Bangalore: Kumaraswamy, Nalin Kumar Among Nine Poll Winners with Criminal Record

Bangalore, May 18 (IANS): Sad, but true. Karnataka ended up electing nine parliamentarians with criminal record during the 15th Lok Sabha polls, a report by National Election Watch (NEW) reveals.

The report by NEW was done immediately after the polls results were out May 16.   

The report states that out of 28 Lok Sabha constituencies in Karnataka, nine seats ended up selecting politicians with criminal record. In the 2004 Lok Sabha elections, Karnataka elected four parliamentarians with criminal record.   

NEW is a nationwide campaign comprising more than 1,200 NGOs and other citizen led organisations, which have been working on electoral reforms, improving democracy and governance in India.   

"It is sad that around 32 percent of the elected representatives from the state for the 15th Lok Sabha have criminal record," convener of NEW, Trilochan Sastry, told IANS.   

"We've no personal grudge against any political party or leader. NEW is working on electoral reforms and trying to improve democracy and governance in India by sensitizing the voters," added Sastry.   

Of the 28 Lok Sabha seats in the state, the Bharatiya Janata Party (BJP) has won 19, Congress six, and Janata Dal-Secular (JD-S) three seats. No Independent candidate has been elected from Karnataka.   

All political parties have some winning candidates with criminal record, states the report.   

BJP tops the list with six winners with criminal record, JD-S has two and Congress has one.

   

The winning candidates who have criminal record include H.D. Kumaraswamy of JD-S from Bangalore Rural, Angadi Suresh Channabasappa of BJP from Belgaum, Katti Ramesh Vishwanath of BJP from Chikkodi, Nalin Kumar Kateel of BJP from Dakshina Kannada, N. Cheluvaraya Swamy of JD-S from Mandya, Ananth Kumar Hedge of BJP from Uttara Kannada, N. Dharam Singh of Congress from Bidar, Pakkirappa S. of BJP from Raichur and P.C. Mohan of BJP from Bangalore Central.   

"The cases against the nine winning candidates are of serious nature and fall under various sections of IPC (Indian Penal Code)," informed Sindhu Naik, member of NEW, Karnataka Chapter.   

Some of the cases against the criminal parliamentarians fall under section 295 (A) of IPC (Deliberate and malicious acts, intended to outrage religious feelings or any class by insulting its religion or religious beliefs), section 153 (A) of IPC (Promoting enmity between different groups on grounds of religion, race, place of birth, residence, language, etc., and doing acts prejudicial to maintenance of harmony), section 324 of IPC (Voluntarily causing hurt by dangerous weapons or means) and section 295 of IPC (Injuring or defiling place of worship with intent to insult the religion of any class).   

"Criminalisation of politics continues to be a concern, with an increase in the number of such MPs representing Karnataka in the 15th Lok Sabha," said Sandeep Shastri, senior political analyst.

    What qualification has got to do with serving people in zeal? Does Karunanidi, Mulayam, Lalu, RV paswan speak in English? No. What's the qualification of Soniajji? God only knows. Those who have doubted Mr.Nalin Kumar's capability to speak in English and Hindi, should first introspect themselves whether they can write a single sentence correctly in English? How many of you can read and write in our national language correctly. Respect public verdict even if it’s not of your liking. The majority religion is secular leading to split in votes. I also see the name of an Ex chief minister of the state from CONGRESS y no one is talking about him. by the way i would like to cut across party lines and say that why give a ticket in the first place to a person with a criminal record? why cant we as most of the developed economies around the world have certain guidelines in electin our reps? there should be a standard format. with required level of qualification and skills?? dont u guyz think the same Its a shame to our country that we such people.     Politics is the last resort for a scoundrel. This is a known fact and people have no choice but elect one of them. At times, the most criminal minded candidate get himself elected by using his muscle and money power. It is understandable that Mangalore these days filled with criminals and the political parties’ ultimate goal is winning no matter how and who is the winner. They need some noise makers also in the parliament, who can go down to the well of the house and shout slogans in front of the speaker which educated MPs cannot do.

    Secondly they cannot accommodate all educated people because educated people someday claim cabinet post which is next to impossible for any political party. MP’s with limited education will go to the parliament collect their salary, medical benefits, allowances, utilize travel benefits and enjoy air-conditioned accommodation (All from tax payer’s money) in Delhi. They will not create any headache for the party leadership which party leadership will enjoy.

    People from DK are rich they do not need anything from central government they don’t need anyone to represent them in the parliament. They do not have any problems to bring to the attention of the central government. Election is just a formality for them. Jai Ho Mangalore.

