Mangaluru: Irregularities at passport centre, staff attitude irks citizens

Mangaluru, Aug 13: It has come to light that the urgency shown by the staff of the passport centre in the city, which is under the administration of the foreign ministry of the government of India, is causing inconvenience to the general public, especially people who are illiterate and elderly.

In addition, it is also learnt that the staff of the centre is pressurizing people to buy passport covers, even if they do not want it. Though this high-handedness of the staff is occurring since a long time, the general public is afraid to bring the same to the notice of the higher authorities fearing backlash.

Generally, people apply for a passport through agents, paying them hefty commission apart from the usual fee that is prescribed by the government. The applicants generally arrive at the passport office a good 15 minutes before their appointment. However, the moment they step inside the office, they are facing utter confusion due to the urgency shown by the staff of the centre in getting the task completed.

People who are applying for a new passport are not aware as to what is the procedure to get it done. Their anxiety is further aggravated by the system of calling of the token number instead of name. The plight of the illiterate, women and senior citizens is the worst. They are not able to get the task done on their own due to the extreme urgency shown by the staff of the centre.

The staff does not even give enough time for the applicant to check the details before they submit the same online and also whether the photo has appeared properly or not. They are not allowed to take a proper photo if the one taken does not appear to be okay.

Pressure to buy passport cover, inadequate facilities

It has also come to light that the staff at the centre is literally forcing the general public to buy the passport cover, even if the applicant is not willing to buy the same. They show a chart and ask the applicant to pay Rs 350 or 400. If they are asked as to why an applicant has to pay that amount, they do not seem to give a proper answer and they do not allow the applicant to ask any further questions on the subject. The innocent public pay the money as asked by the staff in order to avoid any backlash or denial of further services of the staff. The people are saying that this is a kind of daylight robbery that is done by the passport centre. According to sources, there is a certain percentage of commission to the staff who are pressurising applicants to buy the passport cover.

The A, B and C blocks inside the passport service centre are extremely congested. There is no proper facility for people to sit. It is common to see elderly and illiterate people getting confused without knowing where are these blocks. If the said person does not report when the token number is called, he or she is made to wait for a minimum of half an hour. Due to this, it is common to see elderly people rushing even though they are not physically fit.

There is no proper arrangement for the applicants to sit outside the entrance door of the centre. There is a furniture shop adjacent to the passport centre and most of the people sit on the edges of the room as there is no other provision. It is a common scene to see the owner of the furniture shop shouting at people who are sitting on the steps and space in front of the large display mirrors of the shop. Due to the frustration of repeatedly telling people to go away from the front side of the shop, the furniture shop owner has put a board which says 'No one should sit in front of the shop'. However, the public still makes use of the available space as there are no other means for them.

Several organizations and political parties had staged a protest citing the irregularities of the passport centre and the egoistic attitude of the staff some time ago. People's representatives had also interacted with the officials of the passport centre based on the grievances raised by the general public. However, it seems this has fallen on deaf ears as no improvement can be seen on either front.

Let the centre be service-oriented

"Senior citizens, women and new applicants do not have suitable information with regards to the procedure at the passport centre. It has also come to light that people of a certain religion are looked down upon by the staff of the centre. The officials and staff show arrogance as this centre is under the control of the central government. This centre should be a passport service centre and not a centre to cheat people. There have been numerous complaints about the faulty system and the injustice that is meted out at this centre. Let the officers and staff of this centre provide proper information and good service to people," says a citizen.

Rafik, a passport agent of Uppinangadi says, "We take the passport fee and our nominal service fee from the customers and provide them service. However, we are receiving complaints about the urgency shown by the staff inside the centre and also pressurisation to buy the passport cover from the staff. The customers may lose their faith in us because of the lacklustre attitude of the passport centre staff. The officers and staff of the centre have to provide proper information and also give time for the applicants to understand the procedures."

