ISI-BKI terror module busted, 11 arrested in Delhi-Punjab espionage plot

New Delhi, Apr 10: The Delhi Police Special Cell on Friday busted a major terror module allegedly backed by Pakistan’s intelligence agency Inter-Services Intelligence (ISI) and Babbar Khalsa International (BKI), arresting 11 suspects from Delhi and Punjab.

Police said the module was involved in espionage, arms smuggling and planning terror attacks. Acting on leads, officials recovered nine solar-powered CCTV cameras installed near sensitive defence and security establishments across multiple locations. These cameras were transmitting live feeds to handlers in Pakistan using SIM cards.

Authorities also seized four pistols, including foreign-made weapons, and 24 live cartridges from the accused. Investigations revealed that the group was planning grenade attacks in areas housing key security agencies.

According to officials, the accused posed as government personnel to install CCTV cameras in strategic locations without raising suspicion. The live footage was used by Pakistan-based handlers to monitor defence movements.

The operation was carried out in two phases. In the first, six accused were arrested from Delhi and Punjab, leading to the recovery of cameras and weapons. In a parallel operation, five more suspects were apprehended in Punjab based on inputs from Military Intelligence, for sharing photos and videos of sensitive installations.

Police said the module was being coordinated from Pakistan, with local recruits allegedly lured through money to carry out surveillance and logistical tasks. Funds were routed through digital transactions and used to support arms smuggling activities.

Investigations also revealed that the accused used forged documents to procure SIM cards for transmitting sensitive information. Several mobile phones, vehicles and motorcycles used for reconnaissance were also seized.

Officials described the bust as a major breakthrough, exposing a wider conspiracy involving surveillance of defence locations, illegal arms supply and planned terror strikes in Delhi and Punjab. Further investigation is underway to identify additional links and operatives connected to the network.
