New Delhi:Saudi Arabia to invest US $ 100 billion in India, Haj quota increased to two lac


New Delhi, Feb 21 (IANS): India and Saudi Arabia on Wednesday condemned "in strongest terms" the terror attack on Indian security forces in Pulwama, called upon countries to bring perpetrators of such acts to justice and underlined the importance of comprehensive sanctioning of terrorists and their organisations by the United Nations.

The remarks on the UN sanctions regime during discussions between Prime Minister Narendra Modi and visiting Crown Prince Mohammed bin Salman came two days after the joint statement issued during the visit of the Saudi Arabian leader to Pakistan which had "underlined the need for avoiding politicisation of the UN listing regime".

However, the joint statement issued late on Wednesday did not mention Pakistan or Jaish-e-Mohammed (JeM) based in that country which had claimed responsibility for the Pulwama attack that killed 40 CRPF personnel last week. India has linked Pakistan with the terror attack.

However, Pakistan was mentioned in the context of "consistent efforts" made by Prime Minister Modi since May 2014 including his personal initiatives to have friendly relations with the neighbouring country, with the visiting leader appreciating the efforts.

The statement said that both sides agreed on the need "for creation of conditions necessary for resumption of the comprehensive dialogue between India and Pakistan".

Modi welcomed the announcement by Prince Mohammed to invest in the areas of energy, refining, petrochemicals, infrastructure, agriculture, minerals and mining, manufacturing, education and health potentially worth in excess of $100 billion.

Saudi Arabia had signed agreements for investment of $20 billion during Prince Mohammed's visit to Pakistan.

The joint statement said that both sides called upon all states to reject the use of terrorism against other countries, dismantle terrorism infrastructures where they happen to exist and to cut off any kind of support and financing to the terrorists perpetrating terrorism from all territories against other states, and bring perpetrators of acts of terrorism to justice.

The two sides also rejected any attempt to link this universal phenomenon to any particular race, religion or culture, affirming that the menace of extremism and terrorism threatens all nations and societies. Pakistan claims to be the biggest victim of terrorism.

India and Saudi Arabia also called upon all countries to renounce the use of terrorism as an instrument of state policy.

"The two sides also noted the need for concerted action by the international community against terrorism including through early adoption of the UN Comprehensive Convention on International Terrorism and underlined the importance of comprehensive sanctioning of terrorists and their organisations by the UN," the statement said.

They called upon all states to deny access to weapons, including missiles and drones, to commit terrorist acts against other countries.

"The Prime Minister and His Royal Highness condemned in the strongest terms the recent terrorist attack on Indian security forces on February 14, 2019 in Pulwama in Jammu & Kashmir," it said.

The two leaders agreed to constitute a comprehensive security dialogue at the NSA level and set up a joint working group on counter-terrorism.

Modi, in his remarks at the joint media interaction with the Saudi leader, mentioned the "barbaric terror attack" in Pulwama and said it was another manifestation of the danger posed by terrorism to humanity.

"We agree that to deal with it effectively, there is need to put all possible pressure on countries which are giving any kind of support to terrorism," Modi said.

Modi has had restricted, one-on-one and delegation level talks with the visiting leader. The two sides signed six agreements including Saudi investment in the National Investment and Infrastructure Fund.

The Prime Minister said it was extremely necessary to destroy terror infrastructure and to punish terrorists and their supporters.

Modi said there was need for an action plan to deal with extremism so that the youths were not misguided by forces linked to terror and violence.

"I am happy that Saudi Arabia and India have common thoughts on this," he said.

Prince Salman, in his remarks, said that extremism and terrorism were common concerns of the two countries and Saudi Arabia would fully cooperate with India.

India is keen to get JeM chief Masood Azhar designated as a global terrorist by the United Nations.

Asked at a press briefing later how the remarks of the two leaders squared up with Saudi-Pakistan joint statement, Secretary (Economic Relations) T.S. Tirumurti said he did now want to comment on it, but "if you are really looking at politicisation, you know who is politicising it".

Answering a query, he said the complicity of Pakistan in Pulwama attack was very much underlined during the talks.

He also said that no mediation was offered by the Saudi authorities.

On the defence front, the two leaders agreed to hold the first naval exercises "at the earliest".

Tirumurti said the visiting leader conveyed his appreciation of the Indian model which signified the ethos of inclusiveness, pluralism and tolerance.

The two sides expressed satisfaction at the first Joint Venture West Coast Refinery and Petrochemical Project estimated to cost $44 billion and both sides agreed to expedite the implementation of the project, which would be the largest green field refinery in the world to be implemented in one phase.

