Govt makes harness, helmet mandatory for toddlers riding on motorcycles


New Delhi, Feb 16 (IANS): The Ministry of Road Transport and Highways on Wednesday made it mandatory for kids aged between nine months and four years to wear a crash helmet and a safety harness while they are being carried on a motorcycle.

The rules will come into force after one year from the date of publication of the Central Motor Vehicles (Second Amendment) Rules, 2022.

"This has been notified under Section 129 of the Motor Vehicles Act, which mandates that the Central government may, by rules, provide for measures for the safety of children below four years of age, riding or being carried on a motorcycle," the ministry said in a statement.

The government also made it compulsory that such motorcycles cannot be driven at a speed more than 40 km per hour.

Safety harness is a vest to be worn by the child, which shall be adjustable with a pair of straps attached to the vest and forming shoulder loops to be worn by the driver. This way, the upper torso of the child can be securely attached to the driver.

A feature by which this is achieved is by attaching the straps to the back of the vest and crossing the straps over the vest so that two large crossing-over loops are formed that pass between the legs of the passenger and the child sits on the seat of the two-wheeler.

The ministry further said that the protective gear, including safety harness, should be light weight, adjustable, waterproof and durable.

    Wish we had a system where ministers and officials can be taken to task for not doing their jobs... government irrespective of the party is quick to impose all kinds of rules people but what about very poor roads... in mangalore city there are so many roads which are so bad ... who will be punished for such a bad job at work??

    get a life man! don't criticize every law the government brings. Its for the safety of kids. Hypocrites will follow every law to the T when they travel to middle east, but show lackluster attitude when following law in India or criticize.

    In Udupi district the driver of the two wheelers are not wearing helmets,how comes forming rules for children. Even ladies do not wear helmets whil dropping their children to schools.

    The biggest bane of the roads is persons who drive on the wrong side of the road. They actually cause accodents of the people who are driving right. Nothing is ever done by the traffoc police to nab them. Not wearing helmet may harm the rider but driving on wrong side may kill or injure another.

    must be the manufacturers of those items must have cut a percentage deal with the concerned minister of govt.....no uniformity in rules....in land of monkeys even the pillion has to wear helmet...just 60 kms away in Udupi not required...what tulgak durbar???

    behenji.... if it is true..why no helmet for pillion in Udupi but needed in mlore? what about road conditions? do you seriously think that the govt is bothered about the life of public? this is just commission decision and not for the safety of public..

    Biggest joke I see a lot of two wheelers without helmets in my area traffic police are not even bothered. If strict fines are implemented we can achieve a record in monthly collection but no one is interested
