Govt will Not Implement Lokayukta Mining Report: Santosh Hegde

Bangalore, Sep 3 (PTI): Former Karnataka Lokayukta N Santosh Hegde today said he does not believe the Government would implement his report on illegal mining as ''many skeletons will fall off (its) cupboard''.

The former ombudsman urged for an independent panel to probe further the Lokayukta report and implement it.

"Do you think the Government will ever implement the report?" the former Supreme Court Judge asked, expressing pessimism over BJP government acting on the report submitted to it on July 27 when he was the Lokayukta.

B S Yeddyurappa resigned as Chief Minister four days later on July 31 after being indicted in the report and was told by the party's central leadership to quit. The report estimated the loss to state exchequer because of illegal mining between 2006 and 2010 at more than Rs 16,000 crore.

The government headed by Yeddyurappa's successor D V Sadananda Gowda has appointed a committee led by Additional Chief Secretary K Jairaj to study the Lokayukta report and it has been asked to submit a report in two months. The government's stand has been that it would take a view on the Lokayukta report only after this committee gave its report, but Hegde remains unimpressed, indicating that the change of guard at the helm does not inspire him to believe that something would come out of it.

"Somebody else (not the committee) should take over the responsibility. There should be an independent commission to probe this (Lokayukta report). Too many skeletons will fall off the cupboard (if the report is implemented)," Hegde, who retired as Lokayukta a month ago, told PTI.

"797 officials have been identified, and they have been named for receiving bribe from the mining lobby," said Hegde who as a member of Team Anna was in the forefront during the recent campaign seeking a stronger and effective Lokpal.

"What will be the intention of bureaucrats and political classes...(is easy to gauge; they will not act)," he said.

Hegde said the secretary-level study would not serve any purpose as 'lagaam' (control) is in the hands of the Cabinet. He said the committee would not be able to do "all these things very fast with so many other things (that they have to take care)". The report runs into 25,000 pages.

"Therefore, we should have a body which has no other work," he said.

    I respect Mr.Santosh Hegde for his effort, but let him please explain the public, Karnataka Govt. requested Mr.Hegde to prepare a report from 2001 onward. Why Mr.Hegde prepared the report only from 2006 onwards!!!

    Secondly, his own team informed the Media earlier that Mr.S.M.Krishna & Mr.Dharam Singh also involved in illegal minning activities during their ruling time as a Chief Minister. How come later Mr.Hegde apologised for the news published in the media and said Krishna & Dharam's name are not in the final report. That means there was a preliminary report also but not published!!

    Soniaji ka haath hai kya, to save Foreign minister??

    Let us demand to appoint some one impartial to prepare the report from 2001 onwards & see how many other party C.M. are involved.

    Only a person of caliber like Justice Santhosh Hegde is capable of stating facts and nothing but the truth while inquiring and submitting a report.

    By all means a report like this should be taken on record and implemented without referring it to any one else. however if The Government wishes to examine it before submitting to The High Court an independent panel should be appointed outside the Government and the members should be of reputation with proven integrity. Only then the truth will prevail.

    It is therefore imperative that serious consideration is given to effectively implement the precious document painstakingly produced by Justice Hegde. If at all India has to make progress and build a strong nation there should be more Santhosh Hegdes. However the important question is WHERE TO FIND THEM?

    HEGDE SAB, WHEN YOU WERE SO ACTIVE IN ANNAS AGITATION, AND WERE SPEARHEADING HIS FIGHT FOR LOKPAL BILL FROM FREEDOM PARK, IMPLEMENTING YOUR REPORT SHOULD BE A SMALL ACTION.WHY NOT HAVE AN ACTION PLAN.PEOPLE WHO SUPPORTED YOU AT FREEDOM PARK WILL BE WITH YOU, BESIDES THOUSANDS MORE.     Tom , Dick and Harry (Congress,BJP,JDC), will not allow this to happen.Now all politicians, with very few exceptions, will fight with tooth and nail to derail the findings. Ultimately, if truth comes out their 'Mehanat' to amass the wealth for their Up-coming generationssss will be stalled. Drastic reform in electoral system may be one option, to sanitize the virus effected system

    No Wonder! even today the greatest corrupt ex CM uses the Z secuirty even after getting booted out. All files must pass through him before reaching the CM desk. So, Justice hegde i am 110% sure this govt. will do nothing on your report.
