Bengaluru, Dec 10: The anti-cow slaughter bill which was approved by the state assembly on Wednesday has some very tough provisions. Once the bill is approved by the legislative council, it becomes law after the governor gives his assent. The proposed law has some provisions like three to seven years imprisonment for cow slaughter, fine of Rs 50,000 to five lac for slaughtering the cow for the first time, fine of Rs one lac to Rs ten lac with seven years’ imprisonment for second or more similar offences.

The government has been vested with power to levy cattle transportation fee, draft rules and to give permissions. The state government has been vested with powers to formulate rules about the procedure to manage cow shelters by the local administration. The government also gets power to collect levy for cattle protection. Sub-inspector level officers will be competent authorities. They can conduct raids, scrutinise and take cattle into possession.

After taking into custody the accused, the case will be handled by the sessions judge. The confiscated cows can be auctioned. If the charges are proved, the cow, vehicle transporting it and land can be impounded. No steps can be taken against people making efforts to protect cows. She-buffalos and buffaloes aged above 13 can be slaughtered but certificate is necessary and permission from the authority needed. Cow shelters can be run by only those institutions that are registered under the Karnataka Societies Act.
