wholeheartedly as she is a great example for women leaders

    Being a DC and if the Tashildars have not given you the report, then the DC has all the rights to suspend the Tashildars. Why was she sitting tight while the reports which was asked were not given ? DC is also equally responsible for this negligence. Just because she is honest and helps the poor, cannot neglet your duties. DC is the head of the whole district and it is his / her stand to ensure smooth flow in its judrisdiction
