Karnataka’s Debt Burden is as Much the Size of its Budget

Bangalore, Mar 27: The accumulated debt of Karnataka is almost equal to the size of the annual budget.

Karnataka Chief Minister D V Sadananda Gowda said the state’s accumulated debt is estimated to be Rs 1,02,561 crore on March 31, up from Rs 95,192 crore a year ago.

Responding to Appaji alias Channabasavaraj Shankarrao Nadagouda (Congress) during question hour in the Legislative Assembly, the Chief Minister, however, stressed that the state’s borrowings  were still ''within permissible limits of 3 % of GSDP as stipulated by the Centre.”

Last week, he presented the 2012-13 state budget facilitating a total expenditure of Rs 1,02,742 crore, an increase of 20.42 % over the budget of Rs 85,319 crore in the previous fiscal, exceeding the budget size of Rs 1 lakh crore for the first time.

In 2011-12, till January this year, the government has borrowed loans to the tune of Rs 5,154.72 crore, Sadadananda Gowda, who also holds the Finance portfolio, said.

According to the Economic Survey of Karnataka 2011-12, advanced estimates of the state’s Gross State Domestic Product (GSDP) at constant (2004-05) prices show that the state’s economy was expected to grow at 6.4 % and reach Rs 2,97,964 crore in 2011-12 (from Rs 2,79,932 crore in 2010-11).

Karnataka’s economy is showing encouraging trends due to a strong services sector, which grew by 10.6 % during 2011-12.

However, there has been a slowdown in the agriculture and allied sectors (minus 2.9 % in 2011-12) attributable to a decline in crop area due to drought and floods, the Economic Survey said.

“The growth rate of the industry sector is estimated to have decreased to 3.6 % during 2011-12, largely due to adverse impacts of the overall economic slowdown.

The significant growth rate of the service sector from 9.1 % in 2010-11 to 10.6 % in 2011-12 is a key driver of the growth in the current year’s GSDP,” the survey said

People in Karnataka can soon apply for social security pensions online.

Terming the suggestion of N L Narendra Babu, Congress MLA, in this regard as ''appropriate,” the Chief Minister said the government would certainly take this step.

Narendra Babu sought to highlight the plight of a woman who had lost her husband 15 years ago and was running from pillar to post for getting social security pensions.

According to government officials, during 2011-12, the long overdue of physical verification of social security pensioners was undertaken and over 8 lakh cases of duplicate, non-existent and ineligible pensioners have been found and suspended from the disbursement.

The Chief Minister said the eligible had the opportunity to get their application verified again by a higher official in case it had been suspended.

Gowda said the government intends to fix a time-line for disposal of applications for
such pensions.

In the budget presented in the legislative Assembly last week, Sadananda Gowda had said social security pensions for eligible persons in 65 to 80 years age group would be hiked from Rs 400 per month to Rs 500 from April 1 this year.

“This increase will benefit almost 30 lakh beneficiaries. Total outlay of Rs 2,310 crore has been made for this purpose,” Gowda had said.

Burden of debt is a kind of desease for any kind of undertaking - may it be a public sector or a private sector entity. The burden of debt has a compounding effect on the progress of the State as well as the progress of the people. It is nice to chalk out a handsome budget but not at the cost of accumulating debt with interest that will have a drastic impact not only for ourselves but also for our children and grand-children. Each and every leader wants to create an attractive budget but creating monumental ideas in the interest of the people, but without being able to balance the budget without controlling the expenditure the leadership is bound to collapse sooner or later.

Collosal spending beyond the fiscal capacity of repayment will also breed corruption within the leadership and within the party politics. A clear focus on balanced budget is a good indication of a positive leadership for a nation such as India where population is multiplying each year and therefore national spending needs every possible precaution for sustainable growth of economy that will benefit our future generation to grow and prosper with a sense of resoponsibility.

It is the gift of BJP and sangh parivar to Karnataka. They destroyed the religious tolerance by anti minarity bashing, to win hindu votes made minorities feel insecure, they pushed the women back by attacking in the name of pub or valantine, divided the Hindu society by favouring some castes and mutts, robbed the state by mining, iron ore, sand and granite, looted by real estate business, reached the lowest level of ethics .... now put the state in the debt trap, and we are there to support . save our soul....

While countries and states across the world, are trying to decrease debt and keep the budget in surplus, Karnataka has increased debt. At the end of it all it will be the people of Karnataka who will have to pay this debt. Karnataka is heading towards a Greece like scenario.

Karnataka budget presented DVS is the best so far. On 18th I asked from where this 100000 crore will come? There is a very simple solution to make this budget succesfull as there is 100,000 crore debt, just remove digit 1 from that 100,000 from the figure. No one will be hurt. All loans will be cleared. BJP ministers n MLA's are not even good to be grama panchayat members. Hahahah ha. I started laughing but actually I am crying to know this is PONK budget. Yeddy next time u present 100 lack crores budget ok???????

Yeddy's earlier propagation of introducing ONE LAKH crore Budget of Karnataka State itself is a BAKWAS.Because Karnataka's estimated revenues are around 55000 crore and another 25 to 30 thousand from Center's contribution which is our share. So the total Rs 80,000 Crore and balance aboutRs 25 thousand crore will be acquired from open market!!!The principal interest for these loans will be thousands of crores and just calculate the wealth we are wasting for the simple reason of in competency in running state's exchequer which is eating our considerable portion of our revenues. Now post Congress era of Karnataka's loan should be brought to public for the reason how non congress govt's mismanaged financial affairs of Govt of Karnataka. After knowing all these serious repercussions, this govt distributed thousands of crores of rupees primarily to Mutts, Muslim/Christian institution and non plan areas. For all these mismanagement (financial)the hapless citizens are made to bear. This is what democracy run by our politicians.

A clean honest uncorrupted system will have no room for over budgeting. A good efficient system to know where and how the leakages can be stopped will help in overall growth

Take back that fat sum sanctioned to any religious entity! Leave GOD to individual and to their home! Concentrate on requirements. Only prey to God! Do not give money to God! Blessing and personal(not public) faith will work wonders!!
