Mangalore, Feb 10: Karnataka State Human Rights Commission chairperson Justice S R Nayak on Tuesday February 10 alleged that governance seems to be a silent spectator as human rights violations have been occurring in Dakshina Kannada district. It would not have happened if the police department  and the government had taken these matters seriously. 

Addressing media persons here after inspecting human rights violation grievances, he said that a report would be submitted to the centre soon. “Government should not treat assault cases trivially. A  disturbing situation is prevailing in the district. Certain parts of the city are under besieged by fear. Dakshina Kannada has become notorious at the international-level for the constant violence”, he alleged. 

Justice Nayak pointed out that it is the bounden duty of the government, police department, non-governmental organizations, public, and the media, to douse the fire of violence so as to save the society. 

Expressing dissatisfaction about the police department in the district, he said that he is not satisfied with the assurances given by the inspector general of police about protecting the human rights of  citizens. He added that the police should trace the source of the violence and make sure that such incidents do not occur in future. “I have always been given assurances by the IGP here. I have strictly told the police that they are ruled by law, not by men. They should give moral assurances to the victims of the violence”', said Justice Nayak. 

Alleging that certain vested interests had developed amongst the police personnel in the district, he said  that many police officials here had not been transferred for many years. 

Talking about the threat against Valentine's Day celebrations by the Sri Rama Sena, he said that the Human Rights Protection Act 1993 and the Universal Declaration of Human Rights, 1948, clearly states in Article 16 that men and women of full age, without any limitation due to race, nationality, or religion, have the right to marry and found a family.

Nayak also stated that one cannot beat any person under any circumstances as per the Indian Constitution. Neither can an individual or an organization compel women to marry. “We have a written constitution. Indian culture is grounded by political civility, not by morality. India cannot be a democratic, secular, country if moral policing is allowed to continue”, he opined. 

Talking of the alleged fake encounter in the district recently, he said he could not question the two police officials who were involved in the incident. Justice Nayak refused to comment on the issue of  introducing media ombudsmen.

He also said that if an institution or organization makes any statement against the constitution, public policy, and interest of the country, it should be banned.

    Acharya deserves "Nobel peace prize" for his honest and sincere efforts in bringing peace and stability in coastal Karnataka, after allowing the Hooligans/extremists to go and attack women, churches, facilitate kidnaps and commit every sort of violence. I guess his plan was initially to create an unrest in the society in the name of religion, conversion and Indian culture. He allowed a free run of extremists to vandalize and commit violence.

    He promised them his support and also guaranteed a safe release and no harm from the police. He is a good actor too. He can act by doing lip-service and joy-riding and making some token arrests so that people like Shrinath Shet, Oman and Dr Kiran Acharya, India, and many supporters of Acharya can praise his honest service to bring peace. He did everything, starting from condemning the attacks, and making token arrests etc. to conducting peace meetings! Even the police force and bureaucrats are fanatic, and that was a great help for the attackers.

     They were having fun in jail. They celebrated after their release. It was always a reason for celebration. They got royal treatment for their brave act. To-date there is no strict action taken against church attackers. The democratically protesting folk was beaten by police barbarically, arrested the youth, man-handled the women. It was complete collapse of democracy and reigning superiority of autocracy. The fascist agenda is systematically implemented. It was a victory for government to meet its interests. The attackers roam freely as if they did nothing wrong, and they are ready to create turbulence in society once more.

    These organisatons are growing in popularity thanks to the generous support of state government and Police. Acharya, in the capacity of Home Minister, is held accountable for violation of law and order. He has a job to do. If he cannot act sternly, he deserves a honorable exit.

    Well said Justice S.R.Nayak...But I feel sorry for Nagesh Nayak(Bangalore)..Mr. Nagesh doesnt know what is wrong and what is right...Almighty show Mr.Nagesh and all the people who are creating problems in mangalore the right path. So that all the Mangaloreans can live in Peace..

    Acharya and your cottaries shame on you. You are home minister only for the name sake. When you cannot bring law and order in your own district, how the people of karnataka can expect justice from you. If you cannot handle the portfolio of home ministry, better you resign. Acharya still time is there, awake, arise and do something for the people of Mangalore.

    The government attitude towards Ram Sena will be indifferent even with the reports and findings of Human rights commission if published at the central government or in international organisations. Couple of suggestions for all of us citizens - We need to exercise the power of the judiciary by registering PIL's and other judiciary tools, which will strenghten the judiciary to take strong action against the communal forces rather than pinning hopes on a government which is in deep slumber and state of inaction till the next state assembly elections.

    Regarding the Police department, they are tied up and dance only to the political whims and fancies, given the fact that the formers bread and butter is at stake. India needs Reforms in Police Policies reducing thier dependency on the ruling party to a bare essential minimum a policy which is pending for the last 5 decades.. Will it happen? well we can make it happen. Anyways I have a feeling that the communal forces will be defeated conclusively by the secular beliefs on which India is built on. Way to go Mr Nayak.

    I think the efforts of Media is producing some positive reactions to the (women)Man Handling by Shriramasene.Karnataka Human Right Commission should take this matter to the end and stop these atrocities in Mangalore.Warning to the District Administration and Law enforcement is well justified. Daiji World has played its role very well.Keep vigilant Daiji.
