The mosquitoes that transmit dengue breed in clean fresh water (not dirty water) .Of late people are using methods of storing rain water for rain water harvesting. This could be the reason for the alarming rise in dengue cased. Also the method is unscientific and unnatural as rain water has to really pass through are large thickness of earth to recharge ground water.