    It's high time, we need a full-fledged passport office in Mangalore, passport must be issued in Mangalore. There are 4 international airports in Kerala and 3 passport offices. For everything we have to depend on Bangalore. This is total injustice towards Mangalore from Bangalore.

    I had applied for passport at Udupi- Bramavar Post office seva Kendra on 20 th july and it is under process. Here I had noticed no such things and staff are very well and co coordinating. Also no rush or long queue observed. All the work completed within 15-20 minutes. Documents verification also completed with in 10 min by the officer.
    Now ON line passport service can be used by any one and it is very easy and useful. If some one is not familiar with computer, they can take the hep of cyber centre. Normal pass port service cost is around RS 1,500.00 and Tatkal is around Rs 4,500.00
    My suggestion is better to go to Bramavar PSK . It is very near to Bus stand and no rush.

    At Mangalore , I had seen long que and heavy rush. People are standing outside of the building whether it is Monsoon or Summer.

    I purchased 4 passport covers , delivered only 3 . And filled with mallu and tamils other than their mother tongue they can’t spell out other languages.
    These are all because we mangaloreans interested in throwing stones and behind cows.

    How can we change our culture which has been followed for last 70 Years. The Scamgress created this culture . Poor people have been harassed all over India in last 70 Years. Daliths remained Daliths, Poor Remained Poor, No women empowerment, only Indira & Sonia enjoyed in last 70 years. We can' t change this in just 4 Years. Give us another 10 years

    There is nothing new in this situation. Every Govt. Dept. in india irrespective of state, has the same situation. Everyone from peon to clerk to officer need Tea Money. This is very common and need to be stopped. Good Governance to people should be provided without return for anything. There are lot of senior citizen's and school children who face harassment from such irresponsible officers.
    Mr. Kumaraswamy could make Karnataka a better place to live.

    Even i faced the same problem when 2 weeks back i had an appointment for my fresh passport. They were Forcing me to make photocopies even i had clear copies with me, and they forced me to buy passport cover. Even they made me to wait for 2 hours, due to staff negligency token no has terminated and they didn't even bothered to inform me i had to wait for such long time. I felt its worst than Aadhaar Service that time.. I gave nice feedback while coming out. someone has to take strict action against this attitude at passport office.     I had been to passport seva kendra in kasaragod. The staff are very friendly. It took 1 hour for the renewal procedure to be completed. Everything went well. I had a good experience.

    Is that mally lady still there? Extremely unproffessional. Very slow and speaks in malayalam. Imagine a central govt employee inr a senior post speaking in a regional language which most ppl dont understand !. There must be a feedback sys tem for staff.

    Passport Seva Kendra's throught India are managed by Software giant TCS Except for the last counter wherein a Govt officer will sit .
    It's highly unlikely that they will ask money
    Some Xerox vendors or peons may be the culprit
    Why these Agents are still loitering? Every thing has been made online

    There is no problem in the passport office or by the staff as mentioned in this report. If your documents are clear, no forged certificates or documents then no problem for anyone at all. Whole process will get completed within an hour. When people doesn't understand here itself the token number & can't identify a counter within a 1000sqft of psk office where everything is displayed clearly then what will they do & understand in foreign countries? Even a agent can't help such people.
    People go to agents, they charge them heavily & do not do their job clearly with document screening or online editing.... Don't blame the staff for your mistakes.

    When I had been to Pass Port office no body forced me to buy cover, they only informed that the cover is available. But the amount they charge is too much and not worth.

    1.definitely the attitude is bossy and not service minded
    2.there is all out effort to create more business to the Xerox center, if one goes with the online listed documents, the staff will ensure one takes few more copies of few more docs at the Xerox.
    3.when whole world is moving digitizer and biometric, do these people really file those documents?
    4.oh, they have limited talk, can dismiss people without explanation. I am sorry for being sectoral, but north Indian officers try their babudom, create an unfriendly environment which the lower level staff imitate.
    5. As someone rightly said, the men at the help desk are far better than women while helping.