In addition, $10 billion through the Public Investment Fund and its technology partners, and other investments opportunities potentially worth $26 billion are being explored.

The two sides agreed to promote cooperation to prevent use of cyberspace for terror, radicalism and incitement to disturb social harmony.

The statement said that the Indian Government had agreed to increase the seats of Saudi Arabian Airlines "from 80,000 seats/month to 112,000 seats/month" and studies were underway to increase that number substantially.

It said that both sides looked forward to the integration of migration platforms of the two countries, viz., e-Migrate and e-Tawtheeq, to create a robust migration environment.

Saudi Arabia decided to increase haj quota from India to two lakh from the present 1.75 lakh and release 850 Indian prisoners.

India, he said, had decided to extend e-visa facilities to Saudi nationals.

The two leaders also agreed to enhance maritime security in the Gulf and the Indian Ocean Region.

Both sides agreed that regional connectivity projects should be based on universally recognised international norms including respect for sovereignty and territorial integrity of states.

Prince Mohammed, who arrived in the capital on Tuesday for his two-day first state visit to India, was earlier in the day accorded a ceremonial reception at the Rashtrapati Bhavan.

    India's budget and singing of invest deals have no accountability. Only open figures are released to the press.
    To date in the history of India despite successive government, there is no accountability neither budget breakdown nor on investment and country remains the same.
    It’s said in India, industries may become bankrupt but industrialists never suffer from bankruptcy. Likewise, the politician gets richer and the common man remains the same.

    If one goes back to the Gujarat investment during Modiji you will get see only Great Rann of Kutch.

Whereas I never praised Saudi Arabia for the investment also. These investments are requirements of both the countries. Any nation is not doing favour to the other when it is either investing or allowing the investment in its country. It is purely for the personal gains.     I don't know why you felt like I have a ego problem. Listen- When I was in my PUC, while I was walking on the street near my house, in Udupi one man who looked like a dalit man was riding a cycle and his slipper fell down. I picked that slipper in my hand and put it near his legs for him to wear it while he was still sitting on the bicycle. He was so shocked and acted so strangely at me. Later I realized why he felt so strange after I came to know more about caste system. Don't think I am just bluffing. I swear Allah for the truthfulness of this real story. Do you still think I can be an egoistic person.?

    Of course I don't own a oil field in Saudi Arabia. But I had the proposal of marriage from a Saudi citizen when I was working there. And she herself was earning 10,000 riyals and religious also as per my expectations. And I rejected that offer out of fear of staying away from beloved country. And I studied in India even both my parents were in Saudi in my childhood; out of love towards my country.
    But that does not mean that I would speak against Saudi without any reason.

    It doesn't appear so. I find a competitor to Mukesh Ambani in refining business at least. As per the reports, there is a Refining Plant project in the pipeline, worth 3 trillion Dollars(3,000 billions), with Saudi Aramco being the 50% investor.

    I really pity your poor knowledge on Haj pilgrimage.
    A Muslim can not take financial assistance from relatives or friends for Haj pilgrimage. There are many who accumulate penny by penny for a one time Haj at old age.
    When any government gives a subsidy for haj, it is not sympathy or aid. It is just to fulfill the desire of many unprivileged Muslims by reducing the cost of the pilgrimage, there by not compromising the tradition of not taking financial assistance from anyone.

    I am sorry brother. You have a little limited knowledge of the Haj Pilgrimage related issues.
    One can surely take help from other people for Haj journey as long as he is confident of repaying that amount in the specified time. But it is not allowed to beg for the Haj expenses. There are so many people who send poor people to Hajj by sponsoring the complete expenses of the latter and that is completely allowed in Islam.

    You too have limited knowledge on 5th pillar of Islam. Hajj is OBLIGATORY ONLY FOR THOSE WHO CAN AFFORD. Hence if you DO NOT AFFORD then don't go, as simple as that.

    Secondly Umrah and Hajj have become competition nowadays, someone performed Umrah, and if I do not perform, people will think that I am less fortunate that my neighbour or friend, For your information, taking care of one's old parents, feeding the neighbour if he is hungry, helping one's friend if he can not fulfil his basic needs, will fetch more sawab than performing Umrah and Hajj. If at all if one's neighbour is hungry, and if he/she performs Hajj or Umrah, even his/her Haj and Umrah will not be accepted.
    Nowadays constructing luxurious Masjids too become a fashion, even when it is not necessary, already the existing masjid is in good shape, can accommodate required number of people. We take it as pretig issue, forgetting the week parents, hungry neighbours who do not have sufficient money for their food, medicines, school fee. We should take care of them first then invest money to construct a Lavish Masjid.
    I am not against performing Umrah or Hajj, nor against constructing luxurious Masjids, my view is to first take care of one's parents, neighbours, friends then we think about these.