    The messages from several people posted here reflects the pathological hatred towards the BJP. Why no messages on the others. It is this biased attitude of you people that have resulted in the polarization of communities in UK, Udupi and DK. Setback and defeats in elections does not tantamount to writing obituaries to political parties. Defeat is another face of democracy. It is only a matter of time that the vanquished will rise like a phoenix with renewed vigour. Yes they did commit mistakes in the form or Varun Gandhi and Modi''s projection as a alternate leader. Mistakes can be corrected. Defeat does not end a party. On the contrary, the party will have to re-invent itself with some mass appealing ideas and work towards achieving their goals. Till then the only need is to dismiss all comments with the contempt it deserves. Dont forget that majority of the Hindus are secular in nature. Dont compel them to shed their garb of secularism. If the majority becomes communal then all hell will be let loose. It would be better for you people to express view justly and impartially. I hope the Daijiworld team would publish this message.

    In Kannada there is a saying Adike kaddru Kalla aane kaddaru kalla, but there is a difference in criminal records. From what is published in the papers that charge against Mr. Kateel is of a secondary nature - he was in the same podium when someone else gave a speech that was deemed objectionable. And yes, the charges against the Gowdas are really huge sums of money.

    More than 16 per cent among 5,573 candidates contested in the first three phases of Lok Sabha elections in the country were having criminal records. Their number is 909. According to the data released by National Election Watch, most major political parties had fielded candidates with criminal records, with top four parties being Congress (100), BJP (98), BSP (88) and SP (39). Among them there are 401 candidates charged with heinous crimes. Out of them Congress has 36 charged with these crimes, followed by BJP 35, BSP 32 and SP 25.

    Most of the states having candidates with criminal background contesting elections, while Bihar with 175 (27.13 per cent) is at the top with such candidates. It is followed by Maharashtra with 144 (17.84 per cent) and UP with 122 (17.30 per cent) and Jarkhan with 51 (30 per cnet). In the national capital Delhi, as many as 20 candidates, 13 per cent of total number of candidates 158 were having Criminal Records. There were 7 candidates who were charged with heinous crimes which include murder, attempt to murder, kidnapping, extortion, etc. In the first three phases as many as 862 (15.5 per cent) contesting are “Croropatis”.

    While Congress has 202, followed by BJP 139, BSP 95 and SP 41. Percentage of contesting croropaties has increased from 9 per cent in 2004 to 15.5 per cent in 2009. Maximum croropaties are contesting from Maharasthra 139, followed by UP at 118 and Andhra Pradesh 117. Among major parties, the average asset per candidate for JD(S) and TDP is at Rs 12 Crores, NCP is at Rs 5 Crores, Congress Rs 4.7 Crores, BSP at Rs 3 Croreres and SP at Rs 2 Crores. 9. 61.5% candidates have not furnished their PAN card details. In Delhi, 33 “Crorepatis” are contesting elections , of which 7 are from Congress, 5 from BSP and 5 from BJP.

    Percentage of contesting crorepatis is 28% in these elections in Delhi as compared to 9% in 2004. mong major parties, the average asset per candidate for BSP is Rs 113 crores, Congress Rs 7 crores and BJP Rs 2 crores. Two contesting candidates have d assets as zero, additional 4 have d assets of less than Rs 20,000.

    It is really sad even in modern times, India allows criminals to lead the country! Election commission should recommend certain criteria for nominations like: Minimimum Education: Graduation, No criminal record. Once criminal record is cleared, the prospective candidate should not be allowed to contest for minimum 3 years after clearing his name etc etc. But, if these reforms are brought, then, we may not have any candidates to run for the election!?? Only God can save our India.

    I presume readers here know many cases registered against BJP activists by Kharghe by misusing police during his tenure as home minister. Some even had twenty cases for attending demonstrations. Anyway this is the gift of congress rule over 50years. If they stand for betterment of the people, why they never made attempts to change election law to block people contesting with ongoing IPC cases? Where else we can find educationally qualified people like Doctors, Professors, Lawyers, CAs, Bankers, Industrialists, Administrators, Thinkers, Graduates, Biusinessmen, educationists etc choosing a 10th studied person with criminal record as their MP at Delhi!! ]

    Let us not forget to become a civil police constable you need to pass PUC, to become a second division clerk in a govt office you need to be PUC, to become a bank clerk , many banks insists a degree etc. Aren’t we –the great Dakshina Kannadigas – the most progressive people of 21st century?     As Mr Nalin Kumar told his only case to date is against his speech in Sullia. He told that he does not need vote from minorites which is the fact that anyways they have not and will no vote him. Its not a big crime compared swindling of thousands of croes of countries wealth by Gowda Family.

    In Karnataka when the politicians themselves are a big criminals so why not the other criminals will not setup a base in Karnataka? they too know that Karnataka is the best place in India to plan for criminal activities, it shows here that we the people of Karnataka are such a big fools to vote this criminal politicians....

    In my opinion NEW is not serious enough to put forward their recomendation to the Election Commision or to the People in time.After the election results they anounce that nine Parlimentarians of Karnataka have criminal record.Hence shall I call NEW as paper tiger.

    No use of blaming the winners. If our constitution allows them to contest the election then why question comes up after the election? Constitution should be amended to spit out the criminals atleast for the future reference. What a wonderful policy we have in our sacred mud?!
