Bangalore: Central Tribunal Strikes Down Appointment of Shankar Bidari as DG-IGP

Bangalore, Mar 16 (PTI): The Central Administrative Tribunal (CAT) today set aside the appointment of senior IPS officer Shankar Bidari as Director General and Inspector General of Police of Karnataka, allowing a petition by Director General, Home Guards, A R Infant, who contended his seniority was overlooked.

A CAT bench comprising K B Suresh and Leena Mehandale held the appointment of Bidari as "void" as some material against him (Bidari) was deliberately withheld by the state government.

Infant, the senior most IPS officer in the state belonging to the 1977 batch, had approached the tribunal in December, 2011, challenging the appointment of Bidari, a 1978 batch officer, as DGP and IG.

The tribunal directed the state government to resend names and profiles of candidates afresh to the Union Public Service Commission (UPSC) along with all requisite material for empanelment and select the DGP and IG from it.

In the interim, the CAT directed that Infant be made the adhoc DGP and IG. The state government and Bidari immediately filed an application for a stay of the order, which was rejected.

Reacting to the verdict, Infant told PTI "More than a personal victory, it is a victory for the IPS cadre".

    all these IAS/IPS officers are slaves of our politicians and they dance to their tune.every officer instead doing is job they are licking politician feet to get promotion and shutting their eyes when mafia is ruling just for their personal gains.people have lost the faith in IAS/IPS officers

    SENIORITY ALONE CAN NOT BE CRITERIA FOR THE APPOINTMENT OF TOP POSTS.
    SHOULD HAVE PROVEN RECORDS DURING SENIORITY OTHERWISE STATE GOVT.HAS TO ANSWER FOR THE LAPSES OF DGP/IG.
    IF THE CAPABILITY CAN BE COMPARED WITH BOTH SAME CAN BE TAKEN TO COURT FOR SCRUTINY. OTHERWISE COURT HOURS CAN BE SPENT FOR BETTER CAUSE IN DISPOSING OF ALREADY PILED UP CASES. HOWEVER,
    "DELAYED MEANS DENIED" PROVERB SUITS HERE.

    Yeddy had rewarded Bidari for preventing MLA's who were disqualified as well as Opposition from entering Vidhan Soudha on the day of floor test, which Yeddy won with Bopiaah conducting sham vote of confidence.
    Now its Back to Square One.
    Yeddy had said "Satya Meva Jayathe" (when FIR was quashed against him recently).

    It is a slap on BJP govt of Karnataka which underestimated Mr Abdul Rahiman Infant's service for DG-IGP and appointed Mr Shanker Bidri.

    Shanker Bidri,who duly supported by present govt for various reasons and particularly political reasons got drubbing from CAT. Infamous for entering Assembly with his comrades having live ammunition was unprecedented in Indian/Karnataka political history.Inexperienced and incompetent BJP govt used to get such drubbings from Constitutional institutions like HC quashing Speaker's disqualification of MLAs.Yet this govt never learns or rectifies it's follies.
