Whatever happened to Saradha scam probe in Assam, asks Congress


Guwahati, Feb 4 (IANS): A day after West Bengal Chief Minister Mamata Banerjee confronted the CBI over the probe into multi-crore Saradha chit fund scam, the opposition Congress in Assam on Monday questioned the details of the probe regarding the Saradha scam in Assam.

Senior Congress leader and former Minister Pradyut Bordoloi on Monday said that while the probe has started in Assam and some prominent people have already been interrogated, the probe was stopped after the Bharatiya Janata Party (BJP) government came to power in Assam in 2016.

"The CBI had interrogated the Assam Finance Minister in the past and raided his house in Guwahati. However, things changed after he joined the BJP (Bharatiya Janata Party) in 2015. Ever since the BJP came to power in Assam in 2016, there has been no action in Assam regarding the multi-crore scam," Bordoloi told the media here.

"Is the CBI trying to protect the perpetrators of the chit fund scam in Assam? The agency has become a puppet in the hand of BJP," said Bordoloi, adding that former Director General of Assam police (DGP) Shankar Baruah shot himself dead in Guwahati after the interrogators started investigating the case.

"CBI had raided Baruah's house in connection with the Saradha chit fund scam a few days before he shot himself," Bordoloi said.

The former Minister said that the BJP parliamentary board in 2014 had come out with a list of allegations mentioning water supply scam from Goa to Guwahati.

"While the properties of former Goa Minister Digambar Kamat was attached, investigation has not made any headway in Assam since 2016," he said, adding that the CBI is being used for political black-mailing now.

    The Assam Congress unit must have forgotten the multi-billion 'Louise Burger' scam.

    The case has its roots in a July 2015 lawsuit filed against Louis Berger, a New Jersey-based consultancy firm, by the US Department of Justice (DoJ) under the Foreign Corrupt Practices Act (FCPA). Executives of the firm told a US court then that they and their consortium partners had – between 1998 and 2010 – paid bribes worth $976,6630 to unnamed “officials” in the Assam and Goa governments to corner water management consultancy projects.
    The erstwhile Congress government in Assam came under huge political pressure from the BJP to act on the allegations in the run-up to the then assembly polls. Since the Gauhati Metropolitan Development Authority (GMDA) project was reportedly decided by the Gauhati Development Department, whose minister then was the powerful Congress leader Himanta Biswa Sarma, the BJP took a public stand against him in an 11-page booklet on the allegations of corruption in the case.

    While Sarma, on August 29, 2015, jumped ship to the BJP, the Tarun Gogoi government, on August 7 that year, asked the state CID to register a case.

    Once into BJP, Himanta Biswa Sarma, the BJP’s 100% Strike Rate Man in North-East Achieved target of making northeast 'Congress-free'.
    Himanta managed to break the entire top leadership of the Trinamool Congress and the Congress to bring them into the BJP fold. He then went on to build an Assam-style alliance with IPFT (Indigenous Peoples Front of Tripura).
    If Congress is realistic in approach then they should have made 'Louise Berger' scam along with Citizenship bill. The party with most of his leader joined BJP is weak opposition and made Sarma 'Maneater' in North Eastern state for Congress.
