Udupi: DC warns of action for delayed disposal of 'Sakala' applications

Udupi, Aug 29: "This district is treated as a model in the entire state. However, I observe that there has been inordinate delay in disposal of applications under 'Sakala' scheme. The officials who are found responsible for the delay in disposing off Sakala applications would be acted against," warned deputy commissioner of the district, G Jagadeesha. 

He was speaking at a programme meant to provide training to the officials on automatic process of seeking reasons online, and district level nodal officials, held on Wednesday August 28 at the Vajpayee auditorium. 

He noted that the district was in first place during July and August, and tenth overall as far as accepting the Sakala applications is concerned. For the state as a whole, the district is in fourth spot, he noted and exhorted the departments to strive to provide services to the people within the prescribed time norms. 

The deputy commissioner expressed resentment on observing that only 400 services were provided via 'Sakala' scheme in 158 gram panchayats of the district during the month of July. He noted this is a small figure in comparison and asked the zilla panchayat officials to properly issue directions to all the gram panchayats. He said that there have been cases in which services identified for 'Sakala' are being provided directly without bringing them under 'Sakala'. He warned that the officials who receive and dispose off such applications would be suspended from service. 

He said that that the notices seeking reason for non-disposal of 'Sakala' applications will henceforth be sent online to the officials concerned. He said that the officials have to provide justifiable reasons for the delay within seven days failing which applications would be filed to the competent authority to take action online. If the concerned are found guilty, the penalty amount would be directly deducted from the salary of the officials, and software for this purpose is planned to be implemented this month. He asked the officials to contact the concerned and get the problems rectified if they plan to point towards technical reasons. 

He said that the officials who dispose off applications within the time limit would be identified and online appreciation letters would be issued to them. 

Jagadeesha said that after the district got first place in 'Sakala' disposal, the administration is thinking of providing different services at the door steps of the people. He informed that a similar system is in operation in New Delhi and that model is proposed to be adopted in the district. He asked all the departments to take added interest for the successful use of Sakala scheme. 

Kundapur sub-divisional officer, Madhukeshwar, was present. District Sakala consultant, Chetan, provided the training. The deputy commissioner on this occasion, presented appreciation letters to 160 officers from 29 departments for disposing Sakala applications within the time limit.