    I congratulate Daijiworld for the good article and hope more articles come from Daijiworld regarding other Govt. Office’s in Mangalore it would be great job. Even few months back there was some article regarding the passport offices irregularities .
    The staff at the Mangalore passport office are rude and the article is not exaggerated one this is a fact. Surprising the ladies are rude and cheeky at the passport office. In the month of Feb. 2018 I had a tough time at the passport office Mangalore.
    Talking about the enquiry desk you should be lucky to get service at the counter because the staff at the desk is not there, and if there not well informed. It’s a miserable experience at the passport office Mangalore (helpdesk).
    It is a very difficult task for anyone who is not a tech savvy person. Earlier when we had a form to fill and submit it at the DC's office it was much better.
    Regarding the seating facilities no place to sit sometimes ABC process when there is a crowd inside the office. I only pray to the respective authorities to rectify the irregularities at the passport office Mangalore. The soft skills of the staff (few of them) at Mangalore passport should improve, they should know that they are enjoying their jobs because of the tax payers money.
    Guys, please refuse when the staff try to market their passport covers

    Not all but only less educated may require some guidance before approaching the counter. The business of selling passport covers must be stopped. Forcing aspirants to make photocopies even when they have copies must be stopped.
    This centre is more business oriented than service oriented.

    Just a week back gave passport for renewal. For me and my daughter both done in one hour.. dint face any harassment. The staff was quick and just sometime was taken as a required an extra xerox to be taken of passport front page.. there is the pblm of congestion inside the blocks as some ppl dint get their documents that were required plus the day i went in b and c block only one person was there but everything got over in one hour and got passport last wednesday that means 2 days

    Nice note by the editor, it’s become a business . Yes elderly and uneducated are treated very badly in other institutions too. I do remember an officer in-charge Bank could not speak /communicate in Kannada and she made her wait. Just few seconds work and wait for more than hour.
    So nice of you to bring things out.

    Passport Seva is the Government resource for passport service. Just google passport seva and you will get the correct URL for applying/renewing passport. If you read the instructions carefully and fill up the form correctly, it is very easy to get the passport.

    1. Fill up the form and upload it.
    2. Upload the required documents.
    3. Go to 'pay and schedule appointment'. Choose a date of your convenience.
    4. Provide originals on the date of appointment.
    5. You will get the passport within a week if there are no issues in your documents or your legal requirements. Police clearance is done before or after you receive the passport.

    Office they treat people cruelly
    Office is very much congested and for doing one document identified we have
    To go to 3 or 4 counters
    In UAE all is done in one counter
    It's difficult to go there with family no place to sit or stand to some times

    Last year we renewed our passport. I being Senior citizen entered without any appointment as we r eligible for free entry between 9 and 10 am. My spouse who had an appointment finished her job within reasonable time and without any problem. On line it is clearly mentioned what all documents r required and what all copies r required. Agents r just taking money and don't provide all the information

    i do not agree with the above. i got my sons passport renewed last week and its reached home this Monday. i was offered to buy the passport cover but i declined and was not forced to buy the same. agreed that the counters are bit congested but it is because most of the time people do not bring the required documents and then waste time begging for excuses. all the required information is available online and all forms needed are available as well. illetrate people can take helf from their litterate friends. agents are not required for passport.

    Even I got my renewed passport in a week . but I was forced too pay ₹ 500 to buy the leather cover which I never wanted to . They literally chewed by brains to buy the cover . People do not know things sometimes even literates will also fumble so just can’t tell them they are illiterates Mr Prasad . You might me be expert in Using Internet but many literates also do not know to use internet . In fact the illiterates bring more documents than required .

    Why do you blame the British. Because of good governce you can still see their legecy lingering in the beautiful strong bridges, landmarks and of course the same tracks of the railways used to commute by you. Not the sub standard kulur, suratkal and the pump well bridges which is a shame to digital modern India.
