Maharashtra Cabinet approves ‘Viksit Maharashtra-2047’ vision

Mumbai, Oct 28: The Maharashtra cabinet, chaired by chief minister Devendra Fadnavis, on Tuesday approved the Vision Document of Viksit Maharashtra-2047 and sanctioned the revised cost of over ?3,000 crore for the new broad gauge railway line Solapur-Tuljapur-Osmanabad.

The cabinet also approved the formation of a Viksit Maharashtra Vision Management Unit (VMU) under the CM’s leadership to implement the vision plan.

Fadnavis stated that the final document will be prepared by gathering citizen feedback and analyzing it using Artificial Intelligence (AI). The document outlines 16 concepts at state and district levels and includes 100 initiatives focusing on progressive, sustainable, inclusive development and good governance.

Nearly 7 lakh stakeholders have contributed their responses, which were incorporated into the draft. Fadnavis noted that the vision sets goals for 2030, 2035 (Maharashtra’s 75th year of formation), and 2047, aligning with Prime Minister Narendra Modi’s dream of a fully developed India.

“This document should guide all future plans and policies and will help Maharashtra compete not just with other states but globally,” Fadnavis said.

The CM emphasized using AI-based mechanisms to assess and refine proposals, reducing bureaucratic delays. Urban Development and Revenue departments are tasked with implementing Large Language Model (LLM) systems to enhance efficiency.

The cabinet also approved the state’s 50% funding share for the Solapur-Tuljapur-Osmanabad railway project, with the Centre providing the remaining 50%, improving connectivity to pilgrimage centers.

To boost foreign direct investment (FDI), the cabinet expanded the Protocol sub-department under the General Administration Department, creating new departments for FDI, International Relations (Outreach), and Diaspora Affairs, along with necessary staffing.

In local governance reforms, the cabinet approved amendments to the Mumbai Municipal Corporation Act, 1888, the Maharashtra Municipal Corporation Act, 1949, and the Municipal Councils and Industrial Towns Act, 1965, allowing:

• Six months for candidates on reserved seats to submit caste validity certificates in general or by-elections for civic bodies.

• One month for Gram Panchayat, Zilla Parishad, and Panchayat Samiti elected members to submit caste certificates via ordinance.

Additionally, the cabinet cleared the establishment of a District and Additional Sessions Court and a Senior Civil Court at Shirpur, Dhule district, along with a Government Prosecutor’s Office, and approved the required posts and budget.

This suite of approvals signals Maharashtra’s push toward long-term development, administrative efficiency, and enhanced infrastructure connectivity.
