Udupi, Feb 19: Supreme Court judge Justice Abdul Nazeer on Friday February 19 said that the fact that the country needs separate POCSO courts is not a desirable development. "Despite of 75 years of independence, pendency of cases in court is increasing. Something is fundamentally wrong. There is something wrong in the thought process. Let us focus on delivering quick judgement and make the judicial system efficient and cost effective," he said.

He was speaking after inaugurating the newly-built third floor of district sessions court here on Saturday.

"Literacy is very high in Mangaluru-Udupi region. People here are very particular about judgements, and no one can manipulate them regarding cases," he said.

He urged minister C C Patilto provide a building for the Bar Association in both the districts. "Advocacy is an intellectual job. The Karnataka government is supportive in providing infrastructure to district courts," he added.

"The stability of a society is reflected in the rate of disposal of civil and criminal cases. The judiciary is facing two problems - docket exclusion and docket explosion," Justice Nazeer said.

"I am always happy to come to Udupi. It is a land of divinity," he said.

Chief Justice of Karnataka High Court Justice Ritu Raj Awasthi addressing the gathering said, "Udupi is known as a temple city. The Ashta Maths are around the Krishna Math. There are many historical places in Udupi and Barkur."

Karnataka high court Justice Rangaswamy Nataraj, who is also the administreative judge for Udupi district
affairs and legislation, said the judiciary needs good infrastructure for its smooth functioning.

Minister for public works department C C Patil, principal secretary (law) T Venkatesh Naik, principal district and sessions judge Subramanya J N, chief engineer of PWD central zone Kantharaju B T and others were present.

Subrahmanya J N welcomed the gathering while B Nagaraj, president of Uudpi Bar Association read the report. Ronald Praveen Kumar, general secretary, Udupi Bar Association proposed the vote of thanks.

The courts are permanently over-burdened. It often takes more than 20 years to close the cases. But if 20% of the cases are allocated to the local/religious folks, the justice system will be efficient. No lawyers should be permitted in the local/religious adjudication of the minor cases.
