PM says CVC Appointment was Error of Judgement, Owns up


New Delhi, Mar 7 (PTI) : With Supreme Court sacking P J Thomas as CVC, Prime Minister Manmohan Singh today described his appointment as an ''error of judgement'' and told the Lok Sabha that he accepts ''full responsibility'' for it. 

He said the government respects the Supreme Court's verdict and would consider the guidelines given by it in appointing a new (CVC) Central Vigilance Commission.
"I have no hesitation in repeating what I said in Jammu. Obviously, there was an error of judgement. I accept full responsibility for it," Singh said.

He stated this when Opposition created an uproar after his suo motu statement had no mention about responsibility and contained only the sequence of events beginning from the appointment of Thomas as Central Vigilance Commissioner and its annulment by the Supreme Court last week.

In his statement earlier, Singh said, "we accept and respect the verdict" of the Supreme Court on March 3 and that the government would take into consideration the court's guidelines/directions while appointing a new CVC.

He noted that the meeting of the committee comprising the Prime Minister, the Home Minister and Leader of the Opposition to choose the CVC took place on September 3 last year and recommended the name of Thomas for the post.

Leader of the Opposition Sushma Swaraj gave a dissenting note, Singh recalled.
After Thomas' appointment, two public interest litigation petitions were filed in the Supreme Court challenging the appointment and the court quashed it, he said.
As he sat down after reading out the statement, the Opposition members vociferously expressed dissatisfaction.

Swaraj said she was "surprised" that the Prime Minister had not said even what he had stated in Jammu on Friday last about owning up responsibility for the CVC appointment.
"The statement made by you today is different from what you said in Jammu.... I was expecting that you would say the same thing in Parliament (what was said in Jammu), that you will own responsibility (for CVC appointment)," she said.

The Leader of Opposition noted that in Jammu, the Prime Minister had said that during a long tenure, some mistakes do take place and the appointment of CVC was one such mistake.

"I had immediately responded after that statement. I had said that the matter should end now. But I am surprised that you did not say here even one of those things which you said outside. You should say in the House whatever you said outside," she said amid chants of 'shame shame' by her party colleagues.

Left parties were not satisfied by the Prime Minister's contention that it was an "error of judgement".

Basudeb Acharia (CPI-M) said the Prime Minister should explain how the error occurred. There was no response to this and finally, the Left members staged a walkout.

    The Judgement of CVC appointment by PM even though accepted as an error, it has to be refered to the concerned and looked into whether intentional or human error being
    unitentional and allowed to be
    discussed and if intentional PM has to vacate his position in dignity.

    Poor PM Sri MMS has proved it , time and again, that he is the weakest PM our country has ever seen. How shamelessly he is saying that it is an error of judgement !!. If so, how he can rule the country.He and the HM- P Cidambaram have deliberately overruled the strong dissent note of Smt Sushma Swaraj regarding the appointment of PJ Thomas as CVC. And now, how it can be an error of judgement?.Perhaps, his judgement that there is no one above the SUPER PM/UPA chairperson is the ERROR. If such blatant misdeeds and the rampant corruption continue unchecked, Egypt and Libiya will not be far off.

    It is not a error of judgement.It is Congress style of rule.I feel sorry for the Prime minister.His position is Like"KESARINALLI KAMALA."and in Karnataka it is "KAMALADA MELEY KESARU.

    The cvc was appointed by keralas IAS officer from PMO,defence.and home ministers.These are all corrupted secreteries.First get ride of these people.what was happened to IPL when kochi team entered!!!!!

    Error of judgement cannot be accepted in appointments such as CVC. When even an ordinary application for electricity connection, water etc is scrutinised with loot of scrutiny, it fails one's comprehension as to how such an important post can be made out of error of judgment. The PM should spell out what was the error and where the judgement went wrong. The Home Minister should also explain to the country as to what made them choose Thomas when the Leader of Opposition pointed out to the criminal case pending against him.

    What were the remarks made by the other two members while over ruling Sushma swaraj. Even a class IV employee in a govt department is chosen after a thorough scrutiny of his antecedents and credentials. The PM's statment is therefore untenable and he cannot be allowed to get away with it. In future what is the guarantee that he will not make MORE SERIOUS ERRORS OF JUDGEMENT ?. Let him quit in view of the stricutures passed by the Supreme Court in this matter.

    The committee consisted of 3 members, 2 from the government and 1 from the opposition. If the opposition gave a disenting note, it should have been taken seriously as there was no meaning in having an opposition member and not respecting the person's views. Anyway, we learn from our mistakes and we needed a judiciary to point out the mistake!

    PM literally meant he is a LOSER and nothing else ,when he said Error of judgement. What happened to his huge bundle of knowledge he gained , seems to have been drained by his super boss, Sonia!!! Its a big blot to the whole nation for accepted as our PM.
