Unique 'Property Cards' for Mangaloreans
Mangalore, Apr 1 (DHNS) : If all goes well, Mangaloreans are going to get unique ‘property cards’ in a year. The property cards will be issued after a ‘city survey’ which will be done under the Urban Property Ownership Records (UPOR) project of the State government.
Revealing this to media persons here on Thursday, Deputy Commissioner V Ponnuraj said Mangalore is one among the five cities in the State selected for the UPOR project. The other cities are Mysore, Hubli-Dharwad, Bellary and Shimoga.
The city survey is being launched as an obligation of the Commissionerate of Survey, Settlement and Land Records under the provisions of Karnataka Land Reforms Act of 1964, he said.
PPP model
The city survey will be done under public-private-partnership (PPP) model, according to which a private agency appointed through bidding, will be carrying out the activities of implementation in a phased manner. The Navayuga Spatial Technologies Consortium is the private service provider in Mangalore, which will operate the project for six years in a BOOT model (Build, Own, Operate and Transfer), the DC informed. The entire field work will be done by the private agency while the validation will be done by the government. Deputy Director of Land Records (DDLR) will be the focal authority, he added.
The UPOR project will be nothing but “a process of confirming the presumptive property title and providing a conclusive property title of all urban properties” as mandated under the Land Reforms Act. The project will create a comprehensive database, both spatial and non-spatial, of al properties in Mangalore.
Focus area
Ponnuraj said the project is being undertaken in the limits of Mangalore City Corporation (MCC) consisting 32 villages out of the total 118 villages in Mangalore taluk. In fact, the project has been commenced in Mangalore in December 2009, and the private service provider has already created the initial ‘control network’ necessary for conducting the detailed survey of properties. The members of the public can expect the property cards in a year, he said.
The property details will include the spatial details, i.e., the built up area, number of floors and the rights on the property, ownership, mortgage, lease, easement, history of transactions on the property. Even the families living in flats are going to get these unique cards, he said.
Survey process
As the first step of the process, a notice will be served to each property owner in the MCC limits, which will follow collection of documents related to the property to assist in establishing the ownership details. Identification of property boundaries, measurement of property coordinates, and title enquiry to finalise the ownership of the property will be the steps followed prior to the issuing the property cards.
The City has been divided into four zones and 17 sectors for the survey convenience. As many as 67 primary control points, 160 secondary control points and 8,323 tertiary points have been established for referral purpose, the DC explained.
Answering a query, he said that since a good number of people owning properties in Mangalore are working in foreign countries including the Middle East, it would be a longer process to serve notice to them and carry out the enquiries. “But everybody will get an opportunity to make his claims, if any,” he added.
