Bommai govt to face its first legislature session from Sept 13

Bengaluru, Aug 19: The newly formed State Government under the Chief Ministership of Basavaraj Bommai will be facing its first legislature session from September 13.

The State Cabinet at its meeting held in Bengaluru on Thursday, decided to hold the legislature session for 10 days from September 13 to 24.

As the State legislature has to meet within a gap of six months, both houses of Karnataka legislature will be meeting from September 13, Law and Parliamentary Affairs Minister J C Madhuswamy told reporters after the Cabinet meeting.

The budget session of the State had ended in March and as per the Constitutional requirement, the legislature has to meet before the end of September.

It may be recalled that the Opposition Congress has been demanding the State Government to hold the legislature session to discuss issues related to handling of the COVID-19 and floods by the government.

In his maiden Independence Day speech, the Chief Minister had announced 11 new schemes to mark India’s 75th Independence Day. Of the 11 schemes, the Cabinet approved funds for seven schemes at its meeting on Thursday.

The State Cabinet approved Rs 75 crore for implementation of the Amrith Gram Panchayats scheme under which 750 gram panchayats would be taken up for development projects, including installation of streetlights, supply of drinking water to each household, 100% segregation and disposal of solid waste, use of solar power, schools with digital libraries. Each GP would be given Rs 25 lakh, Madhuswamy said.
The Minister said the State Cabinet approved Rs 225 crore for the implementation of the Amrith Farmer Production Centres Scheme, Rs 75 crore for the Amrith Nirmala Nagara programme would be implemented in 75 urban local bodies and Rs 75 crore for the Amrith School Infrastructure Programme, Rs 75 crore for the Amirth Self-Help Micro-Enterprises scheme and Rs Rs 150 crore for Amrith Health Infrastructure Upgradation Programme.

A total of 750 government schools would be identified under the Amrith Community Development Programme and each school would be given Rs 10 lakh each.

It also approved the Karnataka State Mental Healthcare Rules 2021, for implementing the Mental Healthcare Act, 2017 of the Centre, and providing for mental healthcare and services for persons with mental illness.

Under the rules, a State Mental Health Authority would be constituted. The government has constituted a committee of health experts for drafting the rules for the State’s mental authority, Madhuswamy said.

The authority maintains a register of clinical psychologists, mental health nurses and psychiatric social workers registered to work as mental health professionals and publishes the list of such registered mental health professionals.

A sum of Rs 12.48 crore has been approved for construction of the Mini Vidhana Soudha at Alanda in Kalaburagi district.

The Cabinet approved Rs 73.73 crore plan for solid waste management at Pachanadi in Mangaluru City Corporation Limits, the Minister said.

Madhuswamy said that the cabinet has decided to distribute sanitary napkins of girl students of government and aided schools and colleges in the state at a cost of Rs 47 crore under the “Suchi” programme of the Health and Family Welfare Department.
