Udupi: Head Constable Dies in Clashes at New Year Celebration

Udupi, Jan 2: A head constable was killed in clashes with miscreants during New Year celebrations in Katpady town on Sunday January 1.

The deceased has been identified as 53-year-old Yogish Padakannaya, a native of Mangalore, who was serving as head constable at Katpady outpost.

A musical concert was organized by Adarsh Youth Club, Katpady, in front of Papillion Bar on the Katpady–Shirva Road on Sunday evening.  Despite the police issuing guidelines to conclude the programme by 11.00 pm, the musical concert continued.  When the policemen intervened, the local youth began abusing them verbally and pelted stones.  Padakannaya was critically injured when a stone hit him on his head.  In spite being admitted to the Government Hospital, he breathed his last due to excessive loss of blood.

The police arrested many youth including the musical concert organizers Raviprakash Acharya, Wilfred Oswald D’Mello, Sudhakar Salian, Santosh, Vijayaraj Moodubelle, and Edwyn Louis Fernandes.

Kaup police sub-inspector Mohan Kottari registered a case in this regard and has taken up further investigations.

SP Dr Ravi Kumar, ASP Venkateshappa, DySP Jayant Shetty, and Santosh Kumar offered state honour to the deceased policeman during the ceremony held at Chandu Maidan, on Monday January 2.

Adarsh youth Club, has been staging cultural programmes every year near the Katpady – Shirva main road and a large number of people gather to view the programme. This leads to traffic bottlenecks along the road.  The police stationed at Katpady outpost had to provide security during the programme.  It’s common to have rows between motorists and the general public. Following the death, the locals have urged the police not to allow any public programmes to be held at the venue.

    The report noted that out of a total of 23,516 cases sex related crimes accounted for 14 percent. These included harassment, illegal relationships, pimping and operating brothels and selling pornography.

    The commission arrested 1,011 people for drug offenses and 52 others for practicing black magic report said.

    A very serious and sad incident. A serious blow to his family. Let's pray for them & extend financial support in whatever way we can. Issue of religion should be kept out. Whoever responsible for his death should be punished. Every celebration on the road/roadside should be banned. Let's keep the roads free. The bar has erred in not following the rules. Action should be taken as per law.

    Adding to my earlier comments, I have few question to police department and their training team.
    a. Are they trained properly, with issue related solution? Definitely this is lacking. Policemen are trained only to use lathis.
    b. Prevention is better than cure. Is this policemen was wearing police helmet or police cap which ever, as per the norms. Also night visible florocent jacket.
    c. Is he drunk on duty? How was his health as he is 53 yrs and night posting of him compared to his age is right decision by his superiors.
    d.Is he suffering from any other ailments like high bp, diabetes, breathing problems etc.

    All these question some one has to ask before passing comments. If the deceased policemen health is not 100% fit, then, partly he is also responsible for this tragic incident.

    Finally govt. in future should not allow any public property to use for any religious or celebration especially on the road side. This is nothing but public disturbance.

    Once again my heartfelt sympathies to the bereaved members of the family. May his soul rest in peace.

    We are very far from the place of the incident. But it looks like more than necessary force was enforced by lower level police staff. It looks like a graduate SI was not present in the spot. Moreover Police must wear necessary protective equipment to escape from undesired isolated attacks. Police in India look like taking things for granted as they feel like big brothers. High handedness when all around are also may be high can be at times problematic and in this case it turned out to be fatal. However truth will prevail in the coming days.
    I am direct proof for police brutality during the infamous MIT, Manipal Golibar long back which many of you may not even know. Police can be worse criminals than riot mobs or Pak terrorists when they are in full swing. I suggest all youngsters in and around the place to be very careful for a few more days especially when moving in the nights. You may be victim to the opportunistic thugs or revengeful police. We do not want another mindless act of violence.

    Sad news.May his soul rest in peace.I feel he would have survived if they had taken him to Manipal hospital instead of Government hospital. Such cases with head injury and bleeding should have immediate neurosurgical intervention and ICU care which are not available in smaller hospitals.

    Rightly said. Majority of(more than 70%) of the people in this country worship idols and that is the belief of this nation.You can not tell them "You are wrong" and ask them to follow religion which originated in some other country.
    About the killing of the Police Heaad COnstable , this happened due to practice of Non-Indian New Year celebration by drinking alocohol.There are dirty practices like burining effigy of old man at 12AM during New Year.The police dont allow all this and that is why this finest police person was killed.     I salute to the policeman for doing his duty. Maria madam, are you with the stone peltors. The dutyful policeman raised an alarm, that "baba time ho gaya hai-chalo bandh karo". Here, instead he was beaten with stones.

    The stone peltors looks definitely not in mind control. Was there any influence of 'warm water'.

    Deep Condolence to the head constable... Iam not Justifying the act of youth, but I feel Somewhere Police dept is equally responsible for this. In General it is not just not possible to conclude any new year party by 11 p.m. The whole world who is celebrating the New year will be waiting for mid night to celebrate the new year. And Youths with the influence of Alcohol will be in no position to conclude the ceremony without even starting it.. How is it possible..
    Even the State Govt. in blore run the metro train till 2a.m and allowed the bar to function till 1 a.m. So in that case one cannot expect conclude the function by 11 p.m Its wrong on the part of Police dept. If its a Diwali, Christmas party its a different case, but this is a Special moment for all those who wait for such a moment.

    Allthough i condemn this act, I firmly feel Police Dept should have avoided this incident had they allowed them to celebrate the new year at least till 12.30 a.m.
