Mangaluru: Police commissioner releases order on strict guidelines for PGs, homestays

Mangaluru, Dec 24: Police commissioner N Shashi Kumar took out an order on Friday making strict rules for paying guest (PG) accommodation, hostels and homestays under the limits of police commissionerate of Mangaluru.

Owner and partners who run hostels, homestays, paying guest service apartments, commercial purpose guest house, lodges and boarding run by educational institutions should mandatorily take permission from concerned departments.

The name, address, telephone number, identification card and register book of the organization should be mandatorily produced every year to the office of police commissioner and local police station.

If overseas students are residing, their details need to be given within 24 hours with passport and visa details. Even when they vacate the place, the matter needs to be brought to the notice of the police.

CCTV of high quality need to be installed in the accommodation. One of the cameras must face main door and main road. Footage of CCTV camera should be kept for minimum of 30 days. Whenever the station officers ask for, the same needs to be produced.

Action should be taken to prevent any crime, narcotic drug usage, illicit activity or any activity against the law.

In all PG accommodations, except guests of Mangaluru city limits, police clearance certificate needs to be obtained from their native place.

Concerned people should take responsibility of security and safety of students. An undertaking to this respect should be given to local police station.

    First step to submit a documents to police department, reviews and verification needed. Then require to develop portal. Each owner should have ID number were they can update day today requirement of police department. Paying guest, personal information make mandatory to keep confidential. Good move by police department... to be strictly implementation needed.

    Whatever Police commissioner has told ok, but I don't think this measure will not solve any problems. Because any one who wants to commit any terrorism activity , I think he will not stay in PGs or Homestay. They will prepare their plan long back and they stay in rented houses or flats. So our Police Commissioner must take following steps to control. He should issue a circular in news papers and announcement in the local TV Channels That " THE OWNERS OF THE FLATS , INDEPENDENT HOUSES, MUST SUBMIT THE DETAILS OF THEIR TANENTS ALONG WITH PHOTOS AND COPY OF THE AADHAR CARD WITHIN 15DAYS. TO THE NEAREST POLICE STATION WHERE THEY HAVE RENTED THE FLATS OR HOUSE. IN EVERY APARTMENTS PRESIDENT AND OFFICE BEARERS MUST CHECK AND SEE THAT THE DETAILS HAVE SUBMITTED TO NEARBY POLICE STATION, OTHERWISE THEY WILL BE HELD RESPONSIBLE FOR NO SUBMIT THE REQUIREMENTS. AT THE SAME TIME THE WATCHMAN OR SECURITY OF THE FLATS MUST KEEP AN EYE ON VISITORS WHO COMES TO MEET TENANTS. WHATCMAN ALSO CAN BE TAKEN IF ANY UNTOWARDS THINGS HAPPENED." Because when Police commissioner has taken this good steps to control PGs and HOMESTAY, naturally they will go for rented flats. According to me if he control Owners of Flats , or Appartment office bearers , we can control mischievous persons.

    Agreed. Most wanted Yasin Bhatkal stayed in a rented appartment in Attavar unnoticed.. Guidelines should be extended to rentals also.

    Dear Mr, G R PRABHUJI, Mangalore, Renting flats around Mangalore or entire district made mandatory to make police clearance certificate from the nearest police station by the tenant him/herself by the society. This rule is not new already is in force. Building society held responsible, if any tenant positioned the flat/apartment without Police NOC. Most places of illegal activities are at PG and student hostels (drug abuse) . This is just for your info.

    Fernandez sir, you are 100% correct. But the problem is no tenant nor owners are least bother to to take NOC and APARTMENTS office bearers are also not checking. My point is to alert those persons, Police Commissioner must take steps.

    Appreciate the initiative taken by Mangaluru CP. Dear CP please also keep watch full eye on your own dept. while implementing rules by PG, hostel, home stay owners. It should not end up with harassments from station personals for "mamuli vasuli". Also please speak about moral policing. Who has authorized now and then incidents surf in news media. Are they any branch of Mangaluru police? If not why incidents repeatedly done around Mangaluru ?

    Kindly make this online service to avoid rollcall by concerned police stations. Once applied online applier can get final receipt after 15 days till then providional receipt subject to police clearance. If clearance not given the no clearance receipt must state the reasons for not issuing clearance.

    Let police come and collect it from hotels. Wat do they think people running hotels are jobless to report to police station every time a foreigner comes to stay. Ultimately we wil be made to wait for hours purposefully, and then made to pay money to leave fast. Police commissioner shud make sure reporting becomes hassle free

    Agree with your point. Let police department and gobarment develop a portal where information is uploaded. Hassle free! There are cutting edge technologies available for verification purposes, but gobarment reluctant to implement as it will fall short of money for horse trading.
