Mangaluru: Public demands legal support for employment of locals in PSUs

Mangaluru, May 29: The public is urging that the state government has to form a supplementary Act in order to provide employment to locals in Public Sector Undertakings (PSU) including Mangalore Refinery and Petrochemicals Limited (MRPL).

There is widespread accusation that the locals have not got opportunity in the recent recruitment that was done at the MRPL. There is no provision in the present law to provide any solution to stress on local employment or set right the accusation of discrimination in PSUs.

There are many companies who have acquired thousands of acres of land in the districts of Dakshina Kannada and Udupi. There is accusation that these companies cite the excuse of rule in the matter of providing employment for locals. In the recent recruitment drive that was held at MRPL only 13 people from Karnataka are selected out of the 184 positions. And, according to the news circulating on the social media, out of the 13, only three are from coastal districts.

Though there is an unwritten rule that at least 70 to 80 percent of employment should be provided to Kannadigas in PSUs that are functioning in the state, it cannot be strictly implemented or demanded as there is no law made in this regard.

Kannada Development Authority has written a letter to MRPL objecting the non-preferential treatment of Kannadigas in the recruitment. It has also urged to withhold the current recruitment as per the information provided by T S Nagabharana, president of Kannada Development Authority.

The administration board of MRPL says that many matters are proposed by the MP and district in charge minister with regards to the recent recruitment drive that is held in the company. So the same is being investigated through chief discretionary officer.

The administrative board of MRPL says, “MRPL has contributed a lot to the development of Karnataka. In the non-administrative section of the company more than 90% and in total 70% of employees of the complex of company are from Karnataka. In the second grade work force, more than 80% are from Karnataka. In addition, locals are given preference in traders, suppliers, contractors and advisors of the company. The company is also giving local aid in the form of Corporate Social Responsibility (CSR).

Further, a press release from MRPL has already clarified that their recruitment process shall be binding to existing laws as per DPE of the central government.

District in-charge minister Kota Srinivas Poojary says, “Instructions are given to withhold the recruitment that is done recently in MRPL. In the cabinet meeting that was held last year it was decided to offer 75% of employment to locals. After knowing whether an act is passed in this regard and also after knowing the decision of the state government action will be taken in the next two days.”

    Manglore educated & experienced people must be considered on priority basis without cast & creed. If the jobs are not open , received applications can be kept in pending files & whenever need them can be call back. Due to lack of jobs local educated people migrating different. Places.     The Locals need to ask themselves ...do they qualify and have the required education and have the skill sets which is mentioned in the Job description. You cant expect a plate of meal infront of you unless you are qualified enough .. Yes you may reserve those menial jobs for the locals ..other high end and technical jobs should be based on Merit ,honesty ,attitude and ability of the candidate . If there is a tie between a local and external candidate then they may choose the local. The locals here are good only to eat Kori -Rotti ,Fish ,pork ..drink beer etc .. They want easy money without doing any hard work ..IF you pay them one full months salary ,next day they are not to be seen for the next 7 days..they will be drinking and sleeping under some bridge. These days just graduation is not enough ..you have to think through and find that value by reskilling and upskilling in various fields that can land you in a job.

    Not surprisingly, jobs in Restaurents in various departments staring from catering, cleaning and maintenance have people from West Bengal, Orisssa and Assam. Do these politicians and leaders assume that the above jobs were not available for locals. Either locals found these jobs " unworthy" of them or unbecoming of them to serve! Even menial jobs for unskilled work sees persons from northeast and other states being employed here. We need to question ourselves why locals have not sought employ here more so , as almost all restaurents have been started by local entrepreneurs.

    Whoever gave their land, they have sold their quota of job to others for Rs 5 -10 lakh per job. Local people also equally responsible for this mess in MRPL. Simply blaming MP/MLA are not going to work because they not concerned at all local people’s well being... see the Roads. The route cause is people who chose blindly on hindutva ideology and voted N kateel n shoba plus some MLA/ local corporators (across party line).

    Law & Act, all are protecting themselves with these two words. Why there is no common sense that locals should be given preference in jobs? Land losers should be given first preference. We have been fooled by everyone by saying "DK & UDUPI people are wise , intelligent". If we are wise & intelligent, we should get jobs at first place.

    Majority of the people are telugu in MRPL. Why only public sector why not hire locals in pvt sector like Udupi power. There are hardly any locals in Adani power padubidri. When they use the land and resources they should also make sure that locals are benefitted in terms of employment
