Mangaluru, Mar 8: The government has released a revised notification on Thursday temporarily relaxing the mandatory requirement of Urban Property Ownership Record – UPOR. It permits registration of properties in the earlier process till May 15.

The department had announced its decision to relax the rules considering the hardship faced by people soon after requirement of property card was enforced till now this year.

As not even 40% of property cards were issued in Mangaluru so far, people trying to register their properties faced considerable problems. In the circumstances, revenue department commissioner of survey, land records and settlement, Manish Muddil came to Mangaluru on request by in-charge minister and held special meeting with the deputy commissioner.

Manish Muddil had said that as there are technical problems in software involving UPOR and registration, the mandatory requirement will be temporarily suspended. The deputy commissioner had said that “Commissioner Manish Muddil will issue an order after he goes to Bengaluru and properties may be registered after that.”      

However, even after withdrawing the requirement in a meeting the official order was not received in Mangaluru for some time and officials in the registrar’s office were saying that registration will be possible only after receiving the order. Finally the revised notification was issued on Thursday.              

Deputy commissioner Sasikanth Senthil said that the process of receiving applications and documents for property card will continue. “Property card will not be necessary for registrations only till May 15. An additional office will be opened in the building to prevent congestion and additional staff will be assigned,” he said.