    Understand what exactly I told in my first comment. Did I tell that it is allowed to go for Hajj with no one to look after the parents. I just told told that it is allowed to go Hajj even if you have loan. Taking loan doesn't always mean you are in very bad financial status.
    There may be a condition where you may want to perform Hajj just immediately according to suppose the request of your parents because of their old age. And you had not planned for it. And if you currently don't have that much money immediately available in your hand but you are confident of arranging soon, and if you take loan from your friend To return that amount according to his conditions, there is no problem in going to Hajj with that loan amount.
    And performing Hajj for showing off as you said is not even accepted by Allah but is a sin in Islam. And taking loan to show off is nothing but fooling myself. Allah knows the best.

    Why false propaganda? Haj subsidy has been cancelled by the BJp government. And I am happy for that. No need of any false sympathy. In fact, technically, it was not at all a subsidy. It is like just a offer where one gets discount on an item for the bulk purchasing of that time. Like 1 kg washing powder = 100 rupees and 10 kg washing powder in 600 rupees. Is this called subsidy? If this is subsidy, then Big Bazar gives more subsidy than the Governments.
    However, I am personally against any form of spending of religious nature by the Governments, using tax payer's money.

I myself told that I am happy for stopping that so called name sake subsidy as I am against using taxpayer's money for any religious things. And you are telling me not to use taxpayer's money. By the way, I have already completed my Hajj Alhamdulillah very long back, even before my marriage, without tax payers' money. You also don't use BJp governments free trip to Jerusalem using tax payers' money, if you are from North East state.

    So far, Resident Identity is more than enough at Saudi.

    For your information, those who came 1970s , already there is Saudi Citizenship with Saudi Passports & not PR.

    Those, who give permanent residency , they want best talent's to permanent settle outside India & less population.

    I don't know what Bhakths will do now. They are already against partnering with Saudi or any other Gulf countries. Earlier it was only Crude oil. Now addition of so many things in Indian soil. But one thing they will tell for sure irrespective of the contribution of Modiji in his personal capacity- "Master stroke by Modiji."

    One thing for sure that if BJp were to be in opposition the same Modiji would have delivered hour long fierce speeches condemning the deal and would have blocked the roads in protest.

    Modiji is a Wiseman with business mind. He will serve best interest of India without worried about Saudi do business with us or not. It is best interest of Saudi to invest in India for their money to grow.charge them 30% taxes on income

    I know Modi is wise man. As he said, He can extract gas directly from gutter to prepare tea. He knows that there is nothing like environment change and we are just feeling so as we are becoming old. He only can spell STRENGTH as STREANH in China. He only knows that Mrs. is Em Aar Es. He only knows that 600 crores Indians voted for him( He knows that a Million means a Crore). There are millions of examples of his cleverness. I can't even catch up with him as I am an illiterate according to his standards.

    Under this wise man we are loosing more than a Crore jobs in a single year. What may be the reason?. He had promised 2 crores of jobs every year. We are in state of joblessness which is the worst in the last 45 years as per the government agency NSSO( National Sample Survey Office)

    Best interest of India? Why his best interest does not cover the Petrol prices? . Modiji is just another politician and its the great oratorship of him that makes him able to fool people again and again. If you compare his performance with the help of statistical data, he is very weak in almost all the issues.

    Modiji has shown that he is a wise man. Because he fooled the public by Increasing the fuel Prices, Allowing FDI even in Crucial sectors, Implementing GST, Implementing MNREGA. These all things were fiercely objected by Mr. Modiji when he was not in Power. Now every one knows that he is going exactly opposite to what is spoke earlier. This is the definition and illustration of a Politically wise man.

    If Modi does this thing, he is a wise man. If other political parties does that, they are selling the nation to the foreign countries. This is exactly what Modiji told when Congress wanted to have more Foreign Direct Investment in India long ago. Now he and his Bhakths are in the forefront to take the credit. If this investment is the way of development, why Modiji opposed the development of India for so long? Wah Modiji Wah. Ajab ka dimag paaya hai aap ne.
    Thum kare tho Balaathkar, hum karen tho Chamatkar. Thum kare tho Chaatookar, hum kare to Vyapar. This is what I can understand as the philosophy of BJp.

    Along with the release of the prisoners, the Foreign Ministry said Saudi Crown Prince Mohammed bin Salman has also announced the increase in quota for Indian Haj pilgrims to 2 lakh at the request of PM Modi.
