Three booked for forcing Dalit employee to clean manhole


Bengaluru, Dec 21 (IANS): Three staffers working at a reputed hospital in Bengaluru have been booked for forcing a Dalit employee to clean the manhole to unclog sewers, police said on Tuesday.

The hospital housekeeping supervisor D. Raja, Gilbert and the administrator have been booked under Section 3(1) (J) of the SC/ST Prevention of Atrocities Act -1989 and sections 7,8,9 of the Prohibition of Manual Scavenging and Rehabilitation Act -2013.

The action had been taken as per the complaint of Karnataka Samata Sainik Dal and Madhusudhana K.N., assistant director at the social welfare department on behalf of 53-year-old victim Daivadeenam.

The victim is a permanent employee and has been working at the hospital for 21 years. Daivadeenam was asked to lower himself into the manhole and clear sewers. When he refused, he was threatened with termination of his services by the accused persons.

The management had also told him that it was his duty to carry out manual scavenging. Daivadeenam had to unclog the manhole though he was at risk. Later, he approached Samata Sainik Dal and a complaint was lodged at the Halasuru police station in Bengaluru.

    About sixty years ago, in Mangalore, Daliths were made to carry human excreta on head and load it to truck which is called "Peetha lorry". This was the most inhuman act I have seen in my lifetime. This was because of their caste. They were suppressed by so called upper caste. At that time, Christian Missionaries have converted a few, educated and uplifted them with better jobs. Christians embraced them as fellow human beings.

    Sometimes, one may ask why only Dalits are employed to do this type of work. In Mumbai Municipality. there are a large number of Dalit employees and all are not sweepers, but, all sweepers there are Dalits. Why, during unemployment, people of other castes and other religions are not willing to do sweepers job ? They are willing, but Municipality employs only Dalits to that posts, because there is an agreement with Sweepers Union that these jobs are reserved for Dalits. Dalit's Union want their people to do this job than their members staying unemployed. In Bandra Leather Institute, they invited applications for leather training course and my relative applied and got very high marks in written test, but he was not given the seat, because, someone told him, the course was reserved only for Dalits, but, they did not want to make known while giving ads. This is the reality in India, whom to blame ? Here, if this Dalit is employed as a sweeper, he is expected to do such job. Looks like he does not hold a sweeper's post, in such case, the people should not tell him to do it ,just because he is Dalit.

    In a Cosmopolitan City like Bangalur there could be specialized and professional drain/man hole cleaning companies with right equipment and robotics meant for such jobs. Forcing a staff because he is a Dalit and low grade employee is beyond any one expectation. Such a reputed private hospital and they must act diligently to safe guard their reputation. Besides the man holes usually are contaminated and air pollutants and poisonous gases keep generating inside. This should be the job of a professional company and who have proper expertise to carry out job.

    India is in space age but our culture is stuck to the original source of class & creed differences still. All the SC/ST Prevention of Atrocities are only the rules book. This may not eradicate even until t end of times. Speeches & preaching only to listen from one side leave from the other. Lucky those who wee converted and are living with prestige and respect in the community as so and so.

    Harish,Mangalore. I think he wanted to say Gilbert syndrome. That is associated with fluctuating levels of bilirubin in the blood. The levels may increase with stress, strain..

    Let us accept first generation converted are neither there nor here. Their fate is pity as they can't adjust here and are rejected by their earlier fellows. Please remember only uneducated or less educated only convert who remain so even after few generations. In reality they are not uplifted but only their names change.
